Job Description
- Oversees & drive the planning, development and management of infrastructure and facility services, and the safety, security and emergency preparedness for various buildings and sector entities.
- Provide leadership in contracts management and administration in the areas of facilities management and maintenance of building(s) to ensure that they are well maintained and kept in a good and safe state for all to use.
- Responsible for procurement of consultants, contractors, term contractors and other service providers including tender documentation, evaluation and report writing.
- Provide technical advice for major upgrading and construction projects.
- Liaise with various stakeholders on project status.
- Monitor & track managing agent’s performance according to agreed Key Performance Indicators to ensure efficiency and effectiveness.
- Prepare preventive maintenance program annually and ensure safe and optimal use ofcommon spaces.
- Plan, drive and initiate sustainability, work health & safety programs to ensure clean air& water, enhance energy efficiency and reduce waste to ensure sustainability of resources.
- Work closely with users, vendors, service providers, etc on A&A works, upgrading projects, repair and preventive maintenance works for structures, electrical systems,water features and equipment. Liaise with various stakeholders on project status.
- Management of budget and procurement for maintenance, repairs and replacement works.
- Prepare, review, and manage annual budget and contracts for maintenance, repairs and improvement works.
- Manage tender/procurement process from publication to evaluation to award of contract especially via GeBIZ platforms. Ensure cost effectiveness and procurement procedures are complied with fully.
- Oversee and monitor Managing Agent works, conduct periodical survey and analysis to ensure work performed in accordance with KPIs.
- Plan, drive and manage the provision and allocation of office workspace to maintain asafe, optimal and conducive environment. Advising tenants on safe storage practices.
Job Requirement
- Candidate must possess at least a degree, preferably in Real Estate, Property or Facilities Management, Architecture or Engineering related fields. A certificated Green Mark manager will be an added advantage.
- Working experience in space planning, built environment, building maintenance/facilities management is preferred.
- Proven record of accomplishment in managing projects from planning to designing to implementation.
- Possess good understanding of facilities/estate management matters.
- Excellent verbal and written communication skills, with the ability to express complex issues and ideas simply and logically to internal and external stakeholders.
- Adopt an analytical, methodical, innovative, and creative approach to problem solving, able to make sound judgement calls on daily operational matters.
