We are seeking an experienced Learning and Development Executive to fill a maternity cover position for 6 months. Reporting to Head of HR, the Executive for Learning and Development leads the training and development initiatives within DPH. The incumbent assists the Head of HR in designing, implementing, and evaluating learning programs to enhance employee skills, performance, and organisational effectiveness.
Job Description
- Assist in the talent acquisition process by updating job descriptions, posting vacancies online, scheduling interviews, and conducting background/reference checks.
- Prepare offer letters, coordinate new-employee onboarding programs, and announce new hires.
- Manage work pass applications, renewals, cancellations, and related administrative tasks.
- Support training and development initiatives by sourcing training providers and relevant programs.
- Coordinate and track all internal and external training activities.
- Assist in evaluating training effectiveness, manage training administration duties, and maintain training records.
- Engage with government authorities for relevant funding, grants, and support initiatives.
- Compile training reports and statistics.
- Address employees’ queries on various HR-related matters.
- Participate in statutory and ad-hoc surveys.
- Assist with HR-related audits.
- Contribute to employee engagement activities.
- Undertake other ad-hoc duties and projects as assigned by management.
Requirements
- Bachelor’s degree in Human Resources, Business Administration, or related field (or equivalent experience).
- Minimum 3 years of experience in HR roles preferably in learning and development. Experienced in recruitment would be advantageous.
- Strong knowledge of HR practices, policies, and employment laws.
- Excellent communication and interpersonal skills.
- Proven problem-solving and decision-making skills.
- Ability to handle sensitive and confidential information with discretion.
- Proficient in HRIS and MS Office Suite (Word, Excel, PowerPoint).
