• Monitor regulated business activities to ensure adherence to CMS licensing conditions
• Provide updates to senior management on the regulatory environment and propose actions, where necessary
• Ensure all compliance policies are consistent with the latest regulatory requirements
• Formulate and update company’s AML/CFT framework and policies
• Supervise the implementation of various compliance, risk, IT risk (TRM), internal controls and outsourcing policies
• Conduct client KYC/AML and annual reviews for new and existing clients
• Conduct due diligence and reviews on outsourced service providers
• Prepare, submit and handle enquiries related to regulatory returns, MAS annual and ad-hoc forms and surveys
• Oversees training and development for senior management and staff
• Key point of contact for MAS: Address queries from MAS and external authorities
• Coordinate internal and external compliance audits

Requirements

• Bachelors/Master’s degree
• 2-3 years’ experience working in a licensed/regulated business
• Past compliance experience is a plus
• Responsible, independent, extremely diligent and detailed
• High stress tolerance

• Understand and effectively implement the organization’s SHMS at the site
• Plan, organize and manage EHS promotional activities within the site to cultivate good EHS practices;
• Provide reasonably practicable and effective EHS recommendations to team members to ensure compliance with legal and other requirements;
• Motivate, coach and counsel on EHS matters to site workforce on an on-going basis with particular regard for recalcitrant personnel;
• Co-ordinate the work of team members, allocate tasks and provide effective supervision;
• Led the risk assessment team at the site;
• Participate as a risk management team member in the corporate RM organization;
• Brief project manager/ project team periodically on the execution status of the overall safety program;
• Carry out safety orientations and conduct daily safety toolbox meetings (if required);
• Conduct monthly EHS Committee meetings with Subcontractors
• Review existing safety measures and recommend safety measures for upcoming works during the safety committee meeting;
• Recommend Stop Work Order to Project Manager when unsafe conditions arise including promptly correcting any unsafe conditions or safe work practice;
• Attend client/consultant safety meetings/ weekly coordination & technical meetings;
• Lead investigation and maintain records for every first aid case, accident and near miss at the work site;
• Conduct emergency drills periodically
• Inspect the site to ensure all facilities and equipment relevant to the maintenance of environmental health are in proper working condition and do not pose any environmental health hazard;
• Identify and discuss environmental health irregularities such as mosquito and fly breeding, rodent infestation, noise/dust/smoke / water pollution, poor housekeeping, earth littering, poor refuse management, poor maintenance of sanitary facilities, etc. and recommend measures to rectify such irregularities;
• Any other duties as may be assigned

What’s the Role & Responsibility

The Account Officer is a member of the Singapore Shell Employees’ Union Co-operative Ltd (SSEUC) and will support the General Manager on the full set accounting of the 3 businesses’ functions. He/she will have the support of an Accounting Service Provider and be the focal to liaise with them including but not limited to day-to-day transaction relating to the business. Will also be responsible for the monthly financial closing activities for SSEUC.

• · Review of quarterly GST reporting & the monthly management accounts & the supporting schedules prepared by the service provider.
• · Coordinate & direct the preparation of the budget for financial forecast and variances.
• Monthly closing for the 3 divisions, Aging Report and collating the documents to an Accounting Service provider for final closing on monthly basis. Perform monthly Bank reconciliations.
• Prepare monthly journal entries for the 3 divisions when required.
• Focal for internal auditors (every 2 years) and external auditors (annual) on yearly financial audit and ad-hoc audits if required. Responsible for coordinating and answering all queries on the financials.
• Supervise and review draft annual financial statements prepared by service provider for accuracy and completeness in accordance with Singapore accounting standards.
• Prepare & present financial performance analysis on quarterly basis for Board meeting and queries by the Board.
• Ensure timely, accurate monthly management accounts.
• Checking one of the business invoices to ensure the accuracy of the invoices billed to the customers. Prepare monthly Cost & Sales analysis report to check discrepancy. Reconciling AR aging report after updating the receipts & monthly invoice register listing. Assist on any billing issue and outstanding queries.
