Head, Payroll Group Processes

Job Summary

Deliver the Group’s payroll program to implement robust, scalable solutions and reduce overall risk. Lead the payroll product team and provide oversight for payroll operations. Support Head, PRB Group Processes in managing group-wide reward processes

Strategy

· Lead the payroll program agenda to improve data capture, implement robust and scalable solutions and reduce overall risk. This includes:

· Providing leadership to the payroll squad within the PRB Hive

· Implementing innovative design solutions that improve the efficiency of the payroll process (e.g. automation of upstream payroll data inputs)

· Ensuring the payroll program delivery is within the agreed budget, cost and time, through the achievement of project milestones

· Overseeing contract negotiations and compliance/risk sign-offs

· Supporting Bank-wide and HR projects that have a downstream payroll impact, such as changes to core Banking systems, data centre changes and other parts of the overall HR change agenda

Key Responsibilities

Processes

· Improving overall payroll operations quality and efficiency. This includes:

· Driving robust external supplier governance, ensuring that external suppliers are compliant to Group guidance and managing supplier performance.

· Manage global vendor relationships for cost efficiency and performance targets.

· Guide and support in resolution of complex payroll issues and escalate critical issues to appropriate forums for attention / resolution

· Improve the Payroll Quality and efficiency by collaborating with GPS, Country HR Service Delivery, and vendors

· Introducing new functionality to enhance employee experience

Risk Management and Governance

· Manage Operational Risk and governance within payroll process. This includes:

· Driving governance through creating robust control environment and monitoring frame works

· Partnering with Group Operational Risk, HR Risk specialist and other risk/compliance teams in the full suite of activities, from risk assessments, identification of controls, to reviews of control tests

· Addressing issues that are highlighted from risk/compliance reviews and strengthening controls within the payroll process

· Monitoring progress on Payroll Risk Acceptance and provide periodic progress updates Senior Management and Risk forums

· Effective supplier/vendor management wherein all thematic risks and issues, key highlights and challenges are tabled for appropriate discussion and remediation

Regulatory Business Conduct

· Display exemplary conduct and live by the Group’s Values and Code of Conduct.

· Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.

· Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.

Our Ideal Candidate

· University degree and further professional qualification (e.g. accountancy, tax, legal)

· 7+ years of Proven track record in payroll

· Experience working in an international reward function is highly advantageous, including delivery of core HR products and process such as payroll and benefits

· Experience in project management of large, complex, cross-geography projects

· Focus on high standards, quality and high attention to detail

· Ability to multi task within a complex structure and deliver business outcomes

· Excellent communication: clear oral and written skills

· Highly analytical and numerate
