• Responsible for all aspect of safety management of assigned vessels, including the crew members, ship conditions and services

Principal Responsibilities

Qualifications/Requirements

• You will be responsible for the overall management and technical operations of our fleet. This includes overseeing the daily operations of maintenance and repair, budgeting, survey schedules, on-board general assessment of vessels, inspections and docking, etc.
• Ensure the assigned vessels are technically operational or otherwise managed accordingly to the management agreement requirement
• Liaise with customers on technical and operational matters including vessel performance, etc.
• Attend to vessel dry docking, repairs and survey when requires and determine repair specifications for dry docking and maintenance.
• Provide and compile documented reports upon completion of dry docking, including summaries of work performed, operational budgets and actual expenditures.
• Identify and source for technical and operational supplies required for the vessels and ensure the rates are most economical.
• Ensure that all copies of statutory, solas and equipment certificates (life raft, compasses, etc) are properly maintained and documented
• Provide technical assistance and advice to ships both at home port and overseas.
• Perform evaluation for dry docking, repair quotes and selection of shipyards for repair works, ship maintenance etc.
• Perform monthly review of logs processes and attend to vessel inspections
• Monitor technical status of vessel with relation to class cert and survey
• Supervise contractors’ repair/maintenance of vessels
• Perform budgeting and cost control measures on ship spares and docking requirements
• Perform technical compliance audits and investigation on defects/failures on a regular scheduled basis to ensure conformance
• Work closely with the HSE Management team to ensure smooth and successful implementation of QHSE system and policies for the Division
• Perform systematic review of recommended codes, guidelines and standards and ensure compliance with Quality & Safety Management standards
• Ensure and maintain vessels’ zero loss time accident record and to report all vessel incidents, near Misses to prevent and eliminate potential incidents.
• Undertake any other Technical related assignments as and when required.

Requirements:

• Min Diploma in Mechanical Engineering with at min 5-8 yrs relevant experience in similar position
• Possess relevant sea-going work experience as Chief Engineer/Marine Engineer with minimum class 2 certification or equivalent with in experience in AHTS, Offshore Supply/Offshore tug/ Dive Support vessels. Those with DP vessel experience will be highly advantageous.
• Possess good organisational and communication skills and hands-on.
• Independent and resourceful. Able to work under pressure to meet deadline
• Analytical and highly proactive in technical trouble shooting and problem solving
• Familiarity with ISM / ISPS is a must
• Able to conduct effective stand-up training for vessel crews
• Ability to travel within short notice as required

Key Responsibilities:

• Prepare and issue relevant technical publications and guidance to share knowledge and insights with ISCA members and the accountancy profession at large.
• Lead/Provide secretariat support to relevant technical committees. Plan and execute initiatives/projects under these committees.
• Monitor international standards-setting and local regulatory developments, assess their impact on the local accountancy profession and submit views to the international standard-setting bodies and local regulators.

1. To assist in the overall management and technical operations of the Marine Fleet that includes the preparation, review and management of all technical documentation, vessel certificates, maintenance records, compliance records and etc.
2. Providing the necessary administrative support and coordination for any vessel inspections, repairs and docking works.
3. Assist in liaising with customers on technical and operational matters that inclusive of vessel performance, etc.
4. Attending to vessel docking, repairs and surveys when requires and carry out supervision on any contractors' repair / maintenance works on board the vessel.
5. Monitoring the technical status of vessel in term of Class certificates and surveys and ensure that all statutory certificates, equipment certificates, etc, are properly maintained, documented and up to date.
6. To identify and source for technical anoperational supplies required for the vessel/s need. Coordinate with the suppliers for timely delivery to the vessels.
7. Monitoring and controlling of the vessels consumables to prevent unnecessary wastage.
8. To keep track of the vessels LSA, FFA, cargo hoses registry, lifting gears registry and PPE of all shipboard personnel.
9. Appointed as safety committee member to carry out tool-box meeting for all the vessels and attend to vessel inspections.
10. To work closely with the HSE team to ensure the smooth implementation and compliance of company's safety and quality standards.
11. To assist in investigating any defects / failures occurred and reporting all vessel incidents, near misses to prevent and eliminate any potential incidents.
12. To assist in maintaining crew records that inclusive certifications, training, medical checks and coordinating in crew changes.
13. To undertake any other technical related tasks and assignments as and when required.

Role:

• Oversee vessel operational expenses, including repairs, maintenance, and survey/certification requirements.
• Ensure vessels are fully fit and seaworthy for trading.
• Ensure vessels comply with class, statutory requirements, regulations, and charterer/client requirements.
• Prepare yearly budget requirements for each vessel, seek approvals, and make revisions.
• Monitor and manage vessel Planned Maintenance with Chief Engineers and Chief Officers.
• Analyze technical matters and provide feedback.
• Conduct onboard technical reviews/vessel inspections every 6 months, report to management, and follow up on corrective actions.
• Contribute to QHSE matters in line with the Company’s policy.

Requirements:

• Minimum 3 years of experience in the marine industry with exposure to technical superintendent tasks.
• Diploma/Degree in Marine Engineering or equivalent.
• Preferably experience in the Offshore Support Vessel Industry.
• Proficient in MS Word, Excel & PowerPoint.
• Willingness to travel and visit ships in the Southeast East Asia (SEA) Region.
