M&E Manager (Mechanical, Electrical & ACMV)

Job Description

  • Manage and supervise the M&E team (Technical Officers and Technicians), and work with FM teams, security teams and carpark teams, in carrying out duties as specified herein
  • Coach and train his technical team so that they are familiarised and well informed
    of the requirements of the contract
  • Manage all technical staff, including direct contractors or parties engaged for the Facility Management Services in various specific disciplines
  • Oversee and effectively maintain the M&E systems. Install, resolve, repair, trouble-shoot and analyse faults speedily and recommend holistic, sustainable and cost-effective solutions to the client
  • Ensure all projects, preventive maintenance works and SOPs are carried out timely and according to planned schedule as per the agreed Response, Delivery and Completion Time as stated in the Contract
  • Support and coordinate all projects related to M&E and facilities
  • Conduct monthly meetings and submit routine reports (daily, weekly, monthly) to Client, including all key personnel on the FM Operations requirements of this Contract
  • Conduct regular sub-meetings with subcontractors/stakeholders with minutes-taking
  • Attend to site show rounds by external visitors
  • Communicate with the equipment vendor/s at a technical and professional manner so that equipment faults escalation can be resolved within the shortest possible time
  • Responsible in preparing tender specification & post contract and renovation projects
  • Provide relevant tradesmen and qualified person in energy monitoring, energy efficiency drive in accordance to local authority initiatives and/or requirements, including the submission to authority on energy monitoring (e.g., analysis, energy scorecard, Heat Balance - Operating System Efficiency (OSE) submission, etc.)
  • To form part of the Water Management Team and assist Client to formulate energy policy and water conservation objectives and thus establish Water Management System in accordance to latest revision of SS 557 on Water Efficiency Management Systems
  • To continuously trend, record, measure, analyse and monitor the energy and water usage for all the major building systems and end use in accordance to latest guidelines by Green Mark, BCA, NEA and other authorities or based on industry best practices
  • To be responsible to track and chart the Energy efficiency (e.g., Energy Efficiency Indices, kW/TR) of the M&E and Specialist System such as air conditioning system on a regular/continuous basis (e.g., monthly, yearly)
  • To monitor and analyse the monthly electricity and water usage patterns / profiles to identify any significant variance and alert RP and investigate the cause of any significant variance in usage patterns / profiles
  • To record and tabulate energy usage patterns / profiles be generated for monitoring and comparison purposes. Electricity and water usage data shall be kept separately
  • To submit annual energy and water conservation proposals for Client’s considerations. Assist Client to evaluate as independent technical expert if proposal is by other vendors and recommend to Client on its viability. The energy and water conservation proposal shall be
    based on fundamental principles of reducing wastage, optimising usage, process improvements and efficient technological approach
  • To collect, collate and prepare submission data/ documents as required by various government agencies including but not limited to BCA, PUB, MOE and NEA for the following submissions: BESS, Periodic Energy Audit, WEMP, PSTLES 2.0 and NEA Environmental Scorecard
  • To compile and produce an annual Sustainability Report on Energy and Water End Use for Client. All the activities, framework, projects and approach taken to address the energy and water sustainability needs to be reported. The content of the Sustainability Report needs to be presented and approved and so prior to issuance of such report
  • Undertake any other related duties stipulated

Requirements :

  • Degree holder in Mechanical Engineering, Electrical Engineering, ACMV or its equivalent with 7 years of relevant working experience; OR
  • Diploma holder in in Mechanical Engineering, Electrical Engineering, ACMV or its equivalent with 10 years of relevant working experience
  • Accreditation/certification of either a trained Green Mark Accredited Professional/Manager (GMAP/GMM) and/or a Singapore Certified Energy Manager (SCEM) or equivalent
  • Possess strong analytical and organizational skills with the ability to work independently and willing to go extra mile to reach challenging goals within very tight timelines.
  • Good communication skills in both verbal and written.
  • Proficiency in MS Office.
  • Ability to work under pressure in a complex environment.
  • Leadership ability
