Manager, Rail Operations Innovation

Primary Objectives of Position


The primary function of the jobholder is to collaboratively build the vision, strategies, plans and programmes of the innovation and digital transformation in rail operations and customer experience. This includes cultivating and catalysing innovation within the company, as well as with our community of partners and stakeholders in the rail industry, community and society by establishing a supportive environment that fosters collaboration, out-of-the-box thinking and encourage experimentation.


Through the SBS Transit Mobility Innovation Centre (MINNOVA), the jobholder will be a key proponent in promoting open innovation and collaborative partnerships with startup-ups, academics, technology partners, government and community stakeholders as part of cultivating a rail innovation ecosystem that interconnects with partners' ecosystems.


The jobholder will develop and drive the associated innovation roadmaps aligned with all sections of the rail ops and customer experience domains, including development of solution architecture for Smart Rail Concept series such as Smart Station, Smart Train, Smart Control and Smart Depot.

In addition, the jobholder is to assist the Head of Rail Ops Innovation in driving the innovation projects and programmes under MINNOVA


Major Responsibilities


The jobholder is expected to strategise, drive and implement the SBS Transit rail innovation and digital transformation plans and programmes, including manage the SBS Transit Mobility Innovation Centre (MINNOVA). Major roles and responsibilities include:

  • Collaboratively build the vision for innovation and digital transformation in rail operations and customer experience to provide guidance, encourage innovative thinking and strategies;
  • Collaboratively develop the innovation strategy and the associated roadmaps aligned with all sections of the rail ops and customer experience domains, including development of solution architecture for Smart Rail Concept series such as Smart Station, Smart Train, Smart Control and Smart Depot;
  • Drive mindset and culture change: support and drive the digital and soft skills development roadmap, improve awareness and proficiency through the design & run of workshops, foster agile ways of working;
  • Identify new collaborative projects opportunities through partnership development, technology watch, process and operations analysis;
  • Promote open innovation and collaborative partnerships with startup-ups, academics, technology partners, government and community stakeholders as part of cultivating a rail innovation ecosystem that interconnects with partners' ecosystems;
  • Promote business mindset related to the digital projects, and productising and systematizing value;
  • Position MINNOVA to serve as a hub for learning, networking and collaboration amongst government agencies, industry experts, academia, start-ups, social service agencies and other stakeholders, leading to co-innovation of novel mobility solutions to meet Singapore’s current challenges and emerging opportunities whilst advancing the local transport industry and enhancing its attractiveness;

Develop strategies, plans and programmes for MINNOVA focussing on 4 aspects:

  • Service Performance - Encourage research and development of mobility solutions that deliver reliable, efficient, seamless and demand-responsive journeys for commuters through systems thinking and data-driven approaches as hallmarks of operational excellence and reliability.
  • Customer Experience – Enable positive, inclusive and seamless journeys of our commuters through smart mobility concepts and technologies. This includes exploiting real-time and data-driven approaches to inform and empower commuters in planning their journeys with efficiency, convenience, sustainability and accessibility in mind.
  • Safety and Security – Emphasise the development of technologies that enhance the safety and security of commuter and transport workers. This includes innovations that exploit 4IR technologies such as data/video analytics, AI and smart wearables that enable proactive detection, pervasive tracking and persistent monitoring capabilities.
  • Sustainability – Reimagine and improve the mobility experience through the integration of multiple transport sectors, including car/bike sharing and walking as part of embracing a car-lite Singapore. Further efforts to reduce environmental impacts and promoting sustainable urban mobility include pursuing green mobility solutions enabled by data-driven and demand responsive concepts and technologies.
  • In collaboration with LTA and key partners, implement mobility innovation and design challenges for youths, IHL students and start-ups to create awareness, collect new ideas and nurture young talent for the transport industry;
  • Cultivate the rail innovation ecosystem through collaborative partnerships to be a vibrant, flourishing and growing ecosystem that offers reach and access at a global scale to innovative solutions, new technology, methods, knowledge, training, innovation labs/centres and sandboxes;

Be the secretariat for the MINNOVA advisory panel comprising representatives from SBS Transit, SOR, LTA, industry partners and stakeholders that will set and guide the strategic objectives, and technology and social directions of MINNOVA


Secondary Responsibilities

As and when to take new assignments directed by the management.


Job Specifications

Minimum Education / Qualifications

  • Degree holder with 4 years holding a management/relevant position preferably

Minimum Years of Relevant Experience

  • Experience in project management preferably in public transport / railway operations or related industries, and 4 years working experience at a management level.

Knowledge/Skills

  • Possess sound knowledge on business and technology development, project management, building collaborative partnerships, organizational and communication skills
