You will perform various types of testing for medical packaging materials and sterile barrier systems (packaging for sterile medical devices). You will own and manage smooth operation of a technical development center under the supervision of a senior engineer.

Primary Responsibilities

• Perform various types of physical, mechanical, analytical and integrity testing for medical device packaging materials and packaging systems

Basic Qualifications

Contract Period: From 15 Jan 2025 for 4 months with an extension of 3 months depending on the project requirement

Working hours:

· Mondays to Saturdays: 8.00 am to 6.00pm, inclusive of 1 hr lunch break

Scope of works:

· To carry out supervision and inspection of the works so as to ensure that works are constructed in accordance to contract specifications and drawings.

· To carry out quality check on the works to ensure compliance to drawings and specifications so that works are produced of required quality and accuracy.

· To verify and submit weekly report on contract to HDB.

· To carry out random tests/checks in accordance to drawings and specifications.

· To check on quality of materials delivered to site and report to Qualified Person (Supervision)/Consultant/Resident Engineer on any materials that are not conforming to the specifications. The SO’s Rep shall be informed of nonconformance.

· To ensure proper and updated records of all works, including records of tests, inspections, site diary, work progress, approved drawings including all amendments, all departures or deviation relating to the specified works provided by Design Qualified Person. The attendance of Qualified Person (Supervision) and Qualified Site Supervisor, and etc, are to be kept. The records of all works are to be delivered to the Qualified Person (Supervision)/Consultant/Resident Engineer upon completion of all works.

· To supervise and keep records of repair works in accordance to approved method and standards.

· To take and carry out instructions including administrative tasks from the SO’s Rep and/or Qualified Person (Supervision)/Consultant/Resident Engineer.

· To attend meetings held with SO’s Rep/ Qualified Person (Supervision)/ Consultants/Resident Engineer and keep proper minutes of meetings.

· To attend to queries from SO’s Rep/ Qualified Person (Supervision)/ Consultants/ Resident Engineer.

· To oversee the safety aspects and raise to the SO’s Rep immediately any “Unsafe Acts and Unsafe conditions” observed.

Qualification, skills, experience:

· At least 3 years relevant working experience in civil/structural construction.

· The working experience shall include involvement in at least 2 commercial property upgrading projects.

· Under the Building Control Act, RTOs shall be accredited with Joint Accreditation Committee (JAC) of the Institution of Engineers Singapore (IES) and the Association of Consulting Engineers Singapore (ACES).

Contract Period: From April 2025 for 24 months

Working hours:

Total 44 hours/week

· Mondays to Fridays: 8.30 am to 5.30pm

· Saturdays: 8.30 am to 12.30pm

· Lunch break 1 hour (Mon to Fri), time to be 12.30pm to 1.30pm.

The RTO may be required to work beyond regular working hours including after office hours on Saturday, Sunday and Public Holiday whenever the need arises, and services rendered shall be based on the actual number of man-hours spent on site.

Scope of works:

· Communicate effectively with PUB officers, resident engineer, contractors, and other stakeholders to ensure that project specifications are met.

· Maintain and document accurate records (hardcopy and softcopy) of daily activities, site conditions, and any issues encountered, ensuring these are communicated promptly to project managers and engineers.

· Daily oversight of demolition and reinstatement activities, ensuring they are carried out according to engineering designs and safety standards.

· Ensure that all construction materials and workmanship meet the required standards.

· Implement and monitor safety protocols to protect workers and the public from the dangers inherent in demolition work.

· Working closely with contractors to ensure that the project stays on schedule and within budget, and that all work is performed according to the contract specifications.

· Ensuring that demolition and construction activities comply with environmental regulations, including dust control, noise abatement, and waste disposal.

· Arrange and supervise acceptance tests on the site as may be necessary, including the approval of samples submitted, inspection and testing during manufacture of such materials, equipment and plants as are usually inspected and tested locally before commissioning.

· Assist in supervision and maintain quality control as specified in the Contract signed between the Board and the Contractor who have been awarded the project: “Demolition and Land Reinstatement Works at Bedok NEWater Factory.”

· Monitor and report on the progress of the work as per approved by the Board.

· Record and ensure that all works are carried out in accordance with the contract specifications and report any non-compliance to the Board.

· Obtain all quotation documents needed for any Variation Order (VO) Work which might arise during the course of the project.

