The ‘Manager, Finance and LEAD’manages the full spectrum of finance and stakeholder management of Local Enterprise and Association Development (LEAD) programmes, to ensure SGTech financial objectives and funding requirements are met.
This role will involve engaging the C-suite and industry leaders, the Government, vendors, partners and internal stakeholders.
Key Responsibilities
1. Financial Reporting and Analysis
- Partner with an outsourced accounting service provider (vendor) to ensure accurate and timely reporting of monthly financial results.
- Analyse the financial reports and highlight significant variances that would impact the achievement of the financial targets.
- Identify business segments that present financial opportunities and/or risks.
- Evaluate cash flow position and identify measures or projections to ensure optimum liquidity.
- Prepare and present an aggregated view of the financial position and analysis to the Council and the Management.
- Ensure compliance with reporting requirements to the relevant regulatory authorities.
- Liaise with external auditors to ensure compliance and a successful audit outcome.
2. Accounting and Financial Management
- Partner with the vendor to oversee the Finance Department, including accounting, payroll (relating to the LEAD programme), accounts payable, and receivable.
- Ensure compliance with local accounting standards, tax regulations, and company policies.
- Support and partner with the vendor on the annual budgeting process and coordinate with various teams for submission and review.
- Manage and improve financial processes and systems, including the finance module in the SGTech Integrated Information System (SIIS), to enhance accuracy and efficiency.
3. LEAD Support
- Serve as the key manager to oversee assigned LEAD programmes and engage with the relevant teams to ensure the project’s progress and delivery to expectation.
- Track and document the KPIs of assigned LEAD programmes managed by various Programme Managers.
- Support Programme Managers by providing updated projects’ financials and available remaining grant support.
- Liaise with Government stakeholders in project reporting, KPI achievement and claims.
4. Stakeholder Management
- Maintain strong relationships with Government and industry stakeholders, partners and vendors, Council and SGTech Management and staff.
- Provide leadership to the team as the subject matter expert on finance matters.
Qualifications and Skills Requirements
- Bachelor’s degree in Finance, Accounting, or a related field; CPS, CFA, or equivalent certification.
- Minimum 8 years of relevant experience in finance management, preferably with a trade association or SME environment.
- Proficient in Xero and MS Office, especially Excel.
- Meticulous and high degree of accuracy.
- Strong verbal and written communication skills.
- Confident in engaging the C-suite.
- Ability to work in a fast-paced, dynamic environment.
