JOB REQUIREMENTS

Job Description

• Carry out troubleshooting and corrective action of instrument breakdown or failures to find out the root cause and best solution in order to restore the functionality get back to normal
• Respond to technical queries from operation personnel and provide advice/solution according to best engineering practice to address issues which affect the operation of the power plant
• Follow C&I work instructions and propose changes for improvement where necessary
• Lead the execution of shutdown works for instrumentation to ensure completion of shutdown work on time
• Work closely with various sections to coordinate cross-functional maintenance works
• Perform risk assessment prior to start of work and conduct on-job risk assessment to identify residual risks associated with the planned/unplanned work
• Monitor spare parts and inventory for critical instrumentation to ensure availability when required in order to minimize unplanned outages. Establish new inventory/cataloging where necessary. Update information in the inventory to ensure that it is relevant for the current operation.
• Provide technical inputs in full cycle of procurement processes for materials and service requisition where required so that all technical requirements are addressed properly to protect company’s interest
• Identify, study, propose, and implement area for improvement in the field of instrumentation engineering to enhance operation and improve overall equipment reliability

Job Requirements

• Possess a degree in Instrumentation and Control Engineering or Electronics and Electrical Engineering with at least three (3) years of working experience in the instrumentation field, or a diploma in the same fields with at least seven (7) years of working experience in instrumentation field
• Proficient in the codes and standards in the power plant industry i.e. BSI, ISO27001, ANSI, IEC, IEEE, etc.

Takeda's Singapore biologics manufacturing facility focuses on manufacturing potentially life-saving medicines for patients suffering from rare blood disorders such as Hemophilia A and B. As part of the company’s Biologics Operating Unit network, the site is Takeda’s only biologics drug substance manufacturing facility in Asia. • Process Systems Engineer II is recognized within Takeda as technical subject matter expert (SME) for designated systems for the Singapore Biologics Manufacturing facility from a systems perspective.
• Process Systems engineer II is an integral member of the Singapore Process Engineering Team, he/she reports into the Process Systems Engineering Lead/Process Engineering Manager.
• Process Systems engineer II interacts closely with the Manufacturing supervisors to ensure that all Systems engineering activities are delivered to support reliable and robust manufacturing operations.
• Process Systems engineer II will be part of Process engineering organization focusing on Right First Time delivery and following industry best practices to meet the strategic needs of the Takeda Singapore Manufacturing Facility.
• Process Systems engineer II support all phases of engineering project implementation to meet scope, schedule, budget, quality, and safety requirements. This work includes preparation of scope of work documents, cost estimates, and project schedules.

How you will contribute:

• Act as system technical owner for Upstream, Downstream equipment’s and other unit operations and acting as primary engineering liaison between the system business owner and engineering.
• Lead the engineering remediation activities on designated systems (Deviations, complex Corrective Maintenance, hardware fault finding) which include generating necessary RA, Job Plans together with Engineering Operations.
• Lead Quality Event (Deviation) process and ensure timely creation, analysis and closure of events
• Lead engineering change controls to completion for designated systems.
• Provide troubleshooting support for manufacturing operations especially with regards to equipment issues
• Troubleshoot and fault find equipment’s which are not operating to expected parameters when identified and post preliminary troubleshooting by Engineering Operations
• Identify deficiencies and/or improvements in existing PMs and advise reliability engineering of same. Escalate issues to Process Engineering Lead/Manager as appropriate following initial troubleshooting if issues cannot be resolved
• Proficiency with troubleshooting of complex equipment and performing formal root cause analysis investigations.
• Own and implement projects (CAPEX/AIMP) to address Corrective Actions / Preventative Actions (CAPA) identified as part of deviation investigations, request from value stream stakeholders or GMP audits.
• Timely closure of EHS and Quality event investigation and corrective & preventive action tasks.
• Create Corrective Maintenance job plans in CMMS and change controls as needed for complex CM that has potential quality/product impact.
• Review standard operating procedures (SOPs) for process equipment maintenance and preventive maintenance (PM) checklists

• Meeting with vendors to acquire knowledge to technical advancement, cost control and alternate solutions to typical terminal design and maintenance requirements
• Attending continuing education seminars and conferences to acquire knowledge pertinent to technological advances and regulatory changes
• Interacts with other initiatives for example in Risk Based Inspection meetings contributing to standardized way of working over terminals and within team by working on corporate projects assisting the global Asset Management team

4. Enforces established plant safety and environmental policy and procedures as related to assigned projects and related tasks.

Qualifications

1. Bachelor/Master degree in Mechanical Engineering, E&IA, Civil or related field

2. Proven track record in an engineering design position, preferably in the field of storage tanks or in a related industry

3. Must be familiar with all applicable standards and codes relating to bulk liquid storage facilities for the applicable terminal location. This could include IEC, API, EEMUA, ANSI, NFPA, NEC, OSHA, and CFR and any other (local) codes.

4. Project management experience is preferred field

5. Minimum 5 years progressive engineering experience in terminal or related industry

6. Minimum 10 years progressive experience in terminal or related industry may be accepted in lieu of a degree

7. Self-motivated to ‘close the loop’ with actions and administrative responsibilities

8. Fluency in English and preferably in Chinese (read & write) as the job requires liaising with our Taiwan joint venture

9. Able to build and maintain both internal and external relations on various levels

10. Able to communicate effectively both verbally and in written

11, Proven safety leadership and service mindedness

12. Competences: self-motivated, flexible, stress resistant, result driven, team player, humour

13. Requires advanced conceptual thinking in complex and/or completely new situations and analytical skills

14. Must be computer literate with specific skills in MS Office

15. Knowledge of and experience with planning software (e.g. MS Projects, Oracle Primavera etc.) and Autodesk products (e.g. Autocad) is considered an advantage

16. Occasionally the ability and willingness to work weekends and/or holidays to accomplish critical project assignments

17. Depending on the required engineering discipline, have knowledge of the following:

• Mechanical: Must have in-depth knowledge of all standards and codes relating to bulk liquid storage facilities applicable to the location, such as API, ANSI, NFPA, NEC, OSHA, CFR, PGS
• EI&A: Must be familiar with all standards and codes relating to bulk liquid storage facilities applicable to the location, such as ATEX, IEC, IEC61511, SIL applications, field instrumentation
• Affinity with IT network components (e.g. firewall and basic networking setup) and experience with FAT for E&I system, panels, automation, etc.
• Knowledge and experience with reviewing drawings such as P&ID, Single Line Diagram, MCC drawings and other E/I/Automation specifications, calculations and drawings
• Knowledge and experience with ACAD and E-plan drawings
• Experience with trouble shooting E&I installations

18. Willing to working in Jurong Island (Company transport is provided at designated pickup point)
