Duties
· To provide full time supervision and inspection, monitoring, measuring and controlling Site
activities and overall progress to ensure Works carried out by the Contractor are according
to contract specifications, approved plans, materials and schedule, in compliance with
statutory requirements, specifications, standards and codes, and workplace safety and
health requirements;
· Understand completely all the work activities, key hazards, mitigation measures, safety
measures etc. of the Project.
· Round the clock site supervision of pipe jacking works based on Contractor’s work schedule;
· Daily work site inspection for compliance with Workplace Safety and Health (WSH) act,
subsidiary legislation and the Company safety procedure and compliance with relevant LTA
Codes of Practice for works in public roads and compliance with all Authorities’
requirements;
· To monitor and record the critical parameters and monitoring points in the checklist provided,
against the limits/tolerances of the design, on a daily basis as part of daily reporting
· Supervise closely all high-risk activities as specified under WSH act and subsidiary
legislation, live gas works such as hot-tapping, line-stopping, tie-in, pigging, pipe-jacking and
commissioning done on site;
· Witness and certify all shop fabrication/ testing, pre-works, qualifying works, commissioning
etc. of mechanical, electrical and instrumentation & control works installed at shop and Site.
· Supervise issuance of pipes including tracking issuance of pipes to the Contractors and
keeping records of pipe inventory at the Company’s pipe yard;
· Supervising, inspecting, QA/QC and measuring the works including the materials and
equipment delivered to the Site, until taking over by the Company;
· Issue Site instructions on behalf of the Company if such are necessitated by constructional
requirements, affecting the safety of the Works and Site operations;
· Report any incidents or accidents on site to the Company within 5 minutes of the occurrence
with information such as, location, parties involved, and extent of injury or damage caused
by the accident.
· To assist to prepare a full report of the incident within 24 hours of its occurrence at the
Company’s request.
· Report to Company’s Technical Officer on site progress.
· Diligently upload Progress photos through Whatsapp chat group at least not more than 45min of any changes in the construction sequences.
· Diligently conduct Checklist activities and record the findings.
· To provide daily timesheets with Company (SPPG)’s Technical Officer (TO) endorsement
within 48 hours after actual work done. Submission via email to Project Engineer and cc Project Manager (PM).
· To provide daily reports within 48 hours after actual work done. Submission via email to Project Engineer and cc Project Manager.
· To provide feedback if Contractor’s RE/RTO is absence from site inspection or did not perform their role as they should. Please refer to attached guide book for site supervision
plan to be undertaken by Contractor’s RE/RTO.
· For site technical advice, in case RTO not getting direct Whatsapp message response from
Project Engineer within 15 minutes, he should make phone call to the Project Engineer, if not getting answer he shall escalate it by calling Project Manager, Project Director and Other Project Engineers/ HSE Officer until getting response to address the situations.
· For urgent matters, RTO shall immediately call Project Manager and Project Engineer to update on the situations.
