General Responsibilities
- The ideal candidate will be the point of contact with project disciplines, Class and Flag state representatives and surveyors while executing Regulatory Compliance Matrix (Class & Flag).
- Reports functionally to Project Regulatory Compliance Manager and provide coverage during absence.
- Liaise with Regulatory Compliance Specialist(s) in the management of the local regulatory compliance and permitting requirement.
- Assist Company Regulatory Compliance Manager.
Key Duties & Responsibilities:
- Review contract document and applicable Class and Flag requirement.
- Establish FPSO Classification scope of work, and scope of work of regulatory consultant (as applicable)
- Establish and maintain applicable Class Rules and Flag Requirement Library
- Formulate and execute Regulatory Compliance Matrix (Class and Flag)
- Interface with project disciplines and departments to fulfil Class requirement
- Manage and fulfill Class document review requirement
- Manage Class document review cycles to avoid VOs
- Effect Change of FPSO ownership, Transfer of Class and Change of Flag, as applicable
- Interface with Class representatives from donor vessel reactivation to FPSO Sail-away
- Communicate and support regulatory action owners to ensure awareness of responsibilities
- Identify and evaluate high-impact Class comments for possible impact and alternatives
- Assign responsible action owner for each Open Class comment
- Conduct regular workshops with Class and project disciplines to address open technical comments
- Interface with project department reps and Class surveyors to address Class Site Punches
- Liaise with Class Vendor Coordinator to monitor equipment and modules' certification status
- Formulate and record Flag state exemption applications and Class Rule deviation applications
- Champion closure of Class and authorities’ Technical and Survey comments
- Initiate preparation of Class-required Manuals and Plans as per Regulatory Compliance matrix
- Manage Class service delivery and ensure Class Deliverables in accordance to Class Scope of Work
- Maintain FPSO Certificates, Register and Records for hand-over to Operations Departments
Qualifications/Requirements:
- Bachelor’s Degree in Maritime/ Engineering
- Min 2 years direct experience with Class Rules and Flag statutory requirement (experienced in DNV or ABS projects will be a plus)
- Must have experience in Experience with FPSO Classification process and requirement
- Willing to take on long-term assignment in shipyard (China, Dubai, Singapore)
- Experience on conversion and redeployment projects will be advantaged
- Experience with Class and Statutory certification or International Codes and Standards and independent verification
