The National Institute of Education (NIE) invites applications for a Senior Technical Specialist in Information Technology (IT) in the Learning Sciences & Assessment (LSA) Department. This role will provide you with the experience and opportunity to work in a dynamic department with faculty members, staff and students of NIE/NTU.

Job Description

We seek a highly organized and proactive Senior Technical Specialist in IT. The successful candidate will play a crucial role in leading and managing IT operations of the LSA department along with other Technical Specialist in the department and in collaboration with ACIS, NIE’s main IT department.

Key Responsibilities

• IT laboratories management: Lead and perform maintenance and upgrading (when necessary) of department’s IT assets (approximately 100 computers and 10 commercial applications).
• IT budgeting and purchases: Propose and monitor department’s IT-related budget.
• IT laboratories support: Provide classroom support to instructors in use of IT assets and educational technology applications.
• Emerging technologies support: Provide support for emerging technologies such as artificial intelligence for education.
• Curriculum support: Support course coordinators in e-learning contents management including AI/machine learning-related course materials.
• System administration: Manage and maintain department’s virtual servers in collaboration with ACIS, NIE’s main IT office.
• Web applications: Manage and maintain department’s web applications in collaboration with ACIS, NIE’s main IT department.
• Student research administration: Manage and archive department’s students research data.

Requirements

• A University degree in Information Technology or related field.
• Minimum of 2 years IT operations or development experience.
• Knowledge or experience in AI/machine learning and programming (Javascript, Python, etc.) strongly preferred.
• Ability to work independently and proactively.
• Ability to maintain confidentiality.
• This role requires overtime support for evening classes. We are seeking a candidate who is flexible and can adapt to varying schedules as needed.

Task and Responsibilities

• Read and understand technical specifications, prepare job-list, work schedule, plan material take off and manpower planning of yard men and contractor for each given jobs. Report department head and update any special materials for specific project (if require more lead time or needs to purchase from overseas)
• Advance planning man and materials, including all facilities.
• Generate, Control and monitor department budgets.
• Order the material required as per material take off and co-ordinate with purchase department for timely delivery of the materials
• Cooperate with project manager on appropriate procedures and schedule to complete the job.
• Ensure safety, discipline and welfare for all subordinates.
• Carry out trade work as per specifications and to the satisfaction of the owner/class & timely completion. Ensure good quality work as per work instructions. Ensure all trade work mark-up drawings to be made and approved by owner’s representative
• Maintain good housekeeping and Safety at all times on board vessel & workshop. Ensure all workers follow safe work procedures at all times
• Responsible for minimum wastage of materials and balance material to be accounted and returned to store at the end of the project.
• Prepare, setup and review department documents (RA, SOP, Internal & External auditing, OR) with supervisor and manager
• Lead group of supervisors, fitters and sub-contractors.

• Ensure all work completion reports will be done by Ship in-charge, verify & submit to owner Rep to get sign before handing over to commercial department on time (before vessel delivery)
• Monitoring vessel daily job deployment report to achieve target on time.
• Perform other related jobs as assigned by DH.
• Ensure Permit to work system is followed strictly.
• Identify parts and components needed for repairs or replacement and to liaise with regional vendors for replacement of critical spares for vessels.

Job Requirements

3 years and above of relevant experience in ship building & Ship repair industry.

• Lead the team in executing electrical work during the construction phase, including cable tray installation, cable pulling, panel installation, cable termination, and testing/commissioning for MV/LV switchgear, transformers, UPS, DCIS/HMI, etc.
• Monitor and inspect construction activities to ensure compliance with design documents.
• Manage a team comprising supervisors, sub-contractors, and vendors.
• Responsible for electrical interfaces with the operational team, conducting meetings, and providing technical clarifications.
• Investigate and troubleshoot electrical switchgear faults or failures, implementing effective corrective and preventive actions.
• Analyze and enhance equipment reliability to prevent recurrence, collaborating with operation groups and external contractors.
• Prepare documentation for maintenance work, ensuring compliance with safety standards, and utilizing appropriate Method Statements and Risk Assessments, meeting BCA requirements.
• Collaborate cross-functionally to ensure systems, equipment, and rooms align with internal customers' needs.
• Review inspection and testing plans for electrical and instrument system installations through relevant checklists.
• Coordinate with stakeholders to ensure the smooth completion of projects.

• Programming, testing, commissioning, and handover of Electrical Systems (22KV Switch gears & transformers, protection relays, and hipot)
  Prepare and maintain all required commissioning documentation which includes client submission.
• Supervision and Monitoring of defined test procedures start-up sequences, reliability test runs, and performance tests.
• Monitoring of functional and operational tests of various equipment to prepare the equipment for the first start-up.
• Manage and supervise a team of experienced commissioning technicians to execute Live equipment testing in a highly professional and safe manner
  Ensure QAQC integration within commissioning processes and procedures.
• Witness and provide contractor resources to support FAT as required.
  Preparation of inspection reports, certificates, progress reports, and site correspondence.
• Liaise closely with the client QAQC/Testing teams.
• Generating MSCR's (Maintenance System Change Request) at the project handover stage.
• Ensure that commissioning acceptance criteria is aligned with design specification and client requirements.
• Any other duties required by the Commissioning Manager.

• Conduct onsite inspections and troubleshooting at client premises.
• Provide hands-on preventive maintenance, repair, and equipment installation.
• Adhere to company field processes and protocols.
