Capability

Job Description:

• Provide the cost and contracts administration services.
• Carry out cost control to ensure that the Material Procurement Tender Schedule is within the allocated budget as specified by Client.
• Prepare and report financial projection and carry out budgetary and expenditure control of Contractors’ contract prior to commencement of work.
• Prepare and recommend monthly progress payment claims and final account submitted by the term contractors’ and to ensure timely and complete submission for payment.
• Evaluate and carry out joint measurement with Contractors on their claims for Purchase Order/ Works Order
• Administer term contract works to be carried out by Contractors (before and after start of work)
• Compile, check, certify and confirm Contractors’ invoices to ensure that the invoices tally with Purchase Order/ Works Order.
• Review and prepare specifications, evaluate and recommend tender submissions.
• Carry out contract documentation and preparation relating to tender acceptance and contract execution.
• Obtain and monitor the Performance Bonds, Bankers Guarantees and any other forms of insurances.
• Prepare tender documents, tender evaluation report, variation agreements and render professional advice on any penalties, liquidated damages when deem necessary.

About You:

• Degree or Diploma in Quantity Surveying and building related diploma/degree in recognized by Singapore Institute of Surveyors & Valuers and with at least 3 years of relevant working experiences in quantity surveying; or
• Minimum of 3 years relevant experience as a QS / Contract Manager

Job Summary

You will deliver account servicing and project management relating to the commerciality of a store layout which includes full architectural drawing packages to vertical circulation between floors, customer service in store and facade design.

A Day in the Life:

• Responsible for account servicing and ensure that the project deliverables are achieved in accordance to contracts
• Ensure smooth take-over and handover of sites
• Formulate project plans that effectively allocate the resources required by the projects
• Lead, monitor and implement the projects with the assurance that timelines, workmanship, safety and technical aspects are met in accordance to requirements
• Manage all project risks and issues
• Submit relevant documents to Landlord, building management and/or relevant authority in a timely manner
• Prepare project budget and billing
• Ensure all works meet quality standards and government regulations
• Assess the performance of the contractors and verify their claims for variations and payments
• Ensure that the expenditure of the projects are kept within budgeted costs and targeted margin
• Attend meetings and liaise with consultants, sub-contractors and any other parties involved in the project
• Inspect off-site fabrication and on-site installation
• Ensure that all the defects have been rectified before the arrangement for pre-site inspection
• Perform any other ad hoc duties

What We Are Looking For:

• Diploma/Degree in Architecture, Interior Design, Building Management, Quantity Survey or related field of study
• Minimum 3-5 years of project management experience in retail and corporate office interiors
• Project management experience across a range of disciplines, contract and procurement
• Preferably with knowledge in furniture industry
• Strong leadership, organisation and planning skills

About The Performance Management Function and Team

This role sits within the Strategy, PMO and Performance Management for APAC Contract Logistics business. This function is predominantly focused on driving in-depth performance analysis of financial and commercial aspects of the logistics business. This will encompass monthly performance reviews, analysis of investment applications, driving the product budgeting process (regional head office and countries), on-going support of the business intelligence platforms, and support of special regional projects. In addition, this role will be leading contract management in the region to improve profitability through commercial excellence for sites of new and existing business.

The Function has been established to work with key stakeholders at all corporate levels (HO, RHO, countries) to ensure accurate and timely reporting and analysis of monthly results. This Function is also a crucial interface between various stakeholders to continually identify revenue leakage and commercial gaps to drive profitability improvements.

This is a Managerial role reporting to the VP Strategy, PMO & Performance Management to enable profitable growth, good returns of investment and sound contractual management of CL businesses.

• Support for performance reviews at Regional level
• Deliver accurate and realistic budget planning and rolling forecast

Specific Accountabilities for this role

1. Performance Management & Business Analysis:

• Analyse financial and operational performance of APAC logistics customers through respective reporting platforms on monthly basis
• Provide on-going support and troubleshooting to reporting platforms (SAP AB/BI, LFS, FBI) as and when required
• Drive standardization of financial reporting and propose measures for continuous improvement of financial reporting accuracy

2. Investment Management

• Work closely with Clusters to build sound business case for investment. This includes validating and optimizing business cases, and validate contractual positions on terms and conditions for customers.
• Analyse investment applications for Logistics business proposals (new projects & renewals) and provide recommendation for approval
• Support and advise markets on the commercial aspects before an investment application is raised.

3. Business Planning & Budgeting

• Support and coordinate the Budget / Mid-Term Planning (MTP) and Rolling Forecast in alignment with global standards and procedures.
• Monitor and track one-time impacts that need to be considered in budget planning and forecasting.
• Work with other Contract Logistics functions to obtain holistic overview on financial impacts from respective function initiatives.

4. KEEP & Contract Management

• Maintain and ensure data accuracy of central customer contract database.
• Drive timely renewal of existing contracts by reflecting contract status in forward looking manner.
• Main point of contact for contract management process in alignment with global SOP
• Conduct deep dive analysis and diagnostics approach to reduce contract deficiencies.
• Review contractual and commercial solutions with stakeholders and provide measures to improve customers profitability

Requirements:

• Strong knowledge & experience in 3PL/Contract Logistics & Transportation industry
• Advanced financial analysis capability using MS Excel and other tools
• Ability to build and develop sound business cases
• Experience in planning and budgeting
• Good presentation and leadership skills
• Experience in commercial/contract management
• Fluent in English and other Asian/European languages is beneficial
• Working knowledge of business/data warehousing and visualization tools
• Knowledge of WMS and TMS systems and ability to extract reporting information
• Working knowledge of SAP FI, AB and BI

The Role

• To ensure current and new property leases including subleasing and concessionaires are managed in a sustainable format and aligned with company budgetary objectives by;
  - Site/tenant sourcing
  - Lease negotiations
  - Lease documentation
  - Networking with partners including but not limited to landlords, real estate agents and other strategic partners
• To ensure annual store opening and occupancy targets are met
• To liaise and maintain business relationships with landlords and tenants

• Work with SG Convenience Finance completion of financial feasibility analysis for new sites, lease renewals and store refurbishment projects.
• Act as a mediator/communication channel between internal stakeholders and landlords/agents and other government agencies.
• Proactively participate in discussions for new business initiatives through provision of advice/opinion from property’s POV.
• Assist in authorities’ licences application for stores’ operations.
