Purpose: The role is responsible for handling customer quality issues and continuous improvement activities of the Company products and processes. Job Description

As a Quality and Compliance Specialist, you will play a pivotal role in ensuring that all products and operations within Project WATT meet regulatory requirements and quality standards. This role focuses on managing product certification, conducting regulatory audits, and ensuring that operational processes align with local and international laws. Collaborating with technical and operational teams, you will safeguard compliance while driving continuous improvement in quality management.

Responsibilities

• Product Quality Compliance:

1. Ensure that all products (hardware and software) comply with relevant regulations and industry standards, such as TR25 for EV charging systems in Singapore.
2. Maintain and update product certifications and manage regulatory audits and inspections.
3. Review testing results and performance reports to verify adherence to quality standards.

• Operational Compliance:

1. Oversee business operations to ensure alignment with legal and regulatory requirements, such as data privacy and environmental standards.
2. Develop, update, and optimize internal compliance policies and procedures to reflect current regulations.
3. Prepare and submit compliance reports, maintaining effective communication with regulatory authorities.

• Team Collaboration:

1. Work closely with technical teams, including Firmware Engineers and Integration Engineers, to validate the compliance of products and systems.
2. Provide compliance guidance and training to other teams to promote a culture of regulatory awareness.

• Risk Identification and Management:

Requirements

• A bachelor’s degree in Engineering, Quality Management, Law, or a related field, with at least 3 years of experience in product quality or compliance management. Equivalent professional experience will also be considered.
• Strong understanding of regulatory requirements for EV charging systems or IoT products, including certifications such as TR25.
• Experience managing audits and certification processes with regulatory bodies.

Interpret project specifications and develop project quality plan in consultation with project manager and Shell Quality Lead,

Implementation of quality assurance and control activities in accordance with the project quality plan including but not limited to:

· Establish Field QC Organization, to manage field QC group and members including assignment of EPCm and/or contractor QC Inspectors. To interview all EPCm and/or contractor QC before assignment to Project

· Coordination with EPCm (optional), other disciplines and contractor’s approval of the Field QC related documents prepared by each Contractor,

· Attend KOM & Pre-Inspection Meeting with EPCm and Contractors depending on criticality of works,

· Review Contractor documents related to quality control (E.g. ITP, WPS, PQR, test packs, NDE procedures) and ensure compliance to the Project Spec’s & applicable Code Standard,

· Organize and lead on-Site quality patrols and audits to ascertain health of Project quality systems, Control of NCR’s & Quality observation Records,

· Verify that all the required inspection and documentation are completed by the contractor / Vendor and issuance of the Inspection Release Notice (IRN) to the contractor / Vendor prior to any Site delivery,

· Perform line checking, punch-listing & killing, witnessing various types of tests such as hydrostatic & pneumatic testing and monitor coordination of Pre-commissioning, flushing activities,

· Final acceptance sign off on quality test packages

Trouble shooting of major QC related issues,

Prepare and conduct Project Lesson Learnt (LL) for projects done,

Carry out any other related duties as required, including temporary assignments in other sections within the MTAC department on site.

Qualifications/Experiences Required

Educational Qualifications:

· Diploma/ Degree in Mechanical Engineering or related discipline

Technical Qualifications:

· Valid Certified Welding Inspector (CSWIP 3.1) or equivalent

Professional Experience:

· Minimum 20 years of relevant experience in oil & gas, chemical & petrochemical industry in the below fields:

o Project Quality Management Systems

o Brownfield construction

o Application of Protective Coatings (Organic Coatings, fireproofing)

o Non-metallic piping systems.

· Relevant experience includes:

o Set up and execution of Project Quality Plan

o Workshop and field quality assurance and control

o Leading EPCm and Contractor quality teams in flawless delivery

· Experience in Plant Turnaround Project Quality planning, preparation and execution.

• Serve as subject matter expert on laboratory instrumentation and compliance issues.
• Lead the QC team, evaluate competencies, assign responsibilities, monitor performance, counsel and provide guidance. Plan & monitor the training and development requirements, motivate staff appropriately to build a committed, motivated & competent team.
• Participate in personnel decisions (interviewing, hiring, performance appraisals, promotions, termination, staff development, improvement plans) regarding subordinate staff.
• Maintains a safe laboratory environment by implementing recommendations made by EHS.
• Initiate CAPEX for equipment purchases.
• Support in budget preparation for QC Laboratory.
• Any other activities as and when assigned by the Superior.

