• Prioritizes the work packages on their project, in alignment with the portfolio manager for their project.
• Operate the project to the committed resource plan, escalating where commitments are not met.
• Monitor external partner, escalating where insufficient resource may cause a delivery issue.

Budget Management

• Responsible for the timely and accurate submission of CAPEX requests for their project.
• Manage the CAPEX Budget vs Actuals for their project. ensuring variation to the budget amount and expenditure rate is communicated to the Portfolio Manager the project sits under.

Third Party Management
• Responsible for developing good relationships between internal and third-party delivery teams.
• Responsible for ensuring the third part delivery teams adhere to the GSC plan for all projects within their portfolio.
Strategic and Continuous Improvement Accountabilities:
• Responsible for leading sponsored process and transformational change, detailing issues/gaps/problems/blockers, and driving teams to an effective solution.
• Provides strategic input to improve our ways of working both internally and externally. Identifying possible opportunities and threats that dyson leadership need to be aware of that effect their portfolio, team, and regional operational goals.
• Collaborate with the wider GSC team to develop and implement an operational strategy that supports the growth and sustainability of the BU portfolio.
• Streamline processes to improve efficiency and effectiveness; Ensure efficient project management across the organization.

Job Summary

The individual will be responsible for leading and overseeing subcontracting and procurement operations for large-scale construction and engineering projects in Singapore. The ideal candidate will possess extensive expertise in cost control, contract management, and vendor negotiations, demonstrating a proven ability to navigate complex contractual and procurement processes within Infrastructure and Oil & Gas EPC projects.

Duties & Responsibilities

• Lead the subcontracting process throughout both the bidding and execution phases, which includes the preparation and review of inquiry packages and contract documents.

• Deliver concise and clear summaries of tasks, outlining the progress of all activities.

• Ensure that reports and the master work plan are updated prior to escalating any critical issues or risks related to subcontract management.

• Negotiate and finalize contracts with subcontractors and suppliers, ensuring competitive pricing and adherence to project timelines.

• Maintain a comprehensive understanding of the client's contract requirements, including JGC responsibilities, and effectively integrate these details into project subcontract strategies, plans, and procedures.

• Manage project cost control measures, monitor budget compliance, and identify potential risks associated with cost overruns.

• Oversee payment processing, including invoice verification and milestone progress checks for subcontractors.

• Facilitate the change management process, including the evaluation and implementation of change orders.

• Manage multiple subcontracts in the field, serving as a liaison between the home office and the client’s organization, where applicable. This includes overseeing the administrative activities of subcontractor teams for all construction and service contracts, in accordance with corporate systems, procedures, budgets, and schedules.

Key Requirements

• Master’s and/ or bachelor’s degree in Infrastructure, civil engineering, Quantity Surveyor qualified or industry equivalent field, with minimum of 12 years of experience

The Project Analyst is responsible in ensuring the project is well planned, on-track, resolves issues across different functions immediately and mitigates any potential risks early to avoid project failure. Leads cross functional teams, works in collaboration and co-ordinates with business users, internal and external teams, and vendors to ensure project is succesfully completed within budget & scope, on time and with quality. He/She provides regular progress update to key stakeholders and management, and escalate issues for resolution in a timely manner. He/She also participates in annual workplanning and manage the estimation of budget for new demands.

He/she possess strong project management and people management skills. He/She is confident to lead the large project or multiple projects, and drives cross functional teams in a structured and methodological manner to meet the business objectives.

Roles & Responsibilities:

Project Management Planning

•Plan and acquire the manpower resources requried for the projects, and manage their allocation and utilisation to meet the project objectives.

•Plan and drive the required procurement activities including seeking the project scope and funding approval from the respective approving authority

•Lead and manage the project team, including users, external teams and vendors, in driving the project to meet its objectives, implement in accordance to the agreed scope, budget, timeline and with quality.

•Guide team to set up the project management framework in accordance to the process and procedures under the Quality Management System

•Develop and maintain the Project Management Plan which includes the project scope, project objectives, assumptions, critical success factors, project governance structure, contract/vendor management, high level project schedule, deliverables, budget, risks, communication plan, issue management etc.

•Perform timely update to stakeholders on project progress, issues, risks, resources and budgets.

•Manage project financial health, including budget utilization and cashflow

Project Scope Mgt & Change Control

•Oversee and manage project team to develop the detailed requirements and deliverables as agreed within the scope of the project

•Guide the project team to set up change control procedure and approval board

•Manage and track issues/ arising from scope creep or missing scope

•Implement a change control procedure on requirements and perform impact assessment to budget, resource & schedule when there is change of scope

•Ensure any change in scope is well documented and impact assessment are approved by the user workgroup/project steering committee/project sponsor prior to implementation

Project Time Management

•Guide the project team to develop the detailed project schedule and ensure adequate skilled resources are assigned

•Develop the detailed project activities and schedule, identify dependency and critical path

•Drive and monitor the project activities, schedule and deadlines to ensure timely delivery

•Manage any slippage in project activities & schedule, manage interdependent activities and adjust schedules to ensure the overall project objectives and deadlines can be met

Project Quality & Test Management

•Guide the project team to develop the Quality Assurance framework for the project, including a overall Test Plan

•Plan and deliver the project in accordance to the processes, procedures and responsibilities under the Quality Management System for Project Management Methodology

•Ensure all the deliverables and testing meet the agreed requirements through the use of a Requirement Traceability Matrix

•Ensure all the deliverables comply with policy stated in the HealthTech Instruction Manual , for examples, the Security and Data Management Policy

•Ensure deliverables are reviewed to minimise rework and prevent system failures, including development of mechanism to prevent problem recurrences

•Implement a comprehensive testing plan and adopt the best practices for testing referencing the Test Competency Framework

•Oversee and manage the end to end testing process, including any testing deliverables from vendors or internal teams, as well as support users in User Acceptance Testing

Project Risk Management

•Guide the project team to implement the risk management process and issue management process.

•Review and guide the project team in timely risk mitigation and issue resolution

•Identify the risk and evaluate the impact of project risk during project planning stage and put in place a mitigation plan

•Ensure mitigation is in place to contain or minimise the risk impact

•Monitor and manage new risks & issues throughout the project implementation life cycle

•Report any new risk, issues and progress of mitigation/action to the user workgroup/project steering committee/project sponsor

•Escalate new risk & issue , where necessary, for project steering committee/project sponsor for attention and resolution

Project Stakeholder Management

•Guide the project team to set up the project governance structure and escalation mechanism

•Identify the stakeholders involved in the projects with clarity of every project members' roles and responsibility

•Implement communication plan to ensure all stakeholders are aligned on project objectives, scope and timeline

•Manage stakeholders' expectation and build a trusted relationship

Requirements/ Qualifications:

• Bachelor's degree in Information Technology, Computer Science, or a related field
• At least 5-6 years of experience in project management from end to end process which includes RFP till delivery
• Experience in support on RFP specification, pricing, evaluation etc
• Proven experience as a Project Manager in IT infrastructure projects, with a focus on systems and network
• Experience in individual contributor role in current role
• Strong background in technical System engineering / networking background
• PMP or equivalent project manager certification is a plus
• Strong knowledge of IT infrastructure technologies and networking principles
