The Resident Engineer shall be the Customer’s main point of contact on site in relation to the Long-Term Service Agreement (LTSA) and shall act as a technical representative in relation to operation and maintenance of the Gas Turbine Combined Cycle (GTCC) Power Plant located in Jurong Island
About the role:
The Resident Engineer shall act as the Customer’s interface for the flow of information to and from and report to the Singapore office and Service Engineering Head Office . Such activities include but are not limited to:
• Establishing and maintaining good working relationships with the Customer, ensuring that the customer’s issues and requirements are clearly understood and addressed in an
effective and timely manner.
• Responding to and resolving Customer and internal stakeholder technical requests concerning relevant operation and maintenance matters of the GTCC Power Plant, making use of
product technical knowledge, mechanical know-how of system components, and analytical skills while adhering to sound engineering principles, standards, practices and procedures.
• Communicating with and supporting the Customer to act on Technical Information notices to improve or upgrade the plant.
• Proactively identifying potential failures, assessing and controlling operational risks on the Power Train with support from the 24/7 remote monitoring hub and expert support
• Proactively advising and assisting the Customer in planning, coordination with MPW for the execution of relevant inspection and maintenance activities.
• Analysing, tracking and reporting monthly Reliability, Availability, and Maintainability (RAM) data and relevant KPIs for the LTSA, for the purposes of invoicing and for monitoring performance.
Responsibilities:
The Resident Engineer shall be responsible for coordinating all maintenance activities provided by MPW under the LTSA, including but not limited to:
- Collaborating with and supporting the technical communications between the Customer, various MPW group resources (E.g. LTSA Program Manager, Technical Advisors dispatched by MPW, Field Services, Engineering) and Local Vendors (E.g. Labour, Onsite Machining, Workshop and other Third Party Services) during each Planned or Unplanned Maintenance.
- Presenting and discussing with the Customer the scope and planning of Planned/ Unplanned Maintenance
- Actively contributing to maintenance planning meetings, pre-outage and post-outage meetings between the Customer and MPW, confirming repair status with Repair Facilities.
- Conducting fact-finding and communicating failure data between the Customer and MPW
- Investigating various operational problems on the Power Train and Auxiliary systems, which involve analyzing operational, mechanical, instrumentation, control aspects, and suggesting necessary actions to minimize operational risks.
- Leading or supporting root cause analysis to determine the original cause of failures that led to plant trips or unplanned maintenance.
- Previous site work experience in Long Term Service Agreements, plant commissioning, field service, and/or maintenance and overhaul of GTCC power plants or industrial plants rotating equipment is preferable
Required Skills:
- Diploma/Degree in a relevant engineering or technical field
- 8 years of proven related work experience, preferably in the Power or Process Industries.
- Technical knowledge in GTCC operations, maintenance and troubleshooting.
- Experience of Instrumentation and Control Engineering
- Strong troubleshooting skills, supported by expertise in mechanical systems and components, instrumentation, controls, and plant operational aspects.
- Able to develop and write clear and concise technical instructions, procedures, reports, specifications and recommendations.
- Good Knowledge of MS Office software (Word, Excel & PowerPoint)