JOB REQUIREMENTS:

• EDUCATION: Degree in science or related discipline (e.g. Chemistry, Chemical Engineering).
• EXPERIENCE: Minimum 8 years of quality control experience in pharmaceutical manufacturing industry and minimum 2 years of supervisory experience in managing team.

KNOWLEDGE & SKILLS:

• Possess working knowledge of GMP in the pharmaceutical industry.
• Excellent interpersonal and analytical skills, good verbal, and written communication skills.
• Working knowledge of qualification, calibration, and operation of laboratory equipment such as HPLC, GC, FTIR and Dissolution equipment.
• Working knowledge of method development, validation, verification of analytical method.
• Familiarity of 21 CFR Part 11 requirements.

Key Responsibilities and Duties

Contract Administration & Management:

• Lead contract management discussion, monitor contract milestones and renew contract upon expiries.
• Review and identify contractual issues against contract terms and propose for negotiation and amendment.
• Oversees and manage Service Level Agreement of Service Providers, ensuring it meets contractual performance and perform payment milestones. To take appropriate actions for non-conformance results.
• Manage existing service and maintenance contracts under Facilities Management.
• Assist HOD to formulate strategies for contract administration and management.
• Expected to work with ALPS, finance, legal and etc department on developing of service contracts.

Cost Control and Procurement:

• To manage and provide regular update on expenditure for FM
• Work with ALPS and support FM on procurement matter and processes.
• To assist HOD to manage FM OPEX and CAPEX Budget
• To oversees and management of utilities. To work with key stakeholders and provide updates to management regularly.
• To support and participate in RFP/RFQ

Quality Assurance:

• Assist HOD in formulating new FM QA policies, strategies and objectives in compliance with regulatory requirements
• Manage and oversee all FM QA related activities and ensure proper documentation
• Investigate non-conformances and review the effectiveness of corrective and preventive actions.
• FM rep for Internal Quality Auditor.
• Conduct quality system audits

FM Operations:

• Oversee the central management and documentation of Work Instruction, FM Policy, House Rule, Tenancy Fitting Out and Reinstatement Guideline, FM department asset, licensing & certification records. Expected to work with along FM system lead to update documentation, where applicable.
• FM rep for Workplace Safety & Health Champion and Business Continuity Planning
• Assist HOD is organising and managing FM training roadmap.
• Oversee FM office administrative support

Job Requirement

• Degree in Building, Property Management, Facilities Management, or equivalent with at least 4-5 years of related working experience or (Diploma with at least 7 years) in similar portfolio for Assistant Manager role.
• Degree in Building, Property Management, Facilities Management, or equivalent with at least 6-8 years of related working experience or (Diploma with at least 10 years) in similar portfolio for Manager role.
• Prior working experience in healthcare setting will be an advantage.
• Prior experience in management of service provider contracts will be an advantage.
• Familiar and experience with public sector procurement governance and processes.
• Knowledge in mechanical & electrical maintenance and operations works.
• Ability to organize, plan and manage facilities operation, project management works.

Job Purpose:

Responsible for the proper exercise of QHSE Policy and Procedures required by company and conduct daily parts inspection and factory acceptance test in line with specifications, standards, and procedures in a timely manner.

• QHSE Responsibility: Comply with Company QHSE (Quality, Health, Safety, Environment) policies and Standards; Comply with government laws and regulations on Quality, Health, Safety, and Environment; Commit to QHSE target year by year with his specific QHSE responsibility on site.
• Conduct tests and measures all electronic products, components, assemblies, and subassemblies to make sure they are fully functioning, accurate and assembled correctly and in accordance with specifications
• Work from complicated drawings, and specifications, using standard methods and procedures to perform dimensional inspection.
• Document the results of inspections and tests using the designated business system, following the defined procedure and test plan.
• Ensure that measurement systems have valid calibration and are functional for the product inspection and test.
• Perform factory acceptance test according to procedure.

Requirements:

• NITEC/Diploma in Electronics/Electrical/ Mechanical or equivalent
• Prior training in electronics and related work experience including testing and reviewing electronic components would be preferred.
• Minimum 2 years of related working experience from a manufacturing environment
• CMM programming experience
• Meticulous, well organized, independent and good housekeeping skills
