Reporting to the Assistant Director, HR & Admin, Candidate is required of the following:
Responsibilities:
- Lead, manage, and supervise the payroll team.
- Stay informed about and understand new legislation affecting payroll.
- Oversee the complete payroll process for over 700 employees, including monthly payroll, overtime processing, bonuses, bank uploads, CPF submissions, IR21 and IR8A submissions, and resolving any payroll errors.
- Ensure payroll is processed accurately and on time.
- Prepare monthly payroll-related journal entries, reports, salary reconciliations, and other periodic payroll reports.
- Ensure payroll payments comply with local statutory guidelines and company policies.
- Ensure timely submission of IR8A and IR21 tax clearances, government-paid claims, NS make-up claims, etc.
- Prepare payroll data and templates for annual budgeting and forecasting.
- Participate in the review, testing, and implementation of HRIS upgrades, integration, and process improvement projects.
- Direct the payroll team's workload to meet deadlines.
- Review and adhere to company policies and procedures.
- Monitor the accurate processing of staff appointments, transfers, promotions, and terminations.
- Assist in coordinating the annual increment/bonus process.
- Coordinate with HR to verify payroll information.
- Provide advice and support to employees on payroll-related queries.
- Review payroll policies and update procedures as needed.
- Oversee the preparation of payroll-related documents.
- Organize current employee data systems.
- Ensure all payroll information and records comply with statutory requirements and support internal and external audits.
- Assist with auditor queries, forms, and government surveys related to payroll.
- Manage the performance of payroll staff to foster growth within the team.
Requirements:
- Diploma or degree with 5 years of payroll experience.
- Strong process management knowledge.
- Excellent time management and delegation abilities.
- Exceptional leadership and organizational skills.
- Capable of working in a fast-paced environment and handling multiple tasks.
- Strong interpersonal communication skills across all levels.
- Proficient in Microsoft Office and Timesoft.
- Highly motivated, skilled in people management, meticulous, team-oriented, organized, and proactive.
- Accurate documentation skills and attention to detail.
