Singapore Aquatics (SAQ) is the governing body for the aquatic sports of swimming, water polo, diving, and artistic swimming in Singapore. As a member of World Aquatics, SAQ is responsible for the development and education of aquatic players, officials, coaches, and volunteers throughout Singapore, as well as the conduct of competitions and programs for all levels of participation.

Job Title: Swimming Pathways Manager/Assistant Manager
Reports To: Director, National Swimming Pathway & Coach Development
Primary Job Purpose:
The Swimming Pathways Manager/Assistant Manager will be responsible for overseeing the National Swimming Pathway Programs, with a specific focus on SwimSingapore Initiatives. This role is vital in ensuring that the Centralized Assessment Management System (CAMS) is efficiently integrated to enhance the quality, accessibility, and effectiveness of national swimming pathways education and assessment processes. The individual will work collaboratively with key stakeholders, including partner agencies, clubs, coaches, assessors, program providers, and participants, ensuring the seamless execution of programs, assessments, and continuous improvement of the swimming pathway.
Key Responsibilities:
1. Leadership & Supervision:
- Team Supervision & Development: Supervise Swimming Pathways & CAMS Executives, ensuring the efficient execution of responsibilities. Provide guidance to team members to meet goals in program administration, customer service quality, stakeholder engagement, and programs delivery.
- Performance Management: Evaluate the performance of team members and provide feedback to meet the objectives of the national swimming pathway programs and CAMS operations.
- Team Development: Foster professional growth within the team through mentoring, training, and support in administrative and program management tasks.
- Communication: Maintain effective communication with the Coach Development Team and Swimming Pathways Sub-Committee members to ensure alignment with broader organizational goals.
2. Swimming Pathways – SwimSingapore:
- Program Management: Oversee and manage the SwimSingapore National Swimming pathways programs, ensuring alignment with national standards and supporting progression from entry-level to competent swimmers.
- Event & Logistics Management: Coordinate logistics for assessment centres, including scheduling, venue bookings, and the smooth operation of assessment events. Engage all relevant parties ahead of time to ensure effective coordination and preparedness.
- Training & Development: Collaborate with coach development team, technical teams, and external partners to develop and update training resources, certification pathways, and workshops to support coaches and participants.
3. Centralized Assessment Management System (CAMS):
- CAMS Integration: Implement, optimise, and manage the CAMS platform for tracking coach qualifications, participant progress, assessments, and certifications. Ensure seamless data flow between key stakeholders (e.g., SportSG, MOE, coaches, assessors, and program providers).
- Data Management: Utilize CAMS Platform to maintain accurate and current records for participants, coaches, and clubs. Ensure data integrity and accessibility for relevant stakeholders.
- Performance Monitoring & Reporting: Leverage CAMS data to generate reports and insights that help monitor progress, evaluate program effectiveness, and inform continuous program improvement.
- Program Evaluation: Conduct regular assessments of the swimming pathway, using CAMS to identify opportunities for refinement and ensuring alignment with community needs and stakeholders' expectations.
4. Other Administration:
- Membership Management: Oversee the administration of coach ,teacher, clubs, participants users Acct, ensuring accurate, up-to-date records. This includes renewals, marketing, and the maintenance of relevant web platforms.
- Assessment & Certification: Collaborate with the Swimming Pathway Executives, Coach Development Team to ensure the seamless management of coach assessments, certifications, and records.
- Volunteer Management: Manage volunteer involvement in assessment processes, ensuring defined roles and a positive volunteer experience.
- Budgeting & Cost Management: Assist in budgeting for swimming pathway programs, ensuring that resources are efficiently allocated and costs remain within limits.
5. Collaboration:
- Stakeholder Engagement: Collaborate closely with internal and external stakeholders, including CoachSG, SwimSafer, SSI, MOE, assessors, coaches, and clubs, to ensure alignment on program goals and delivery.
- Community Engagement: Work with the Club Development Executive and HPT to plan and organize ParentSAQ workshops and forums to strengthen community participation and understanding of swimming programs.
- Program Alignment: Coordinate with the Swimming Pathway Executive to ensure coaching development aligns with national swimming pathways, improving the competency of learn-to-swim standards.
6. Planning & Reporting:
- Strategic Planning & Reporting: Support Director, National Swimming Pathway & Coach Development in refining the Multi-Year Sports Plan, including goal setting and KPI tracking. Assist in annual reporting for SAQ’s Annual Report and SportSG’s Core Data submission.
- Performance & Impact Reporting: Use data from CAMS Platform to prepare reports on the impact of national swimming pathway programs and communicate this to stakeholders, providing actionable insights for strategic adjustments.
Preferred Requirements:
Educational & Certification Requirements:
- Diploma or Degree in Business Administration, Sports Management, Physical Education, or a related field.
- Certification in relevant sports management or coaching education programs (e.g., ACTA or ACLP) will be advantageous.
- NROC Level 1 swimming coach certification (preferred).
Skills & Experience:
- Proven experience in Event Management/Sports Program management, particularly in swimming coaching or education programs.
- Familiarity with CAMS Platform or similar assessment management systems.
- Strong understanding of the Singapore swimming landscape and its national programs.
- Experience in managing membership, people engagement, and competency development programs.
- Proficiency in Microsoft Office Suite and data management systems.
- Willingness to work flexible hours, including weekends and evenings, to support smooth program delivery.
