Job Purpose
To be an integral part of the team to help manage regulatory and contractual obligations of the TEL
operator contract. Key focus includes Service Payment, Committed Obligations Framework, Asset
Management Requirements, Service Agreements with stakeholders as well as promoting collaboration
efforts with LTA.
Responsibilities
Plans
• Track STEL performance with respect to Operating Performance Standards (OPS), Maintenance Performance Standards (MPS), Key Performance Indicators (KPI), Life Cycle Costing (LCC), and
other contractual indicators including Committed Obligations.
• Oversee and ensure timely submissions of service payment requests.
• Oversee, support and monitor STEL’s workplan, resource, and budget planning & control.
• Oversee, support and monitor reporting requirements per TEL Licence and Service Contract.
• Review and improve internal practices and processes with alignment to ISO 44001 fundamentals.
Asset Management
• Establish and maintain the Asset Management System in STEL, such as the Asset Management Strategy, Objective and its relevant Asset Management Plans.
• Track and ensure that the requirements of Asset Management in TEL Licence and Service Contractare fulfilled.
• Establish and maintain asset management procedures, policy, manuals, documentations, and records.
• Coordinate and support both internal and external stakeholders in Asset Management matters such as Asset Renewal, Replacement, Disposal, Obsolescence, and Life Cycle Costing.
• Establish and maintain ISO 55001 certification and support ISO 9001, ISO 14001 and ISO 45001 certification.
O&M / Business Support
• Review and manage cost recovery projects or contracts with LTA and 3rd parties (SLA, TELCO and contractors).
• Oversee, facilitate, and/or support service agreements with stakeholders.
• Manage and administer STEL Knowledge Management System and MMS Dataroom.
• Provide admin support for general procurement, payment processing and asset admin.
• Oversee secretariat role for monthly STEL management meetings with LTA.
Qualifications & Work Experience
• Candidate must possess at least a degree in Engineering, Business or related field.
• Experience in SAP/Maximo system, PowerBI, Budgeting, Asset Management, Contract Management is desired.
• Minimum of 5 years of working experience to be considered for Manager.