· Check on the quality of materials delivered to site and report to the Board any material that does not conform to the specifications.

· Check and certify the monthly progress claim submitted. Assist the Board to verify all variation works carried out on site. Record and report all additional work and any claim on extension of time.

· Inspect all completed works and compile a list of rectification works.

· Monitor the progress of rectification work and ensure all rectification works are satisfactorily completed.

· Ensure the safety, cleanliness, tidiness and Earth Control Measure (ECM) are provided and maintained on site.

· The RTOs shall review the Risk Assessments & Methods Statements and verify Permit-to-work (PTW) and Notification-to-Work (NTW) submitted, before the commencement of any work.

· Ensure that all temporary works are constructed according to the Professional Engineer’s or approved drawings.

· Ensure all demolition, reinstatement, grouting, excavation, pipe welding, pipe laying, backfilling, etc. are checked certified and supervised.

· Facilitate the consultation and co-ordination with all authorities and agencies in order to obtain approval on time.

· Assist the Board on the finalisation of all accounts upon partial completion and/or completion of work.

· All other duties as and when required by the Board.

Qualification, skill, experience:

· Minimum Diploma in Civil or Geotechnical Engineering from a recognized institution or equivalent is necessary.

· About 3 years of experience in site supervision, particularly in Civil or geotechnical projects with experience in demolition, construction, or similar industrial projects.

· Practical experience in projects that involve construction, demolition, structural integrity assessments, and reinstatement of structures is crucial.

· Hands-on experience in ensuring that safety protocols are rigorously followed on-site.

· Should have valid certificate from The Association of Consulting Engineers Singapore (ACES) or The Institution of Engineers Singapore (IES).

· Should be equipped with Building Construction Supervisor Safety Certification or equivalent as well as certification on both work at height and confined space entry.

· Proficiency in reading and interpreting Civil engineering drawings, and familiarity with construction materials, techniques, and regulations. Understanding of soil mechanics,
ground behaviour, and foundation engineering, particularly in the context of demolition and reconstruction.

Responsibilities:

Shipbuilding Planning and Preparation

• Confirmation of construction schedule, detailed drawings, and specifications. Participation in regular meetings with shipowners, shipyards, designers, and other relevant parties.

Shipbuilding Quality control

• Verify that materials and parts used conform to specifications. Checking the progress and quality of each construction process to ensure proper quality. Perform inspections, Nondestructive testing (NDT), welding inspections, painting inspections, etc. Observe and confirm various tests (buoyancy tests, pressure tests, functional tests, etc.).

Shipbuilding Design supervision

• Check and approve blueprints and change drawings. Handling of review and approval of design changes that occur during construction.

Shipbuilding Safety management

• Planning HSSE management. Patrols and Ensures compliance with safety standards within the shipyard.
• Reporting and handling of safety issues and incidents.

Shipbuilding Process control

• Monitoring the progress of construction according to the schedule. Responding to and coordinating schedule changes and delays.

Shipbuilding Reporting and Recording

• Reports to head office about progress, problems, budget etc. Preservation of important records such as inspection results and test results.

Communication and coordination

• Liaison and coordination with shipyards, designers, shipowners, standards bodies, etc.

Compliance with laws, regulations and standards

Shipbuilding Final verification and handover

• Completion inspection and verification during the final process. Confirmation of final trials such as sea trials. Witnessing and confirmation of the final handover of the vessel.

Preparation for cable laying work after delivery

• Order and load the materials and equipment needed for the cable laying work. Planning the suitable crew rotation schedule and the operation schedule. Cable installation project planning support.

Defect warranty

• When a machine problem occurs, troubleshoot to identify the cause and resolve it after delivery.
• Negotiate compensation with the shipyard in the event of a problem occurring and maintain the ship in a sound condition.

Cable laying Project Operation and Vessel Maintenance

• Quickly identify the cause of mechanical or electrical troubles in the working vessels andestablish a proper restore/repair plan. Take precautions to prevent troubles on working vessels. Handle operational issues, repairs, and/or modifications to Cable laying Vessel fleet.
• Liaise and coordinate with various stakeholders, Vessel master’s shipyard and vendors to schedule repairs and maintenance needed for the operations.
• Prepare proposals for docking requirements and specifications. Check and ensure that spare parts inventory management and condition are sufficient to support repair and maintenance schedules.
