Pre-requisites:

• Minimum 2-4 years of experience in procurement;
• Possess at least a Diploma preferably in Business Administration; International Trade & Business, Mechanical, Electrical, Electronics, or any Technical Field;
• Proficient in Excel (Intermediate – Advanced level), Word, PowerPoint, and SAP knowledge;
• A certificate or associate degree in Procurement, Supply Chain Management, or a related field will be an advantage.

Purpose and Scope

This position is responsible for fulfilling the purchasing requirements for SembWaste and Sembcorp Environment Energy from Waste Plant, and spend categories includes Vehicle and Equipment Maintenance.

Key Roles and Responsibilities

Business Partnering

• Actively engaging business stakeholders, translate business requirements to sourcing strategies to deliver business requirements.
• Understand business priorities and guide stakeholders to propose and execute the operational strategies with consideration to risk mitigation and governance.
• Work with business stakeholders to provide support to drive compliance to Sembcorp policies.

Sourcing & Contract Management

• Perform Source to Contract process, lead and perform negotiations with suppliers.
• Leading RFx creation/management, market research/analysis, data collection/analysis, and contract management (cost, terms and conditions, SOWs, MSAs, etc.).

Supplier Management

• Conduct Supplier Performance Evaluation and establish Preferred Supplier List jointly with business stakeholders by relationship management so as to deliver maximum productivity benefits.

Cost Management

• Ability to analyze total cost of acquisitions/ownership and provide optimum value to business. Deliver cost saving goals, delivering value beyond savings.

Business Process improvement

• Ability to work with business to drive efficiency and effectiveness in the process.

Admin Support

• Provide advice to internal stakeholders on all procurement-related matters and ensure they are compliant with Group Procurement Policy.
• Perform vendor screening, supply market research and analytical studies to identify and select potential suppliers to be added to the pre-approved vendor list.
• Ensure all supporting documents are in place prior to creation of Purchase Requisitions in SAP system.
• Support periodic reporting to track historical procurement data for consolidation and improvement.
• Any other duties assigned by Manager.

Required Competencies

• Diploma / Degree holder with minimum 4 to 6 years’ of procurement experience.
• Proficient in using Microsoft Office suite of products.
• Demonstrate ability to work in a cross-cultural setting, and to be able to manage stress and time to deliver results.

Objective

In collaboration with various department to contribute to the optimization of inventory control management through strong governance of processes in monitoring product portfolio.

Key Activities

• Conduct daily stock checks of products and report findings to Inventory Control Supervisor
• Coordinate and follow-up with Retail Operations to resolve inventory issues that require physical checking of stocks
• Assist Inventory Planning Executive in validating count results of cycle counts/Customs stock take (during and after the count)
• Maintain and update records that will be used as references for checking and validation of items
• Assist Inventory Planning Executive in checking SKU’s with source code (EAN/UPC) or price tag issues and report it promptly to Inventory Control superiors
• Liaise with Retail Operations in printing of new price tags for items with incorrect source codes
• Process returns to warehouse in Glob+
• Checks breakages and damaged items at each store and maintain a Liqour Breakage & Damaged Items Monitoring Listing
• Any other duties which may be assigned by immediate superior/Manager from time to time

• At least 2 years experience in Inventory Control or Planning from multi-stores retail or travel retail industry

• Conduct regular stock checks to ensure inventory levels are accurate.

· Reviews and processes purchase orders

· Maintains records of goods ordered and received

Eg Assist PMD in sourcing and procuring spare parts for building maintenance, call quotations for ad-hoc building repair works and maintenance contracts, etc.

Eg Assist PM in sourcing, call quotations and appoint renovation contractors, materials suppliers, etc.

(c) Office Administration Team (Admin)

Eg Assist Admin in sourcing and procuring stationery, bottled drinking waters, festive gifts for customers, etc.

· Vendor Sourcing and Pre-Qualification

(a) Source and assess suitable vendors.

(b) Conduct vendor pre-qualification exercise.

· Conduct Quotation/Tender Exercise

(a) Receive purchase request (PR), or quotation/tender request from colleagues.

(b) Prepare quotation / tender invitation letters and issue to shortlisted vendors.

(c) Prepare tender documents (with reference to past tenders and new requirements).

(d) Call for quotations or conduct tender exercise.

(e) Collate quotation/tender clarification questionnaires from PMD/PM and issue to participating vendors.

· Negotiations and Appoint Vendors

(a) Compare quotations received, negotiate pricing and tabulate cost comparison table for PMD/PM.

(b) Prepare and issue Purchase Orders (PO), Works Orders (WO) or Letter of Award (LOA) timely.
