Job Responsibilities:

• Ensure all requisition form (RF) raised (By vessels or office) are sourced, evaluated, negotiated within : 1-3 Days window for RFs marked as Urgent (U), 3-5 Days window for RFs marked as Normal (N).
• Ensure that all transactions are carried out to ensure best value for money and this is supported by valid documentation.
• Ensure that all purchases made through the Purchasing Department are properly authorized and conforms to quality specifications and standards.
• On approval as per DOA, Prepare Purchase Order in SAP, follow-up with suppliers for prompt delivery.
• Managing Freight Forwarder, clearing and last mile delivery agents for shipments arrangement to vessel or warehouse.
• Ensure confirmation of goods and services delivered or completed respectively is recorded. Support Account’s payables for follow-up monitoring & tracking Delivery Orders (DO) and submitted for Good Receipt processing within 30 days after completion or orders or service job completion.
• Maintain accurate and comprehensive information on all purchases made and ensure that all purchasing records are updated and filed accordingly
• Ensure no Purchase Order (PO) are HELD in SAP Purchase Order Module for more than 1 week.
• Ensure all Orders / Repair jobs must have a complete and comprehensive Purchase orders before goods delivery/job start (otherwise will constitute a Cart-Before-Horse (CBH) case. For any exceptions, refer to SCM Manual/Line Manager.
• Prepare and/or provide inputs to weekly and monthly MIS reports.

Responsibilities

Operations

• Process contracts, orders, invoices and ensure all documentation comply with revenue and company policy.
• Works with Sales, Project Management, Competency Towers and Customers to assist resolution to customer billing investigations and disputes.
• Prepare and follow up on renewals, terminations and planning for reporting and insights to Sales Team
• Challenge legacy policies and procedures that complicate quote, order, invoice and revenue processing, understanding the flexibility for change, and formulating creative solutions or workarounds based on that analysis.
• Provide proactive feedback to improve sales and support workflows (in systems) to work more effective and efficient
• Assist in ad hoc projects and tasks.

Procurement/warehouse tasks/Reporting

• Perform Procurement duties, ie issue PO to suppliers, response to Suppliers’ queries etc
• Review supplier request
• Onboarding of supplier
• Cost evaluation and negotiations with supplier, including corporate insurance
• Review and processing of supplier contract
• Administration of procurement related systems, including travel management
• Assist in ad hoc projects and tasks
• Perform Stock count exercise for CW warehouses and all Ensign assets. Making sure all equipment are accounted for and put up recommendations or approval for disposal (eg obsolete models)
• Liase with Vendor on delivery & collection of goods and internal stakeholders on collecting spares equipment for projects
• To generate monthly/quarterly reports for both internal and external parties

• At least 2 to 3 years of proven experience in IT contract management, procurement, or vendor management.
• Procurement Experience on IT Hardware / Software.
• Experience in IT vendor services is a plus.
• Excellent communication and interpersonal skills.

Procurement Manager Requirements and skills

• Proven working experience as a Procurement Manager, Procurement Officer or Head of Procurement

• Knowledge of sourcing and procurement techniques as well as a dexterity in “reading” the market

• Talent in negotiations and networking

• Good knowledge of supplier or third party management software

• Aptitude in decision-making and working with numbers

• Experience in collecting and analyzing data

• Strong leadership capabilities

• BSc degree in supply chain management, logistics or business administration

• Reporting and operations

• Overseeing pre- to post-sales support activities for the designated goods and regions while guaranteeing the greatest level of client satisfaction
