Our client is a US technology company. This role covers countries like Singapore, Hong Kong, Japan, Australia and you have one counterpart each in Thailand, Korea and China. Currently the company is in the midst of doing ADP payroll system migration.

RESPONSIBILITIES

Perform all payroll functions, including preparation, distribution, and reporting, ensuring compliance with all applicable regulations. Assist with preparation of all payroll related activities. Work closely with the Payroll Vendor. Responsible for all administrative issues related to employees.

• Execute payroll processing with precision and punctuality
• Oversee the integration and coordination of timekeeping and payroll systems
• Recording and verifying financial transactions and completing the posting process in Finance System (posting of journals)
• Maintain strict compliance with all applicable legal requirements and company policies
• Address and resolve any issues pertaining to employee benefits
• Administer the employee benefits program with due diligence
• Provide educational support to employees regarding their benefits packages and payroll-related queries
• Work in partnership with external payroll service providers to ensure seamless payroll and benefits administration
• Generate essential payroll documentation, including postings, funding needs, and reports at the end of each month
• Keep meticulous records of all payroll transactions and employee information
• Process government-paid leaves such as paternity, maternity, and childcare leaves, along with tax clearances and National Service claims, in a timely manner
• Ensure full compliance with local tax laws and legislative mandates related to employee benefits and payroll
• Conduct thorough payroll reconciliations, cost allocations, back charging, and handle payment-related tasks
• Engage collaboratively with both internal and external parties to manage payroll and benefits operations, reporting, and audits
• Provide prompt responses to any payroll-associated inquiries
• Manage comprehensive employee benefits programs, including the processing of group benefits insurance invoices
• Liaise effectively with brokers and insurers regarding insurance and benefits matters
• Actively participate in and prepare for the annual insurance renewal process
• Promptly address and resolve any employee concerns or questions about their benefits.
• Carry out detailed reporting and analysis, and maintain well-organized records of all benefits transactions and communications
• Offer recommendations for modifications to the benefits plans
• Engage in the continuous improvement of payroll and benefits processes

REQUIREMENTS

• Minimum 5 years of experience in payroll processing and administration.
• Strong understanding of payroll principles, taxation and labor laws/regulations in Singapore and/or other APAC countries.
• Currently in the midst of doing ADP payroll system migration and good if you have ADP background.
• Preferably comes from accounting background.
• Attention to detail and accuracy in payroll calculations and data entry
• Strong in Excel
• Ability to handle confidential information with discretion and maintain a high level of integrity
• Ability to work independently and as part of a team in a fast-paced environment
• Self-motivated with excellent organizational skills to meet deadlines and manage multiple priorities

Responsibilities

• Lead and mentor Deskside team, providing LI & L2 support to users
• Lead cross-functional teams in rolling out end-point related projects in coordination with involved vendors
• Lead cross-functional team for the participation of customer’s major event/meeting starting from preparation, dry-run sessions to the completion of actual event/meeting

Administrative Leadership

• Responsible, including talent acquisition, employee development and mentoring, and performance management
• Facilitate staff engagement and team improvement ideas with commitment to the enterprise and staff retention
• Support the advancement of staff competencies through the creation of development plans
• Assess the effectiveness of team responsibilities and accountabilities and make recommendations as needed
• Support and encourage an environment of innovation and learning so that the staff remains current with relevant technology and industry best practices that may enhance the services provided. Such an environment may include attendance at regional or national conferences staff members as appropriate
• Provide general technical assistance, consulting and direction to staff. Identify training needs and assist in developing training plans

Technical Leadership

• Coordinate the review and ongoing management of the Deskside support team
• Understand business needs and processes
• Lead the assessment, justification, implementation and integration of end point technologies including laptops, mobile devices and related devices and technologies
• Coordinate and support Temasek key events held onsite or offsite
• Engage stakeholders to understand business requirements and ensure smooth execution of events
• Support technology adoption of Temasek initiatives including Cloud-Infra and Application teams, supporting and performing tests
• Accountable for maintenance of end point devices
• Ensure that all end point systems stay up-to-date and compliant with updates and security patches
• Determine and identify opportunities for system improvement
• Provide response to system hardware and operating system software problems as necessary
• Facilitate and maintain relationships between vendors, assist in reviewing of contracts

Project Management

• Oversee, plan, lead, coordinate, and collaborate with external partners, to lead small to medium size projects through the appropriate phases of implementation and support throughout the cross functional team
• Collaborate with cross functional Project Manager, in directing the team to assist in initial scoping documents and resource estimates for new customer’s new technology implementations.

Requirements

• Degree holder
• Up to 8 years of relevant experience in end-user support and Microsoft technologies
• Ability to discuss technical issues effectively with technical professionals and non-technical users
• Strong understanding of the technology lifecycle and development methodologies
• Strong analytical skills including the ability to understand and document business/clinical processes, and the ability to identify opportunities to improve processes through technology
• Ability to manage project implementation teams and individuals, and monitor the deliverables of each team to ensure milestone completion
• ITIL-certified
