Details of the Division and Team:
The APAC Head of Risk, Regulatory and Controls is a senior 1st line of Defence (1LOD) role accountable for leading technology risk reduction strategy and protecting the Bank’s Licence to operate through compliance and adherence to technology regulations across the 14 APAC countries managed by the APAC Country Technology Management (CTM) division.
This includes proactive risk management and timely resolution of risks and regulatory issues, leads problem solving for complex issues, ensures regulatory compliance, deploys and/or enhances risk management related processes, and promote sustainable approaches to risk and regulatory resolution together with senior and global functional stakeholders. The candidate will also be accountable for the oversight of internal / external inspections, remediation assurance, and establishing risk culture and control strategies.
This role will also act as an advisor to the APAC technology senior management – including appropriate necessary escalations for policy / regulatory breaches - and will be an independent regional contact point that ensures IT regulatory and control topics are strategically addressed, have the appropriate sustainable controls in place, etc

Your key responsibilities:
The successful candidate will have the opportunity to:
- Challenge risk and control weaknesses tactfully, and provide advisory to senior management and/or business lines for sustainable risk remediation options, or strategies arising from gap assessments, identified weaknesses or events, etc.
- Lead and establish regulatory / audit engagement frameworks, oversight and processes across APAC to deliver consistent and timely audit and regulatory responses
- Establish and lead proactive management, and the timely resolution of risk and regulatory findings and related remediation activities
- Develop and lead structured problem solving for control issues, and ensuring resolution plans are strategic and sustainable against commercial viabilities Chair and/or lead risk forums to govern overall risk and regulatory portfolio, and effective operational risk management processes
- Actively contributes to the design of risk and control programmes and policies with 1LOD and 2LOD functions, and in line with defined risk and control strategy, and risk appetite / tolerances
- Deliver strategic and automated solutions to link technology controls and processes to technology-relevant regulations and policy offices, including the digitalization of regulatory assessments
- Establish IT Regulatory risk and Control Framework for APAC, working with global colleagues to deliver governance, risk management and compliance (GRC) for technology controls
- Establishes positive risk culture and drives behavioral change
Your skills and experience:
- Minimum 10 years of total working experience, with at least 6 years in technology risk and / or regulatory management
- Proven track record with Technology regulatory adherence / assessment and Technology Governance
- Strong understanding and/or familiarity with APAC technology regulations related to financial institutions (e.g., MAS, HKMA, RBI, BNM, OJK, etc.)
- Proven track record with any of the following:
- Proven track record with any of the following::
o Independent finding validation and assurance
o Audit / regulatory inspection management
o Technology risk assessment
o Audit or regulatory-related strategic transformation / remediation projects
o IT controls / GRC platform, framework, and processes
- Excellent communicator with the ability to articulate complex topics that leads to effective resolution to a wide audience across multiple regions, divisions, and business lines Candidates with background in excellent independent problem-solving skills for diverse issues Tactful, independent, self-motivated and pleasant personality
Role is required to be performed on-site at One Raffles Quay office. Relevant vaccination requirement applies.
