Purchasing Officer – 5 Days

Work Location: Bukit Batok (West)

Job Responsibilities:

· Source and assess potential suppliers for instrument components, materials, and procurement products locally and overseas.

· Identify and evaluate new suppliers while reviewing existing suppliers.

· Communicate with suppliers and place orders for high-quality products and materials.

· Maintain positive supplier relations, negotiate pricing, payment terms, and lead times, ensuring on-time delivery.

· Collaborate with suppliers on delivery scheduling, quality issues, component specifications, and certification requirements.

· Arrange training for engineers with suppliers as needed.

· Monitor & manage project costings closely to achieve cost savings.

· Monitor and manage inventory.

· Work with engineering, workshop, and assembly teams to achieve cost savings and on-time deliveries of orders.

· Enforce procurement policies and procedures.

· Perform ad-hoc administrative duties as required.

Job Requirements:

• GCE’O’ level or Diploma.

• Min 2 years’ working experience in procurement function.

• Self-driven, self-motivated and proactive.

JOB DESCRIPTION

• Maintaining the purchasing policy and ensuring that all purchases adhere to it.
• Liaison with other departments, particularly the Tender, Engineering, Project, Finance, QA/QC and Tender departments.
• Support Tender department to obtain quotations (RFQs) during tender stage.
• During the project execution, send out the RFQs to new Vendors to obtain better pricing
• Prepares Commercial Bid Evaluation.
• To meet targeted cost savings of the projects.
• Handling Contract Negotiation with Vendors.
• Assess Vendor performance based on quality, cost and reliability.
• Maintaining positive relationships with Vendors.
• Ensure all logistics processes compliance with company policy.
• Support the Project Management Team (PMT) on all logistics issues.
• Liaison with Client’s Logistics department, understand the requirement, to ensure smooth accomplishment of projects.
• Create a plan or time-table for the movement of material to meet project schedule.
• Liaison with Vendors on the shipping information and tracking the progress of deliverables.
• To work with QA/QC department and PMT to ensure Vendor’s carries out the proper packing that meet Client’s requirement.
• To check the submission from the Vendor and get clearance from the Client prior the shipment.
• Obtain more quotations when necessary for major shipment.
• Responsible for the issuance of shipping document (Packing List, Delivery Order, Commercial Invoice, Custom Certificate and Certificate of Origin).
• Coordinate with the warehouse on all crating and packing of materials.
• To teach / provide guidance to storeman.
• Arrange the transportation of purchased materials, conduct receiving activities, including storage of goods.
• Matching of Invoices (Forwarders / Courier).
• To keep records of stock level if there is any.

• Developing and implementing inventory control systems and practices.
• Coordinating of purchase orders, stock transfers, deliveries, tagging, and processing.
• Tracking inbound and outbound orders to prevent overstocking/ out-of-stock (OOS)/ misallocation.
• Analyzing and reviewing supply chain data to identify and resolve issues.
• Generating purchase and pricing reports, supply chain analysis, and inventory management systems.
• Record daily deliveries to reconcile inventory.
• Performing regular stock checks and reporting any issues to the management.
• Maintaining and updating records of purchase orders, pricing reports, and inventory records.

Requirements:

• Diploma in logistics, business administration, or similar preferred.
• A minimum of 2 years of experience in retail, warehousing, logistics, or similar.
• Excellent knowledge of inventory management system such as SAP Hana.
• Exceptional understanding of inventory management practices such as ABC analysis and cycle counting.
• Good analytical and logistical thinking abilities.
• Strong written and verbal communication skills.
• Exceptional collaboration and negotiation abilities.
• Excellent time management and organizational skills.

The Town Council manages HDB estates in Aljunied GRC and Hougang SMC. More than 50,000 dwelling units, shops, hawker stalls come under our purview.

We are looking for dynamic, collaborative and resilient individuals to join us in the role of Procurement Executive.

Key Responsibilities

• Execute procurement activities in accordance with Town Council Financial Rules, including the administration of Purchase Orders, Goods Receipt Notes etc;
• Manage and work with contractors and vendors to support the Town Council’s operations;
• Support role to the Estate Department as assigned, including but not limited to generate backlog report and follow up job sheet / tax invoice with Contractors, draft basic specifications for RFQ, prepare Contract addendums / Quotation form, etc.

Minimum Requirements

• 1 year of relevant working experience in a similar capacity will be an advantage but fresh graduates are welcome to apply;
• Ability to communicate with contractors and internal clients;
• Hardworking and meticulous with positive attitude;
• Proficient in MS Office, particularly MS Excel;
• Attained B4 or above in GCE “O” Level English and Elementary Mathematics, or Grade B or above in equivalent modules in Polytechnic or ITE;
• A relevant Diploma/Higher Nitec in the discipline of Built Environment or Business Management will be an advantage;
• Experience using Enterprise Resource Planning systems (Simplicity Suite, SAP etc) will be an advantage.
