Purpose and Scope

Reporting to the Workplace Safety & Health Manager to ensure compliance with all HSSE laws and regulations and other HSSE requirements applicable to Sembcorp’s activities, products and services.

Key Roles and Responsibilities

• Provide strong support to implement & maintain ISO 9001, ISO 14001, ISO 45001 and MOM SMS (SS 506 Part 3), MHI Safety Case Regime; and other applicable Q-HSSE Standards and Best Practices.
• Provide day-to-day support to Operation & Maintenance (O&M) teams on Hazards & risks control issues and assessing process hazards and risks.
• Manage the sustainability and/or support implementation of the following Process Safety elements for:
• Process Hazard Analysis (PHA).
• Management of Change (MOC).
• Pre-Start-up Safety Review (PSSR).
• Process Safety Performance Measurement and Analysis.
• Compliance with relevant MOM Process Safety requirements.
• Interface with various departments and related stakeholders to support key HSSE Programs (e.g. HSSE O&M Cross Inspection, 5S, GHSSE & MPM Monthly Reporting, PPE Inspection, etc.).
• Interface with other departments to jointly deliver technical/education training & audits programs to the field to improve competencies and ensure compliances.
• Liaise with authorities on Licenses, Permits, and Written Permissions applications & renewals processes, and also on emission reporting and emission exceedance management.
• Contribute as part of cross-functional teams in the investigation and analysis of incidents / accidents in any company owned premises / asset; to identify root causes of problems and recommend and follow-up on corrective & preventive actions/solutions.

• Assist in Conduct boundary noise monitoring in accordance with Environmental Protection & Management (Boundary Noise Limits for Factory Premises) Regulations , Environmental Protection and Management Act (in compliance to NEA requirements).
• Assist in Industrial Hygiene monitoring based on WSHA (General Provisions) Regulations : Permissible Exposure Limits of Toxic Substances ( Personal and Static test).
• Assist in Indoor Air Quality Assessment (Instantaneous measurement in accordance to SS554:2009).

Qualification, Skills and Experience

• Related industry experience with an Engineering degree or diploma, preferably in Chemical/ Environmental / Process or Risk engineering.
• Registered Workplace Safety and Health Officer with MOM.
• Registered Fire Safety Manager with Singapore Civil Defence Force.
• Minimum 5 years of industrial experience in the relevant process industries.
• ISO 9001, ISO 14001 and ISO 45001 internal auditor trained.
• Strong knowledge of Singapore HSSE related regulatory requirements preferred.
• Meeting standard industrial practices, Codes/Standards, and Insurance Guidelines

Responsibilities

• Handle daily accounting operational functions
• Responsible for AR & AP functions
• Perform verification with vendors on change of vendors’ information
• Ensure accuracy and reliability of accounting data and transaction in SAP system
• Assist in banking and treasury function
• Perform month end and year end closing of accounts
• Perform administrative and coordination work for finance department
• Prepare monthly accounts reconciliation
• Any other duties assigned from time to time

Prerequisites:

• Diploma or Degree in Accounting or equivalent
• Ability to produce accurate and quality work within tight deadlines
• Ability to learn and adapt
• Conversant in Microsoft Excel
• Knowledge in SAP

Job Description

• Maintain full set of accounts and manage all financial and accounting transactions.
• Administration of contracts database and project cost tracking
• Timely production of monthly management reporting package, including financial statements and relevant schedules.
• Prepare cash flow forecast, bank reconciliation and cash monitoring.
• Prepare quarterly GST reporting, reconciliation report and tax computation
• Prepare Annual Statutory Financial Statements and XBRL for the assigned portfolio of entities
• Involve in budgetary control, forecasting and other management accounting functions
• System and processes- assist in processes and system implementation when required; continue to streamline and automate tasks to ensure improvement and efficiencies
• Any ad-hoc duties as assigned

Requirements

• Diploma or Bachelor's degree in Finance, Accounting, or related field.
• At least 3 years of experience in finance operations, accounting, or related roles (with staff and people management responsibilities).
• Detail-oriented with a high level of accuracy and attention to detail.
• Self-motivated, with a positive learning attitude, able to work independently and operate in a fast paced environment.
• Experience in project management will be an added advantage.
• Willingness to accept and support changes
• Meticulous and adept in working under pressure and tight timelines
• Hands-on bookkeeping is preferred.

Job Descriptions

• Process suppliers’ invoices and payments including staff claims.
• Responsible for day-to-day accounts duties including cash management.
• Daily updates of journal entries into accounting system.
• Perform reconciliations and assist in monthly reporting.
• Compile and analyze financial information to prepare financial statements, post journal and bank entries, calculate depreciation of fixed assets and perform monthly reconciliation.
• Maintain and create new customers, suppliers and general ledger accounts in accounting system.
• Verify accuracy of AP payment, claims and petty cash reimbursements and revenues.
• Handle Material Request and Purchase Order.
• Handle queries with suppliers and staff.

Job Requirements

• Diploma in Finance/Accountancy/Banking or equivalent.
• 1 – 2 years of work in Singapore’s Accounting & Finance field is preferred.
• Analytical and hands-on team player.
• Meticulous, accurate, trustworthy and able to work independently.

• Record and process daily financial transactions, including invoices, payments, and receipts.
• Manage accounts payable and receivable, ensuring timely settlements.
• Reconcile bank statements, credit card transactions, and general ledger accounts.
• Investigate and resolve discrepancies in financial records.
• Assist in preparing financial statements, including profit and loss accounts, balance sheets, and cash flow reports.
• Support month-end and year-end financial close processes.
• Assist in preparing GST submissions and ensuring compliance with tax regulations.
• Provide documentation and support during internal and external audits.
• Manage correspondence, emails, and communication related to accounts and administrative matters.
• Maintain an organized filing system for financial and administrative documents.
• Input and update financial data in accounting software and databases.
• Keep accurate and up-to-date employee, vendor, and client records.
• Support the finance and administrative teams with ad-hoc tasks and special projects.
• Provide backup support for other team members during peak periods or absences.
• Liaise with vendors, clients, and internal teams to resolve queries and follow up on payments.
• Ensure prompt responses to payment-related inquiries.

Key Responsibilities

• Manage debt portfolios and work with various internal stakeholders to address cash flow requirements
• Evaluate, analyse and recommend appropriate funding strategy for new investments and existing debt
• Review and complete documentation to facilitate funding by bilateral/syndicated loans (corporate or project)
• Evaluate, analyse and recommend hedging strategy for interest rate and foreign currency exposures
• Track and monitor loan portfolio, including interest costs, loan covenants and reviewing refinancing needs
• Prepare or review quarterly investor reports, periodic group treasury reporting, recommendation/board papers on funding and hedging strategies

Job Requirements

Pre-requisites:

• Degree in Accountancy with minimum 6 to 8 years’ relevant working experience
• Experience in corporate treasury and hedging will be an added advantage
• A self-motivated team player who is meticulous, organized and able to learn quickly and independently with strong analytical skills
• A strong communicator with excellent stakeholder management skill and ability to work well with different functions and levels
• Ability to multi-task and work in fast pace dynamic environment
• Experience in the supervisory role

Qualification & Requirements

• Basic accounting knowledge
• 3 years of active work experience in either accounts or admin roles – preferably accounts role
• Good in listening, communication and following instructions.
