Temp Officer – Operations and Technical Services
Work Location: Republic Plaza, Raffles Place
Working Days: Monday to Friday
Working Hours: 8:45 AM – 6:00 PM
Contract Duration: Immediate – 30 Nov 2025

Operational Coordination

1. Collaborate with Operations Managers (OMs) and the Contract Building Manager (CBM) to review and resolve outstanding issues identified during monthly Integrated Facilities Management (IFM) meetings.
2. Maintain a detailed log of unresolved issues, track progress, and ensure timely follow-ups with CBM to meet deadlines or resolve them by the next meeting.

Claims and Reporting

1. Monitor Building and Construction Authority (BCA) claims through CBM and ensure all reports and checklists comply with IFM requirements.

Vendor and Meeting Management

1. Arrange meetings, training sessions, and follow up on outstanding matters with OMs and vendors.

Tenant Engagement

1. Support tenant engagement to encourage participation and compliance with the City Green Tenant Bonus program.
2. Track and ensure accuracy of submitted data for program performance evaluations.

Energy and Sustainability

1. Develop energy supply requirements focusing on renewable and conventional sources, aligned with CDL’s sustainability and cost objectives.
2. Manage tender processes, including bidder communications and ensuring a fair, competitive process.
3. Prepare documentation for contract sign-off and agreement renewals, such as electric vehicle (EV) chargers at Republic Plaza (Levels 4 & 9).
4. Track EV charger consumption, utilization rates, and earnings from energy price differentials, providing actionable insights for optimizing usage and revenue.

Training and System Management

1. Prepare materials for training and sharing sessions related to changes in SOPs.
2. Verify accuracy of information entered into the Learning Management System (LMS) by site teams for audit purposes.

ROLES & RESPONSIBILITIES OF RESIDENT TECHNICAL OFFICER (RTO)

(ARCHITECTURAL) (Bidadari)

• To monitor the project including progress control, quality control, variation/cost control, safety control, environmental control etc.
• To check that contractor executes preliminaries on all items specified in tender documents.
• To maintain proper and updated daily records of all works done, including records of tests, inspections, status of work, safety, site diary, material and equipment on site, labour, dayworks, provisional quantities etc
• To ensure architectural specifications are met and details are executed by the contractor.
• To liaise with contractors/sub-contractors in the coordination of site works.
• To assist consultant/Employer in the supervision and quality assurance of construction work on site and off-site manufacturing facilities.
• To coordinate with the Site Staff of the other disciplines; namely Mechanical & Electrical and Civil & Structural.
• To assist Consultant/Employer on the work progress on-site/off-site manufacturing facilities and report any delay immediately.
• To verify reports and claims submitted by contractors. To submit Weekly Progress Reports, inspect and draw-up defect list. To attend all Client Consultants Meeting (CCM), Site Progress Meetings and Site Walks as and when required.
• To ensure the contractors maintain work safety, cleanliness, and tidiness of the site.
• To highlight discrepancies, feedback site progress, irregularities, and any critical/major issue to SO/SO rep.
• To undertake any other duties related to the Project as and when instructed by the Consultant team

REQUIREMENT OF RESIDENT TECHNICAL OFFICER RTO (ARCHITECTURAL)

• Diploma in Architectural or related discipline from a recognised tertiary institution
• Minimum 8 years of experience as Resident Technical Officer with experience in supervision of healthcare related project is preferred.
• Experience in supervision of precast façade works will be an added advantage
• Relevant experience in the co-ordination of architectural works with C&S and M&E works.
• Fully conversant with statutory regulations, codes for site supervision and quality control procedures
• Able to resolve site and technical issues, prepare and document detailed site progress reports and communicate effectively with technical personnel as well as workmen on site.
• A person of good integrity, be able to differentiate personal preferences and official rights, strict and firm but fair and reasonable.
• A good team player with effective communication skills
• Proficient in Microsoft Office
• Knowledge in BIM and VDC capabilities will be an advantage
• Able to start Q4 2024/Q1 2025

General

1. Support Head of Engineering in training and developing the engineers on technical matters, including handling and operating all broadcast equipment.
2. Assist with engineering technical tasks to ensure smooth running of daily engineering operations.
3. Establish an SOP for Site Survey and prepare Production and Technical Integration Layout Plan. To review and make relevant updates as required for process improvement.
4. Implement design and make permanent layout for racks along with serial numbers and standard placing of panels.
5. Support Head of Engineering to improve and test system designs.
6. Support process of racks and kit standardization.
7. Collaborate with Head of Engineering to establish a process for equipment testing and preparation. To review and make relevant updates on a yearly basis for process improvement.
8. Ensure a process is in place for communication/escalation of technical problems on all projects.
9. Research technical development standards for present and new technologies. Provide technical support of the company's service to clients
10. Design the project template to cover the tasks needed for each project
11. Keep the project task updated for each project on hand.

Before Project

1. Review technical specifications of equipment and crew for quotation prepared by Sales Department.
2. Participate in client/contractor meetings and site recce when required.
3. Address clients’ technical queries prior to the project.
4. Expand list of equipment from quotation to a detailed list (to include all equipment needed).
5. Prepare Engineering book to include technical information regarding Router/Switcher I/O, Distribution assignments, cabin/room layouts etc. 17.Create a timeline for project preparation and set the targets. Adjust based on any changes subjected to availability of engineers at the base, shipping schedules, deliverables or scope of the projects.
6. Communicate with Equipment Planner, Warehouse and Engineering Department to monitor the project and ensure it is on the right track.
7. Check the equipment packing list and ensure that it matches the expanded list.
8. Sign off and approve the Packing List to be used for a project.
9. Prepare Production and Technical Integration Layout for each project with relevant technical information and ensure relevant parties receive it before project.

During Project

1. Be part of the Support Team during project by monitoring the support email and respond to communications received.

After Project

1. Conduct post-project evaluation on technical performance and issues encountered and suggest possible improvements for the next project.

Requirements

1. Degree qualified in Electrical / Communication / Broadcast Engineering or similar related field.
2. 10+ years of relevant work experience.
3. An expert in equipment and products used in broadcasting; for example, audio and vision mixers, radio communication products, cameras, and camera lens

Job scope
