As an Institution Business Analyst, you will be called upon to support the institution in strategic planning, integration and enabling technology, and to support the institution’s daily operations. It also includes supporting the institution for their audits, governance and compliance initiatives.
IT workplan and budgeting:
• Collaborate with users, CIO and PMO to identify IT strategic needs for the Institution and translate those roadmaps and projects into the workplans.
• Conduct prioritization of workplans and adhoc projects.
• Engage users and delivery teams for workplan actualisation.
• Support CIO and IBA leads to review project budget, transfer pricing and procurement of systems and applications for institution.
Oversee project approval and delivery:
• Engage stakeholders and users to understand business initiatives, requirements and workflow, in order to provide high level pre-project assessment and feasibility studies.
• Collaborate with delivery teams to evaluate potential solutions needed to address operation needs while ensure alignment to the overall SingHealth digital strategy.
• Engage stakeholders and users for Institution IT governance approvals, solution review and delivery.
• Review risks to ensure that projects are completed on time, within budget and meeting requirements.
• Collaborate with delivery teams to coordinate end-user training, testing, implementation and support.
• Provide timely and accurate project progress information and highlight risks if any.
Hospital operations:
• Participate in Cluster and Institution IT governance, workgroups, hospital operations and project steering committees.
• Participate in Cluster and Institution audits, exercises and setups (e.g. ESS, BCP, Cybersecurity, DR exercise, mass casualty, pandemic, emergency planning).
• Evaluate and update Cluster and Institution documents (e.g. DAQ, ERM).
• Ensure compliance to MOH HIM chapters, and healthcare and institution’s policies and standards.
• Work closely with audit/exercise owners to address findings and response to audit/exercise observations.
Requirements / Qualifications:
• Possess a degree in Computer Science, Computer Engineering, Information Technology or any other relevant discipline.
• At least 10 years of relevant working experience as an IT Project Manager and vendor management.
• Excellent analytical and problem-solving skills with interpersonal skills
• Team player with ability to work independently, possess good customer service skills and able to work with cross functional teams.
• Good written, communication and presentation skills
• CITPM / PMP certification will be an added advantage.
• Experience in healthcare industry is an added advantage.
