Job Summary

Responsible for management of Asia Quality System, Policies, Programs and Initiatives. Part of the Global Quality Team to maintain global quality system and drive global initiative.

Role and Responsibilities

Quality Systems

1. Supports overall maintenance of quality systems

2. Monitor and reports on the quality performance for Asia Operations such as product quality performance, supplier performance and gaps for continuous improvement to the management team

3. Maintains the Master control and ISO document control system

4. Maintains customer related documents such as Quality Agreement, PPAP

5. Part of the Global Quality Team, to design and implementation of global policies and systems

Quality Policies

6. Ensures effective implementation of all company quality policies

7. Implements ISO and other recognized standards

8. Implements and monitors statistical techniques such as R&R’s to identify opportunities for improvement.

9. Sets, communicates, and implements quality objectives in line with business goals

10. Manage supplier and customer programs (CCAR, ICAR and SCARs) to ensure that complaints are handled effectively and timely.

11. Support and work with different stakeholders on reporting, monitoring and resolution on customer complaints.

12. Support and work with Supply Chain and Operation on supplier quality issues.

Auditing

13. Leads ISO quality standards implementation as Management Representative.

14. Conducts and leads quality audits to specific quality standards.

15. Leads customer related audits

16. Conducts supplier audits

17. Conducts internal audit investigations for product quality and process issues

18. Responsible for ensuring timely resolution to audit findings

Training

19. Provides training for all employees on basic quality and statistical concepts

20. Provides training to appropriate personnel for updates and changes to quality policy

21. Attends relevant external training sessions/courses and shares learning internally

Job Requirements:

• Degree or equivalent experience in a field of study such as chemistry, business, accounting, engineering, etc.

• Certificate in Quality Engineering is preferred.

• Position requires 3-6 years of quality management experience.

• Good experience into customer & supplier audit and able to conduct training

• ISO 13845 experience will be added advantage.

• Demonstrates introductory understanding and ability and with guidance, applies competency in typical situations.

• Able to design quality systems to meet customer expectations and internal needs. New approaches and continuous improvement must be ongoing

• Good interpersonal skills to be able to communicate and collaborate with all stakeholders and deal with situation proactively

• Junior with 1-2 experience in related field can also apply

RESPONSIBILITY

As a Quality and Compliance Specialist, you will play a pivotal role in ensuring that all products and operations within Project WATT meet regulatory requirements and quality standards. This role focuses on managing product certification, conducting regulatory audits, and ensuring that operational processes align with local and international laws. Collaborating with technical and operational teams, you will safeguard compliance while driving continuous improvement in quality management.

Responsibilities

• Product Quality Compliance:

1. Ensure that all products (hardware and software) comply with relevant regulations and industry standards, such as TR25 for EV charging systems in Singapore.
2. Maintain and update product certifications and manage regulatory audits and inspections.

• Operational Compliance:

Job description / responsibilities / activities/ tasks:

Interpret project specifications and develop project quality plan in consultation with project manager and Shell Quality Lead,

Implementation of quality assurance and control activities in accordance with the project quality plan including but not limited to:

· Establish Field QC Organization, to manage field QC group and members including assignment of EPCm and/or contractor QC Inspectors. To interview all EPCm and/or contractor QC before assignment to Project

· Coordination with EPCm (optional), other disciplines and contractor’s approval of the Field QC related documents prepared by each Contractor,

· Attend KOM & Pre-Inspection Meeting with EPCm and Contractors depending on criticality of works,

· Review Contractor documents related to quality control (E.g. ITP, WPS, PQR, test packs, NDE procedures) and ensure compliance to the Project Spec’s & applicable Code Standard,

· Organize and lead on-Site quality patrols and audits to ascertain health of Project quality systems, Control of NCR’s & Quality observation Records,

· Verify that all the required inspection and documentation are completed by the contractor / Vendor and issuance of the Inspection Release Notice (IRN) to the contractor / Vendor prior to any Site delivery,

· Perform line checking, punch-listing & killing, witnessing various types of tests such as hydrostatic & pneumatic testing and monitor coordination of Pre-commissioning, flushing activities,

· Final acceptance sign off on quality test packages

Trouble shooting of major QC related issues,

Prepare and conduct Project Lesson Learnt (LL) for projects done,

Carry out any other related duties as required, including temporary assignments in other sections within the MTAC department on site.

Qualifications/Experiences Required

Educational Qualifications:

· Diploma/ Degree in Mechanical Engineering or related discipline

Technical Qualifications:

· Valid Certified Welding Inspector (CSWIP 3.1) or equivalent

· Qualified MOM OPSOC (Supervisor) or equivalent

· ASNT qualification is a bonus

Professional Experience:

· Minimum 20 years of relevant experience in oil & gas, chemical & petrochemical industry in the below fields:

o Project Quality Management Systems

o Brownfield construction

o Civil, Steel Structure, Piping/Pipeline Construction

o Application of Protective Coatings (Organic Coatings, fireproofing)

o Non-metallic piping systems.

