• Responsible for the recruitment process right from the requisition stage to advertisement, interviewing, hiring and onboarding.

• Responsible for administrate the Human Resource Management System (HRMS) functions in system operation, evaluation and maintenance.

• Adhere to department needs by developing & implementing high quality Talent Management and Organization Development solutions that substantially enhance organizational and people capabilities and drive achievement of business goals and strategic objectives

• Translating and implementing the departments business plans in the form of a HR strategy; to act as a liaison between the department and other HR services


Duties and Responsibilities:

1. Source for potential candidate against job requirements via diverse sourcing channels i.e. internet, advertisement and employee referrals.

2. Conduct phone screening and gather information of their education, experience, job capability, availability and salary range.

3. Communicate with hiring manager on identifying basic qualification of applicant.

4. Work with hiring agency and headhunters to fill open position.

5. Manage with internal referral program to identify qualified talents & candidate.

6. Identify & develop a pool of qualified candidates in advance of need.

7. Schedule and ensure the participation of both interviewer and interviewee.

8. Receive the candidate at the front office and circulate the interview assessment form before interview.

9. Follow up with the hiring managers on the status and feedback of candidate after interview.

10. Record keeping throughout sourcing to hiring phases.

11. Prepare and forward invitation for interview to candidate.

12. Analyze and resolve functional problems and assess user needs on all supported HR systems.

13. Perform routine system maintenance and upgrade, data audit.

14. Ensure the accuracy and integrity of data input and assures the effectiveness of the system.

15. Analyze HR data i.e. attrition, exit interviews, employee relations, and/or benefits data

16. Supporting regional HRMS team by provide administrative and operational duties.

17. Assist in HR administration duties from review, update and completeness in filing.

18. Assist in Talent Management & Retention processes in building the organization capabilities.

19. Compliance to all CoC, due diligence, HR Governance & corporate compliance requirement

20. Assist in payroll matters as and when required.

21. Perform other duties that maybe required from time to time.


Major Accountabilities: Strategy & Planning

• Work closely with Department Head/Leadership team and support with the implementation of the business plan, highlighting potential HR-related business opportunities or weaknesses.

• Support in the operational conversion of the strategic goals.

• Proactively build and establish strong relationship with all departments as well as the extended HR community to understand their needs, requirements and challenges.

• Support and execute tactical workforce planning in alignment with the departments Business plan.

• Support the annual budget planning discussions.

• Provide change management support in transformation and restructuring efforts in accordance with Company’s direction.

• Ensure recruiting and retention of the right talent for key positions at predefined level within the department

Monitoring & Control

• Contribute to personnel cost planning, performing periodic cost and productivity analyses to support Finance and the department in maintaining workforce budgets.

• Ensure adherence to relevant labor and employment law.

• Help coordinate procedure and technology solutions to improve data management.

• Ensure compliance with legal framework, Code of Conduct, etc.

• Participate in, or lead, HR Projects.

• Ensure execution and adherence to HR governance, practices and policies, and be the department expert on all administrative practices and policies.

• Compile specified HR Key Performance Indicator (KPI) data and format for reporting.

• Conduct bi-annual HR Audit to ensure compliance and corporate governance People & Organization

• Advise line managers on effective performance management and resourcing decisions; drive Organizational Talent Review (OTR), succession planning and talent management for predefined population, in close cooperation with the respective department heads

• Support line managers in all coaching, mentoring and personal development within their teams

• Ensure effective training and development for all Personnel, following learning priorities and guidelines defined by Corporate and act as channel to communicate learning needs to appropriate departments.

• Support cultural change and foster diversity and inclusion within the organization

• Supports internal communication, especially around HR-sensitive issues (values, advancement, motivation etc)

• Lead, design, develop, pilot and monitor organization-wide processes and initiatives, aimed at building organizational capability (e.g. OTR, career pathways)

• Consult HR Director on developing strategies, leadership, culture, structures and employee motivation, on managing change and acquisitions and bringing innovative ideas and solutions

• Contribute to building capability and readiness of the line management and HR organization in change management skills, experience and expertise


Strategy & Planning:

• Effectiveness of staffing function: Vacancies filled per month, quarter, per annum meeting hiring targets

• Time to hire aligned to benchmark targets for recruitment process

• Cost per hire aligned to benchmark targets for hires


Monitoring & Control:

• Consistently error-free reporting and data analysis

• Quality of talent assessments / OTR contribution

• Additional KPIs according to individual project assignments

People and Organization:

• Compliance with performance management policies, ensuring that appropriate tools and systems are in place

• Employee retention rate across key roles and segments

• Employee diversity: racial, ethnic, gender, intellectual, etc


Requirements:

Min Degree in any discipline

Prior HR Experience in Talent Acquisition and HR Operations will be preferred
