We are looking for an experienced and proactive HSEQA Manager for one of our global shipping clients. The HSEQA Manager will be responsible for the safe, efficient and environment conscious operation of the company’s fleet of third-party vessels.
The ideal candidate would have at least 5 years of working experience on shore working in similar capacity, preferably on bulk carriers. He/she would be well versed in dry vessel vetting, investigation reporting and willingness to back up the Marine Superintendents in the team when required.
Responsibilities:
HSEQA Management:
· Develop, implement, and maintain HSEQA policies, procedures, and systems of the company.
· Ensure compliance with relevant international and local maritime regulations, including SOLAS, MARPOL, ISM Code, ISO standards, and other applicable requirements.
· Conduct regular reviews and updates of the HSEQA management system to ensure continuous improvement.
Audits and Inspections:
· Plan, schedule, and conduct internal audits and inspections of vessels and shore-based operations to ensure adherence to HSEQA standards.
· Coordinate and facilitate external audits, including those by classification societies, flag states, and port state control authorities.
· Prepare and manage audit reports, non-conformity reports, and corrective action plans.
Risk Management:
· Identify, assess, and manage risks related to health, safety, environmental protection, and quality assurance.
· Develop and implement risk mitigation strategies and emergency response plans.
· Conduct incident investigations, root cause analyses, and implement corrective and preventive measures.
Training and Development:
· Develop and deliver HSEQA training programs for vessel and shore-based personnel.
· Ensure that all employees are adequately trained and competent in
HSEQA practices and procedures.
· Promote a culture of continuous improvement and best practices in HSEQA.
Reporting and Documentation:
· Maintain accurate and up-to-date records of all HSEQA activities, including audits, inspections, incidents, and training.
· Prepare regular reports for senior management on HSEQA performance, including key performance indicators (KPIs) and compliance status.
· Ensure effective communication and dissemination of HSEQA policies and procedures to all relevant stakeholders.
Regulatory Compliance:
· Monitor changes in international and local maritime regulations and ensure timely compliance.
· Liaise with regulatory authorities, industry bodies, and other external stakeholders on HSEQA matters.
· Ensure that all vessels maintain valid certifications and documentation in accordance with regulatory requirements.
Continuous Improvement:
· Foster a culture of continuous improvement in HSEQA practices and performance.
· Implement and track initiatives to enhance safety, environmental protection, and quality assurance.
· Stay abreast of industry trends, technological advancements, and best practices in HSEQA management.
Qualifications/ Requirements
· Technical/maritime qualifications with at least 3 years sea-time as Chief Mate on bulk carriers and 1-2 years similar position on shore. Certified deck officer with minimum COC class 2.
· Minimum of 5 years of experience in HSEQA management within the maritime industry, preferably with bulk carriers.
· In-depth knowledge of international maritime regulations, including SOLAS, MARPOL, ISM Code, and ISO standards.
· Strong analytical, problem-solving, and decision-making skills.
· Excellent communication, training, and interpersonal skills.
· Ability to work independently and collaboratively in a multicultural environment.
