*This role will be hired on a contract basis to support our client's upcoming project.
About the role:
- Prepare the contract & procurement, sourcing strategies and lead workshop to finalize project procurement strategies.
- Establish contract & procurement plan and set up the procurement system for the subsequent phases.
- Establish procurement schedule to support modularization study with the engineering contractors.
- Establish Project Approved Vendor List, preliminary supplier qualification (include qualification system) and include new Chinese Eco System to lower the CAPEX
- Engage Procurement Representative to provide guidance on vendors and supplier list to support project optimal capex exercise.
- Review and finalize vendor and fabricator list for enquiry to support Class 3 cost estimate
- Provide write up, deliverables and work with Project Team, Shareholders and stakeholders to set up the procurement plan and establish procurement system for Phase 4.
- Promote strong collaboration with internal/external stakeholders and suppliers to deliver commercially innovative solutions.
- Develop negotiation strategies and lead commercial negotiations with vendors/suppliers/fabricators/trade contractors
- Support and liaise with base refinery on contract placement and draft Contract Committee deliverables for approval.
- Leadall open bid procurement activities, e.g. third party consultant services/studies etc.
- Leadlegal counsels engagement on T&Cs establishment, waivers and finalization. Provide risk memo to Project Management or Leadership for endorsement.
- Manage Project Procurement Team to timely support the Contract placement by arranging for Contracts Committee presentation, or presentation to Senior Management teams.
About you:
Minimum 25 years of work experience in procurement activities in Oil & Gas Industry in all project phases and at least 10years in leading and setting procurement strategy
- Bachelor Degree in Engineering or equivalent.
- Understanding of strategic, technical, legal, finance, taxation and commercial issues, able to cope with complexity and uncertainty.
- Experience managing various Contract formats (Reimbursable/Re-measurable/Lump Sum) for Major and Mega-Projects
- A high degree of skill in written and oral communications.
- Vast Local and/or regional procurement experience (China/Asia) in a MNC, or fabrication yard procurement experience would be an advantage.
- Vast procurement experience in international market.
- Good understanding of Supplier Qualification Process and Requirement
