Assistant Manager / Manager (Curricula Development and Pedagogy)

Singapore Environment Institute (SEI) is the training and knowledge division of the National Environment Agency (NEA). It is responsible for delivering in-house technical training and building of environmental knowledge among staff to build a relevant, resourceful and resilient NEA workforce. SEI also supports capability building and Continuing Education and Training needs within the local environmental services industry through its industry programmes with institutes of higher learning. In addition, the Institute actively participates in capacity building of identified countries via training and workshops catering to selected government officials.

As Assistant Manager/Manager (Curricula Development & Pedagogy) in the Centre for Environmental Training (CET) under SEI, you will work closely with NEA’s subject matter experts, industry stakeholders and institutes of higher learning in the design and development of courses for NEA-licensed industries. These industry courses are aimed at equipping the environmental services industry workforce with essential skills sets to deliver higher service standards to achieve NEA’s mission to sustain a clean and liveable environment in Singapore.

You will be supporting NEA departments in the development of curriculum with external training providers and undertake the review of existing regulated industry courses to safeguard training quality and standards, as well as support the team in the conduct of training courses and programmes to develop the environmental capabilities and operational capacity of NEA officers.

This role will require you to adopt new learning solutions and digital tools to ensure the quality and effective delivery of training programmes. With the implementation of training programmes, you will also handle short written communications to disseminate course information as well as post-course write-ups.




Your key responsibilities include the following:

  • Establishing and maintaining a systematic process for developing, evaluating, and assessing curricula in collaboration with stakeholders to ensure that regulated industry courses meet NEA’s requirements and intended learning objectives.
  • Conducting market research on relevant environmental and sustainability training courses to identify and address competency gaps within the NEA workforce and industry audience.
  • Sourcing and engaging suitable and qualified training providers (IHLs and private) to deliver identified training programmes.
  • Conducting regular reviews of curricula with NEA departments and stakeholders to update training content and ensure the relevance of industry programmes.
  • Planning and managing communication and engagement activities with stakeholders.
  • Conducting post-course After-Action Reviews (AAR) to refine course curriculum, trainer effectiveness, and pedagogical approaches to maintain the quality and standards of training delivery.
  • Researching and leveraging various learning methodologies, solutions, and tools to continuously improve the effectiveness of NEA's programmes.
  • Collaborating with knowledge institutions and training partners to plan, develop, and implement accredited skills programmes for capacity building within the environmental workforce industries.
  • Maintaining systematic documentation of materials related to curricula development, training materials, AAR reports, trainer and course evaluation surveys for audit purposes, and ensuring compliance with internal SOPs and ISO requirements.
  • Facilitating the conduct of in-house programmes (e.g. FORTE) for NEA workforce, including deploying new learning solutions to enhance the effective delivery of training programmes.
  • Facilitating the conduct and implementation of Learning Friday Initiatives to promote vertical learning among NEA officers.
  • Participating and contributing to cross-departmental or divisional assignments and projects as required.
  • Working with stakeholders to facilitate the curation of application-based/constructive alignment assessments to evaluate the proficiency of NEA staff.
  • Facilitating the mapping of relevant courses to the Learning Intervention Matrix.
  • Performing secretariat duties for various meetings and approval platforms.


Job Requirements:

  • At least 1-2 years of prior experience in a training-related role or relevant industry domain, e.g. environmental management, environmental engineering or public health.
  • A reasonable understanding of issues in adult learning, curriculum development and learning design. Certification in ACTA/ACLP or similar qualification will be an added advantage.
  • Proficiency in use of virtual conferencing platforms (e.g. Microsoft Teams and Zoom) and deploying digital collaborative tools (e.g. Nearpod, Slido, Padlet, etc).
  • Proficiency in use of data management tools Qlik/Tableau/Advanced Microsoft Excel to support data reporting and analytics.
  • Excellent written, verbal communications and presentation skills.
  • A collaborative mind-set with strong ability to foster partnerships and build networks with counterparts in the adult education and training sector.
  • Able to work in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time.
  • Meticulous with the ability to consolidate NEA’s training requirements/specifications into curriculum documents to guide training partners.
  • Strong teamwork ability and highly self-motivated.
