Job Description (Key Responsibilities):

The Resident Technical Officer represents clients on Housing Development Board (HDB) / Land Transport Authority (LTA) construction sites. He/She must be able to read and interpret architectural drawings and details of construction projects and ensures that construction projects follow contracts and regulations. He/She shall be working under the control and direction of the appointed Qualified Person(s) when carried out his/her duties for the assigned project. He/She works indoors at project site’s office, and may also work outdoors at the project construction sites when required.

Tasks:

• Supervise construction works, maintain quality control and ensure that the works are carried out in accordance with the project specifications, design intent, approved drawings and site instructions by the supervising qualified persons and project consultants/clients
• Ensure that contractors carry out their work in compliance with the prevailing regulations set up by the building authorities and government agencies of Singapore
• Inspect materials and workmanship of construction work.
• Perform tests to check the quality of materials.
• Review project drawings and specifications, and raise any discrepancies and/or potential problems to the appointed Qualified Person and project consultants/clients
• Attend meeting with qualified persons and project consultants/clients
• Prepare progress reports for their clients.

Job Requirements & Person Specification (Qualifications, Experience, Skills):

• Diploma/Degree in Civil & Structural (C&S) Engineering
• Ideally already accredited as a C&S Resident Technical Officer (RTO) by Institution of Engineering Singapore (IES) or Association of Consulting Engineers Singapore (ACES)
• Certificate in BCSS (Building Construction Safety Supervision) or other similar construction-safety certification
• At least 2 years of experience as a Resident Technical Officer (RTO) or similar site-based role (e.g. Site Engineer) for Housing Development Board (HDB) / Land Transport Authority (LTA) construction projects

General Scope of services

• Carry out the supervision of building works as stipulated in the Building Control Act, working under the control and direction of the appropriate Qualified Person when carry out their supervision and fully responsible to the appropriate Qualified Person.
• Supervise the Arch, C&S and M&E works to ensure compliance with contract documents and acceptable standard of workmanship and take instruction from LC, QPs and TPs.
• Arrange and supervise acceptance tests on site.
• Check and monitor that works are carried out in a safe and proper manner.
• Check and monitor for good housekeeping.
• Ensure proper documentation and records of all works, including records of test, defect rectification, inspections, work progress, material testing and safety inspections.
• Check and monitor performance of workplace safety, health and environmental measures housekeeping on site and initiate preventive/corrective actions.
• Facilitate joint checks/inspections/testing’s/handover by HDB representatives or relevant parties to ensure compliance with HDB and relevant authorities’ requirements. Such checks/inspections/testing’s shall be on aspects such as quality, safety, cost control, housekeeping, environmental control, documentation, site records etc.
• Assist PM in attending and address residents’ request/feedback.
• Any other works, as and required by the Client as stipulated in the project contract’s requirements.

Requirement

• Diploma/ Degree in Arch/C&S/M&E Engineering from a University accredited by the Professional Board, Singapore
• Must be accredited as a Resident Technical Officer with BCA/IES/ACES
• Min. 5 to 8 years’ site working experience in Singapore, Arch, C&S and M&E in building projects
• Good supervisory and leadership skills