· Relevant experience includes:

o Set up and execution of Project Quality Plan

o Workshop and field quality assurance and control

Purpose: The role is responsible for handling customer quality issues and continuous improvement activities of the Company products and processes. You are required to drive internal departments on quality-related issues to follow up on effective corrective/preventive actions. You will be liaising with the internal team to support QBR, RMA, IFR, MRB, FAI Review and approval with Supplier and customer, In-Process Audit, FA Launch, 8D, SDR, FPY, tracker processes, and communicate between customer and internal team on Quality related matters.

Key areas of responsibilities:

• Lead and drive customer quality CAB meetings to derive root causes and corrective and preventive actions based on 8D methodology
• Perform ad-hoc visits to customer sites to facilitate investigation and improvement proposal
• Develop, drive, and lead the improvement of manufacturing systems and processes to meet and exceed customer expectations
• Lead and drive company-wide continuous improvement projects with relevant Organizations
• Build and drive customer relationships to improve customer satisfaction
• Perform customer quality performance monitoring and reporting to internal management and customer
• Manage the first article process and submit the report to the customer for approval
• Lead cross-functional team to establish the outgoing inspection checklist for NPI to ensure that the product meets customer requirement
• Analyze customer quality performance to identify trends and improvement opportunities
• Perform manufacturing audit

Qualification & Experiences:

• Degree in Mechanical/Mechatronics/Electrical/Manufacturing Engineering discipline
• At least 5 years of working experience, 3 years in dealing with customer quality managers or direct customer facing, related to the manufacturing environment, preferably from the semiconductor, semiconductor equipment industry, electronics, or high-tech instrument industry
• Strong knowledge and practices in 8D, SPC, FMEA, 6-sigma methodology (Certified Black/Green Belt), and change management
• Good understanding of first-article inspection requirements and expectations
• Excellent leadership and effective communicator with all levels of associates and management
• Experienced in Minitab is an advantage
• Experienced QMS auditor

What will you do?

• As a Quality Engineer, you have the opportunity to accelerate the delivery and to improve the quality of the software we build through recommending and implementing automated test suites.
• Work with the supporting vendors, government agencies, and the teams to identify end-to-end test scenarios as well as to automate these test scenarios, applying risk-based strategy to minimize manual interventions.

• Minimum 3 years' experience in application exploratory testing and regression test automation
• Understanding of Web-based project test methodology, test environments, bug life cycle, and frequent code release deployment QA support
• Create, review and/or support test automation strategies and implementations
• Experience working with highly trafficked, scalable Web applications
• Troubleshooting/debugging skills
• Meticulous attention to details
• Good analytical, interpersonal and presentation skills
• Keen to share knowledge with team mates; Quick to learn new skills
• Proactive, self-driven and motivated

• ISTQB, CSQA, CSTP or other relevant certification

What will you do?

• We are seeking a Software Quality Engineer to be part of our central Quality Assurance team in the Group Planning & Operation, which is responsible to support the work of our colleagues at the various agencies thru establishing QA processes, best practices, implement tools and automated testing to ensure the consistent delivery of quality IT systems across agencies.
• Your deep domain expertise in QA and testing will be most valuable to the team in building a strong foundation of QA for the delivery of quality ICT systems for agencies.
• Responsible for defining QA and Testing process/practices (e.g. Test Management, Defects Management, Code Quality), QA metrics, management tools and test automation strategy across agencies as well as curate relevant and suitable Testing Courses.
• Coach IT Business Analysts and end users from the government agencies on QA and testing process/practices and test management tools to the IT teams and end users in the government agencies.
• Be part of the team at selected projects at the government agencies
• Champion and drive product quality and QE practices in an agile/waterfall project delivery
• Collaborate with multiple internal and external stakeholders to ensure that the product is built right

What are we looking for?

• Degree in software engineering, computer engineering, electrical engineering or infocomm-related discipline.
• At least 5 years of experience in creating and implementing test strategy for systems in agile development environment.
• In-depth knowledge of a variety of test types, test levels, testing techniques and methodologies and test automation.
• A strong understanding of test-driven development (e.g. ATDD), continuous integration and continuous delivery both in principle and in practice.
• Hands-on test automation experience and experience in integrating test automation into the Continuous Integration chain as well as certification in Testing and Software Quality Assurance will be a bonus.
• Organised, methodical and meticulous in planning, management and execution.
