Resident Technical Officer (Civil & Structural)

1. To carry out site supervision and inspection of structural and architectural works. This includes any off-site manufacturing as instructed by the Architect/Engineer so as to ensure that works are constructed to required quality and accuracy.
2. To monitor progress of the works on site and at any off-site manufacturing facilities and report delays immediately.
3. To ensure that works are only carried out strictly within the stipulated time and/or at other time as directed by the S.O. or other designated CAAS officer. Any ‘noisy works’ shall only be carried out within the time stipulated by CAAS.
4. To provide standing supervision as and when directed by the S.O. Rep or CAAS Engineer/CAAS Representatives.
5. To enforce site safety and other measures to control dust, noise and vibration caused by the Contractor’s works.
6. To maintain proper and updated records of all works done, including records of all activities, tests, inspections, status of works, safety, material and equipment on site, labour, day works, site diary, provisional quantities, weather condition etc.
7. To check all drawings (including shop drawings) and sketches to verify and ensure that works are carried in accordance to approved drawings.
8. To check that Contractor execute preliminaries items and conform to all requirements as stipulated in the contract.
9. To check service routes and Contractor’s setting out and report any deviations to the S.O. and/or his engineer/architect.
10. To check that all works are carried out in a safe and proper manner including temporary supports and protection.
11. To verify reports and claims submitted by Contractor, including keeping record of all variations/changes as instructed or approved by the S.O.
12. To attend to users’ and Contractor’s queries to ensure no disruption and/or disturbance to the operations of the Singapore Changi Airport in Changi East.
13. To co-ordinate works (including advance works) of all contractors and other direct contractors working at the site.
14. To inspect and ensure works are carried out in accordance to specifications and requirements, and to take over completed works.
15. To ensure that the Contractor’s workers are carrying out works only at their designated areas. No loitering and entry to unauthorised areas are allowed.
16. To undertake any other duties related to the project as and when instructed by the S.O. /Project Manager and/or his Engineer/Architect.

Resident Technical Officer (Mechanical & Electrical)

• To carry out site supervision and inspection of mechanical and electrical works including co-ordination with contractors and users so that works are carried out safely and accurately. • To maintain proper site filing system and updated records of all works done, including records of all activities, daily manpower, tests, inspections, status of works, safety, material delivery and equipment on site, labour, day works, site diary, provisional quantities, etc. according to ISO requirements.
• To check all drawings (including shop drawings) and sketches to verify and ensure that works are carried in accordance to approved drawings.
• To check that Contractor execute preliminaries items and conform to all requirements as stipulated in the contract.
• To check service routes and Contractor’s setting out and report any deviations to the SO and/or his engineer/architect.
• To check that all works are carried out in a safe and proper manner including temporary supports, protection and isolation of services.
• To verify reports and progress claims submitted by Contractor, including keeping record of all variations/changes as instructed or approved by the S.O.
• To attend to users’ and Contractor’s queries to ensure no disruption and/or disturbance to the operations of Singapore Changi Airport, RSAF Changi Airbase and associated CAAS/CAG premises or Ministry of Transport’s work sites in Changi East.
• To co-ordinate works (including concurrent and advance works) of all contractors and other direct contractors working at the site.
• To maintain record of site supervision’s overtime and any other claims.
• To inspect and ensure works are carried out in accordance to specifications and requirements, including taking and handing-over of completed works.
• To ensure that the Contractor’s workers are carrying out works only at their designated areas as the RSAF Changi Airbase, Singapore Changi Airport, CAAS/CAG Premises or Ministry of Transport’s work sites in Changi East are high security and protected facilities. No loitering and entry to unauthorised areas are allowed.
• To undertake any other duties related to the project as and when instructed by the S.O./Client through the Architect/Engineer.
• To fully complete the supervision of all mechanical and electrical works carried out by the Contractor. Though the mechanical and electrical is envisaged to be completed in about 3 months’ time, the supervisor will be required to continue his duties in the event of any extension of time granted.

• Diploma/Degree in Mechanical or Electrical Engineering from a recognized tertiary instituton;
• A registered Resident Technical Officer with Institution of Engineers Singapore (IES) or Association of Consulting Engineers Singapore (ACES) with valid practicing certificate;

• To check that all works are carried out in a safe and proper manner including temporary supports, protection and isolation of services.

• To attend to users’ and Contractor’s queries to ensure no disruption and/or disturbance to the operations of Singapore Changi Airport, RSAF Changi Airbase and associated CAAS/CAG premises or Ministry of Transport’s work sites in Changi East.
• To co-ordinate works (including concurrent and advance works) of all contractors and other direct contractors working at the site.
• To maintain record of site supervision’s overtime and any other claims.
• To inspect and ensure works are carried out in accordance to specifications and requirements, including taking and handing-over of completed works.
• To ensure that the Contractor’s workers are carrying out works only at their designated areas as the RSAF Changi Airbase, Singapore Changi Airport, CAAS/CAG Premises or Ministry of Transport’s work sites in Changi East are high security and protected facilities. No loitering and entry to unauthorised areas are allowed.
• To undertake any other duties related to the project as and when instructed by the S.O./Client through the Architect/Engineer.
• To fully complete the supervision of all mechanical and electrical works carried out by the Contractor. Though the mechanical and electrical is envisaged to be completed in about 3 months’ time, the supervisor will be required to continue his duties in the event of any extension of time granted.

Job Scope

To attend / carry out various types of survey on board ship and sites on cargo, cargo measuring equipment and marine related activities.

To perform marine survey onboard vessels and cargo inspection on sites in order to assess and report on their condition for insurance claim.

To verify the equipment onboard vessel to ensure compliance with various standards or specifications.

Job Requirement

Nitec/ITE related in marine or Diploma in Nautical, Maritime Studies, Marine Engineering or Marine related from a local polytechnic/private institution.

Experience onboard vessel will be an advantage.

Prepare to work at irregular hours including Public Holidays due to ship schedule.

• Plan and manage the day-to-day operations and administration of the Library, including management of resources and collection development within the approved budget.
• Plan, develop and implement library policies and Standard Operating Procedures ("SOPs") for library operation and management, upon obtaining the Authority’s approval.
• Monitor compliance with SOPs.

• Perform library counter duties and manage the library loan services.
• Manage the inter-library loans and document delivery to support the Authority’s information needs (for official purposes only). Fulfil request within five (5) working days, subject to the availability of requested title(s).
• Liaise with relevant Divisions on facilities management, IT and security matters.
• Any other library-related administrative duties assigned by the Authority's Appointed Representative.

Requirement:

• A Diploma (preferably from a local polytechnic) with at least three (3) years of relevant working experience.
• Experience in a law library is preferred.
