Contracting Strategy & Management:

• Lead the planning and development of contracting strategies for all terminals, ensuring alignment with project scope and contractor market insights. Involve early on, starting from the Investment Proposal stage.
• Oversee the contractor pre-qualification process.
• Set up contracts, manage scope changes, and address scheduling obstacles in close coordination with the Project Manager.
• Manage the entire tendering process up to contract awards.

Supplier Management:

Contract Management:

• Collaborate with Project Managers to negotiate Variation Orders for growth projects.

Purchase-to-Pay (P2P):

• Oversee and execute all stages of the P2P process (Request, Approve, Order, Expedite, Receive) to ensure timely delivery of services/products, leveraging the ERP system.
• For purchases exceeding SGD40K without framework agreements, manage the supplier selection process, including market analysis, development of RFIs and RFPs, conducting clarification meetings, and coordinating with internal partners.

Project & Category Strategy Development:

• Develop project and category strategies based on key procurement categories, conducting internal and external analyses to secure and sustain optimal business value in terms of cost, efficiency, and risk management.
• Ensure availability of goods and services according to budget and planning requirements.

Annual Procurement Plan:

• Execute terminal procurement plans and budgets.
• Perform spend analysis, contract reviews, and process improvement assessments, aligning initiatives with stakeholders.

Continuous Process Improvement:

• Regularly review S&P policies and systems to identify and recommend P2P process improvements to the Manager of S&P.

Performance Measurement:

• Monitor and analyze performance by measuring KPIs (e.g., P2P, savings, contractor safety) and provide recommendations for improvements.

Job Requirement:

• Solid commercial awareness with experience in Contract Law, including drafting contract/specification clauses.

· Assist BD in preparation and submission of tender documents (e.g. Fill-in Tender Forms, Contractors particulars & Technical Data (Upon receipt from PICs) as per Tender Format

· Prepare Hard Copy/Soft Copy of Bid with necessary supporting documents as per submission requirement as instructed by BD

· Quantity take-off, materials sourcing, measuring, and estimating materials and labor costs used in the tendering process.

· To request for quotation and liaise with subcontractors and suppliers for various trades.

· Oversee of review contracts, identify irregularities in order to ensure compliance of contracts and the drawings.

· Prepare and analyze costings for tenders

· Assist to prepare tender and contract documents including bill of quantities

· Perform quantity take off for tender

· Prepare costing and budget, pre and post-tender estimate

· Prepare and compile tender documents

· Attend site show round/ tender briefing

· Manage the financial & contractual of all projects from pre-tender stage including quantities, variations, cost estimates, to tender submission;

· Monitoring and keeping track on Contract Insurances details (e.g., expiry date vs project actual completion dates/ indemnity liabilities of stakeholders, etc.)

Administrative

· To provide support to Business Development (BD) team by carrying out general administrative duties.

· To assist and maintain proper and systematic documentation e-filing system for outgoing and incoming data.

· To support and use of company internal ERP system to execute daily tasks.

· To manage and track status of Project Quotation and Project Registration on company’s ERP system to ensure data are up-to-date and properly captured in the system.

· To provide additional administrative support for team members as needed.

· To follow and ensure compliance to company BD&P policies and procedures.

Requirements

· Diploma / Degree in any discipline, preferably in Construction/ Contract Management of Quantity Surveying, Engineering, etc

· At least 3 years of relevant experience in M&E contract administration

· Proficient in Microsoft Office Applications

· Meticulous, proactive and good time management

· Good communication and interpersonal skills

· Good team player with ability to work independently

Procurement

• Responsible to source, negotiate and purchase equipment, materials and operation supplies from both local and international vendors.
• Responsible to source, negotiate and purchase supporting services e.g. equipment repair services, freight and bulk shipment services
• Joint administration of bulk purchase of raw material with key management team members from EnGro Corporation Limited
• Evaluate quotations to ensure that they are in line with the technical and commercial specifications required by end users.
• Execute procurement processes from the receipt of PR to placement PO.
• Perform daily operational (Raw materials, MRO and office related) purchasing needs (such as planning, issuing and following up on delivery and shipment schedules).
• Responsible for identifying and evaluating potential suppliers, conducting supplier audits, and negotiating contracts and pricing terms.
• Develops and implements strategic procurement plans and policies aligned with the organization's goals and objectives.

Logistics

• Support posting of Purchase orders for closing and Goods receipt (GRN) in a timely manner
• Contract management and coordination of shipment and logistics matters of incoming Raw Materials.
• Joint evaluation with end users and QC on suppliers’ performance annually based on quality standards, delivery timeliness and ensure all performance criteria are met according to the organizational requirements.
• Register, maintain and update Approved Vendor List.
• Assist in preparation of ISO external and internal audits.
• Process and renew; insurance (i.e. corporate vehicles, marine insurance), Heavy Vehicle Parking, Sourcing for Dormitory and others as required.
• Maintaining accurate local/overseas purchase records
• Furnish monthly Raw Material purchasing reports.
• Undertake any other ad-hoc procurement duties as assigned.

Requirements

· Degree holder with 3-4 years of experience in purchasing or Diploma holder with at least 5 years of relevant working experience.

· Experience in shipping is preferred but not essential.

· Bilingual in English and Mandarin to handle Chinese speaking suppliers.

· Hands-on, good with details and well organized team person.

· Strong sense of urgency, responsibility and commitment towards KPIs.

Responsibilities:

• Understand Contract Specification.
• Understand Marine Class and Regulatory Requirement, Piping, Special Item and Valve Material Specification.
• Understand P&ID and Piping routines.
• Good knowledge in preparing Technical specification and Material take off (MTO).
• Review and comments technical proposal from vendor.
• Technical Bid Evaluation for procurement.
• Monitor procurement process to meet Project Schedule.
• Review vendor certified Document (VCD).
• Monitor piping bulk material usage, surplus material and warehouse balance utilisation.
• Interface with vendor, other discipline lead, procurement, production, commissioning.
• Attend factory acceptance test (FAT) if required.
• Able to perform piping procurement related activities with no or minimum supervision.

Requirements

• Prefer to have at least 5 years of piping engineering related working experience or similar activities as describe above.
• Prefer to have experience in Offshore/Shipyard project, Rig building/Ship building.
• Prefer to have experience in FPSO project, both topsides & marine.
