Organizational Identity:

Formerly known as Bukit Ho Swee Family Service Centre, South Central Community Family Service Centre (SCC) provides support to the low-income and vulnerable families in our community. While giving support to families who seek help in financial, social or relationship issues, we encourage community self-help and cooperation. Taking an inclusive approach, we leverage on the community to activate mutual help through social connections and inclusiveness with the aim of empowering the low-income and vulnerable families while developing the full potential of the next generation for transformative change.

At SCC we believe that:

  • This community can be a place where there is mutual support, encouragement, and self-help.

SCC set up the Housing, Livelihood and Education verticals in 2021 to accelerate transformation for families in public rental housing through housing, employment, and education. We hope to enable social mobility and empower families to overcome the entrapments of poverty. We are inspired to reframe old problems, seek new solutions, and challenge existing imaginations on what social services can do to address poverty meaningfully and make possible social mobility.

About The Role:

We are growing our team and we are looking for passionate individuals who identify with our mission and cause and are willing to commit to this journey with our community members.

KeyStart Home Ownership Programme is dedicated to assisting families with children in rental communities aspiring to own homes. We aim to transform lives by providing stable, adequate, and conducive housing through financial support, housing case work, and transitional support. The KeyStart Specialist serves the families in multiple ways – as a community worker, offering housing guidance, and coordinating all efforts to help families achieve home ownership.

Good Livelihood Programme is an employment and livelihood support program aimed at helping families progress in their careers and increase their employment income. We collaborate with community members to define and achieve their vision of good jobs, equipping them with the necessary mindsets, skills, and support to sustain and advance in their careers. The Livelihood Specialist support families to not only find good jobs that are suited for their aspirations, strengths, and life circumstances; but to provide the required support and resources to enable them to succeed and sustain in these jobs. The work with families will include implementing interventions to: enhance job readiness, enhance access to training and upskilling, bridging to relevant resources who can support with job matching and placement, and enable employment sustainability or income enhancement.

Job Responsibilities:

  1. Programme Development and Implementation: Assist in the development and enhancement of the programmes to address the needs of target beneficiaries and support the implementation of the programmes, such as enrolling members into the respective programmes where relevant and conducting the necessary activities e.g. administering the Basic Habitation support, seeking approval for internal grants such as Access Fund Grant, Basic Habitation Grant, Livelihood Grants.
  2. Home Ownership / Livelihood Assessment, Guidance and Casework: Conduct comprehensive assessments of families’ home ownership / livelihood needs and challenges. Provide home ownership-related / livelihood-related guidance and education to empower families with the knowledge and skills to achieve home ownership / good livelihood. This includes developing action plans, setting goals, and monitoring progress towards achieving home ownership / good livelihood.
  3. Partnerships & Stakeholder Management: Cultivate and maintain relationships with government agencies, community partners, and other strategic partners to foster collaboration, resource sharing, and advocacy. Connect families with relevant resources, government assistance programs, and community support service, and work closely with partners, to address the needs of families to enable poverty transformation.
  4. Advocacy: Advocating with families to key stakeholders including government agencies, or to other ecosystem partners. This requires being knowledgeable about our public housing/employment ecosystem and policies and having the determination to find ways to overcome systemic barriers that families face in their home ownership/livelihood journey.
  5. Data Management: Maintain accurate and confidential family records, documenting progress, interventions, and outcomes.

Requirements:

  • Passionate about the cause of transforming lives of community members from low-income backgrounds through home ownership and livelihood, matched with a heart for the work and a commitment to journey with these community members.
  • Preferably 2 years’ experience in social services or community work or employment support and related roles. *Experience working with community members from low-income backgrounds is a bonus.
  • Independent, self-directed, and reflexive worker and learner who is passionate about poverty, inequality, and personal growth.
  • Good intrapersonal skills with the communication abilities and confidence to be able to empathetically engage with people from all walks of life, with different personalities, backgrounds, and histories.
  • Able to operate effectively in a dynamic and fluid work environment which will require you to change directions quickly to respond to realities on the ground, and to continually evolve our work to best serve community members.
  • Committed to working on 1-2 weekday evenings per week within a 44-hours work week.
