Position Overview:
Commissioning & Startup Manager is responsible for supporting project Pre-Commissioning, Commissioning, and startup operations from the home office/Virtual and will transfer to module yard upon commencement of Integration. Home office activities includes support developing detailed Pre-Commissioning and commissioning plan, integrating Pre-Commissioning and Commissioning activities into project schedules, Execution Readiness Preparation, preparing startup turnover packages during the engineering phase of a project, and support engineering effort such as HAZOP and model reviews.
In China Module yard, the Commissioning & Startup Manager is assigned to the Field Execution Organization in a supervisory capacity within the Topside BV Project Team and is responsible for supporting commissioning operations for the project for successful sail away. You will make day-to-day decisions in support of commissioning progress and make recommendations to project management and client regarding policy and procedure. You will be responsible for review of the project design and recommendation of changes to design so that project is safe and operable. Receives operational surveillance, administrative supervision from Project Management Team.
Position Duties and Responsibilities:
· Ensures that Black & Veatch is compliant with local/national safety codes, requirements, and standards within assigned area of responsibility. Ensures the Zero Accident Philosophy is incorporated into every aspect of Pre-Commissioning, Commissioning and Start up activities. Actively participates in safety programs.
· Establishes and maintains contacts with client, supplier, regulatory bodies, project management, engineering, and field personnel. Represents Pre-Commissioning, Commissioning & Startup on project teams as assigned.
· Supervises, coordinates, and reviews the work of assigned lead engineers.
· Schedules and assigns work to meet completion and sail away dates. Assigns work to project Commissioning leads and others who are performing specific assignments.
· Performs employee reviews and identifies training and development opportunities for staff within area of responsibility.
· Provides technical guidance to overall project Pre-Commissioning & Commissioning.
· Coordinates between project engineering, construction, specialty staff groups, clients, and vendors.
· Inputs to project management, engineering, and construction to ensure commissioning and startup requirements are incorporated into project activities, including review of project designs and construction to ensure plant operability and operating personnel safety.
· Plans, schedules, coordinates detailed phases of Pre-commissioning, commissioning, startup, operations, or maintenance for a project, including reviews of designs for plant operability and safety and jobsite precommissioning and startup as directed. Performs work that involves conventional practice but may include a variety of complex features such as conflicting requirements, unsuitability of conventional methods, or difficult coordination requirements.
· Establishes and implements plans, instructions, procedures, and work process improvements to ensure the safe, timely and economical delivery of Pre-Commissioning, Commissioning and Start up activities to meet project requirements.

Ø Spares Philosophy
· Support interdisciplinary schedule requirements and constraints to establish logical work sequences for assigned disciplines or specialties. Works with the contractors and others to coordinate work sequences with the total project plan.
· Ensures permanent plant materials are stored in accordance with specifications and project requirements.
· Support developing spares for Commissioning and Startup. Monitors Pre-Commissioning, Commissioning and Startup spares usage on the site and prepares Field Material Requisitions for permanent plant material to ensure productive commissioning, start up and operations activities.
· Monitors the activities of subcontractors to ensure compliance with specifications and schedules.
· Reviews, maintains records, and responds to Contractor Information Requests (CIR)s and/or coordinate with home office respective discipline design engineers.
· Monitors commissioning activities for compliance with the Critical Path Method (CPM) schedule.
· Monitors technical service representative (supplier) daily logs related to commissioning and reviews/approves their timesheets.
· May provide supervision, training, development, and performance management of direct reports.
· Adheres to safety and quality standards as appropriate for level of duties and accountabilities.
· Supports continuous improvement efforts and the change management effects associated with the implementation of improvements.
· Support Mechanical completion walkdown and participate in SIMOPS planning.
· Ensures construction handover meets the design and Approves Mechanical Completion certificate.
· Ensures pre-commissioning and commissioning activities are substantially completed prior to sail away.
Job Knowledge:
· Knowledge of systems, calculations, equipment, applications of methods, plant layout, materials, and computers for preparation of analyses and development of project deliverables within the discipline.
· Knowledge of reviewing P&IDs and PFDs.
· Knowledge of HAZOP, HAZID and Model Reviews.
· Knowledge and understanding of technical and cost issues related to selection of design features within the discipline.
· Knowledge of engineering work planning and control methods.
· Knowledge of precedents in the discipline and of principles and practices of related disciplines.
· Knowledge of related construction practices and the economics involved.
· Broad knowledge of industry/regulatory codes and standards, and design criteria pertinent to the particular discipline.
· Good knowledge of Engineering Department Procedures (EDPs), design guides, appropriate Standard Application Program (SAPs) and administrative practices.
· Broad progressive work experience in design engineering, science or other relevant types of engineering such as systems startup, field engineering or plant operation in large industrial plants, utilities, process plants, or engineering/construction firms.
· Knowledge of and prior experience in using procedures / guidelines to govern work activities is desirable.
· In-depth knowledge of LNG processes, equipment, safety protocols, and industry standards.
· Strong leadership and team management skills, with the ability to lead a diverse team of professionals.
· Excellent problem-solving and decision-making abilities to address complex technical issues.
· Effective communication and interpersonal skills to collaborate with cross-functional teams and stakeholders.
Qualification and Experience:
· Bachelors in engineering preferred or Equivalent experience
· MUST have previous experience as a Commissioning Manager on a large-scale project.
· MUST have 5-10 years of experience as a Commissioning Manager and Preferred candidate will have overall at least 15-20 years’ experience working on Mega projects such as LNG, FLNG, FPSO facilities.
· Experience as Commissioning/Startup Manager on LNG, FLNG, FPSO projects is preferred.
