THKMC provides assistance to the various groups in our community through more than 60 programmes and services for the elderly and the sick, families, persons with disabilities, and children.  We help anyone in need with full respect to their race, colour, creed, language, culture and religion. We have more than 90 programmes and services, reaching out to more than 55,000 people in the community.

RESPONSIBILITIES

Overview:

As an Enterprise Risk Management (ERM) Manager, you will play a crucial role in safeguarding our organisation against potential threats and uncertainties. You will be responsible for assessing and managing risks across THKMC Services and Corporate Functions, ensuring the implementation of effective risk mitigation strategies, and contributing to the overall ERM framework of the organisation.

Key Responsibilities:

1. Risk Identification and Assessment:

• Conduct comprehensive risk assessments to identify potential threats and vulnerabilities.
• Collaborate with key stakeholders to gather information and insights on business processes, projects, and external factors influencing risk.

2. Risk Analysis and Evaluation:

• Analyse and evaluate the impact of identified risks on business objectives, operations, and financial performance.
• Utilise quantitative and qualitative methods to assess the likelihood and severity of risks.

3. Risk Mitigation and Control:

• Develop and implement risk mitigation strategies and control measures.
• Work closely with the Services and Corporate Functions to ensure the integration of risk management into daily operations.

4. Policy Development; Program Management:

• Participate in designing, developing, implementing, and updating ERM programs, policies, methodologies, analytics, and tools.
• Ensure that the ERM framework, policies, risk appetite statements, metrics and tolerance limits are communicated effectively across the organisation.
• Cascade bizSafe program to key Homes and centres. Facilitate bizSafe re-certification.
• Facilitate SGSecure program.
• Contribute to Environmental, Social and Governance (ESG) efforts by participating in Environmental Sustainability taskforce.
• Organize and conduct ERM conversations.

5. Cross-Functional Collaboration:

• Partner Risk Co-ordinators and representatives for bizSafe, SGSecure and Business Continuity Management programs by advising on pertinent risk issues, articulating corresponding implications and recommending preventive and corrective measures.

6. Reporting and Communication:

• Prepare ERM discussion papers and presentations. Partner Secretariats to table ERM presentations.
• Monitor metrics and tolerance limits as stipulated in THKMC Risk Appetite Dashboard and recommend enhancements where necessary.
• Foster a culture of risk awareness and ownership culture throughout the organisation.
• Work with Head (SPRM) to achieve functional objectives and deadlines.

7. Regulatory Compliance:

• Stay informed about relevant laws, regulations, and industry standards related to risk management.
• Ensure the organisation's compliance with applicable risk management regulations.

Requirements:

• Bachelor’s degree in business or related field. Post-graduate degree or professional certification would be a plus.
• Minimum 10 years’ relevant experience in risk management and/or internal audit.
• Experience in working with Board of Directors and senior management, meeting co-ordination and tracking policies and procedures.
• Familiarity with ERM / internal audit tools e.g., dashboard, RACI matrix.
• Good ERM program management skills.
• Proficient in Microsoft Office.
• Experience with ESG reporting framework and standards. Familiarity with relevant ISO standards.
• Working knowledge of Singapore Social Service and Community Care sector.
• Strong analytical skills and attention to detail.
• Excellent communication and interpersonal skills.
• Ability to collaborate effectively with cross-functional teams.

Observing and learning from experienced staff members.

Gaining knowledge of company policies, protocols, and processes.

Taking detailed notes and liaising with Managers, Supervisors, and other senior staff.

Position Summary:

The Facilities Management role plays a crucial part in ensuring the efficient operation and maintenance of our office and outlets. This individual will be responsible for overseeing various aspects of facility management, including maintenance, safety, security, and vendor coordination.

Job Responsibilities

Office & Outlet Support

• Oversee and manage maintenance and supply requests from outlets.
• Solicit quotations from contractors and vendors as needed.
• Collaborate with internal and external stakeholders to confirm job details and equipment requirements.
• Ensure the satisfactory completion of jobs and the delivery of necessary equipment.
• Act as the point of contact for vendors regarding equipment servicing and maintenance.
• Maintain real-time updates and reports on the status of ongoing jobs.
• Prepare and meticulously verify supporting documentation for payment subsequent to job finalization.
• Handle Occupational Health, Safety and Environment, Sustainability Compliance, Physical Security Operations Management, Vendor/ Stakeholder Management, Procurement & Vendor Management, Site Operations, Events Management and Administrative.
• Being the point of contact for FM and building landlord.
• Assist with tactical planning for the facilities team’s goals and objectives.
• Manage & maintain facility management tasks as assigned.

Projects

• Facilitate the annual disposal and storage of documents.
• Provide essential support during the launch of new outlets.
• Contribute to the success of exhibitions and road shows.
• Assist fellow team members with various operational tasks.
• Play an active role during annual audits to ensure their smooth execution.

Required Skills

• ITE / Diploma / Degree equivalent qualification in hospitality / M&E / Property / Facilities Management / Engineering-related disciplines.
• Min 2 - 4 years’ experience.
• Demonstrated ability to manage multiple and complex projects and operational matters on a daily basis.
• Proven capacity to understand and interpret commercial contracts.
• Capacity to deal with ambiguity and address complex problems.
• Sound computer skills in Microsoft Office.
• Strong interpersonal skills to foster effective communication.
• Previous experience in operational roles.
• An additional advantage would be certification in Facility Management or Building Maintenance.

Additional:

• Normal working hours but must be okay to work after hours sometimes as and when required (if any events).

MAJOR DUTIES AND RESPONSIBILITIES

(A) SPECIFIC (80%)

1. To develop and implement programmes/ activities directed at improving clinical quality and patient safety.

2. To promote, entrench, and communicate the principle and the methodology of continuous improvement in the quality systems and among all healthcare workers. To conduct relevant clinical quality training and review its effectiveness to meet these needs.

3. To facilitate and coordinate the hospital’s Clinical Quality Assurance programmes, including the monitoring of its deliverables as per its annual improvement & safety plan.

4. To assure compliance and is responsible for the maintenance of accredited systems such as Joint Commission International (JCI), including the monitoring and evaluation of the systems compliance through regular surveillance and audit.

5. To facilitate and coordinate the development of clinical pathways for the top DRGs and clinical outcomes in conjunction with the Quality Plan and programmes.

6. Is responsible to implement, monitor, collate, analyse, and generate report of the hospital-wide clinical performance indicators and measures for continuous improvement use.

7. Is responsible to submit timely report as required by external agencies/ regulatory bodies, such as MOH.

(B) GENERAL (20%)

1. Promote clinical quality service programmes and activities in the whole hospital as well as in each department along with the department Heads.

2. Participate in relevant established workgroups, forums and committees to foster and consolidate quality management skills.

3. Participate in continuing education and keeping abreast with the latest developments in the clinical quality management specialty.

4. Commitment to professional growth and development through the ongoing process of formal and informal education.

5. Conduct internal audits and facilitates external audits.

Responsibilities

You will conduct inspections of sold units to ensure readiness for the handover of units to the purchasers/ representatives. You will ensure that all defects rectification works are done properly and efficiently by contractors with proper documentation. During the process of handover of the unit, issues on defects, complaints or disputes must be addressed in a timely and efficient manner with excellent customer service.

Requirements

• Degree in Estate Management or Diploma in Building Management/Building Services/ Property Management
• At least 1 year's Customer Service experience in Property industry
• Possess good interpersonal, communication and co-ordination skills
• Possess good customer service skills
• Attentive to details and commitment to quality standards
• Keen sense of urgency and a good team player
