Role Purpose Statement
We are looking for a dynamic candidate to join the HR Division. The incumbent is responsible for delivering generalist function with primary focus on processing payroll and managing compensation and benefits, activities across all functions and levels.
The job responsibilities include but are not limited to:
Key Accountabilities
Payroll and system
• Responsible for the end-to-end payroll processes including processing payroll for all employees, ensuring data accuracy and compliance with HR policies and processes.
• Ensures accurate and timely processing of payroll updates including new hires, terminations, and changes to pay rates.
• Verify and process HR claims.
• Administer and ensure timely compliance for all statutory submissions (monthly CPF contributions, IR21 and yearly tax filing etc.).
• Responsible for upkeeping maintaining of confidential information and employee records within payroll and HRMS.
• eLeave and eClaim administration including year-end system closure and opening for new year.
• Be the primary point of contact with our system vendor ensuring questions and issues are well managed and resolved.
HR Operations
• Prepare all HR reporting which include payroll, manpower costs, headcount reports and required data.
• Prepare monthly billing to client.
• Assist in yearly manpower planning
• Assist in planning and implementation of the annual performance appraisal, including creating forms and training materials.
• Update HR policies and handbooks, ensuring compliance with statutory requirements.
• Support the current processes of compensation and benefits, government grants and statutory submissions such as Government Paid Leave claim, NS claim & MOM survey.
• Renew annual group insurance plans and on-going benefits administration
• Manage HR documentation, including but not limited to staff contracts and onboarding documents.
• Update internal databases.
• Act as subject matter expert focal point for compensation and benefits topics with employees and external third parties (insurance provider & broker etc.)
• Assist with yearly audits ensuring relevant HR and payroll data provided in a timely manner
• Assist with employment security, security clearance and employment verification.
• Work closely with Finance to reconcile monthly payroll report, incoming funds, and billing amount
• Responsible for offboarding and conduct exit interview.
• Participate in ad-hoc tasks and a diverse variety of HR projects or initiatives as required.
Recruitment (Support Team)
• Execute end to end hiring activities from listing, sourcing, screening, interviewing to facilitating onboarding.
• Collaborate with line/hiring managers to meet current and projected manpower needs.
Qualification
• Diploma/Degree in Human Resource, OR a related discipline.
• At least 5 - 8 years of hands-on HR experience in payroll, compensation and benefits, recruitment and HRBP.
• Forward looking and creative, commercially focused and people oriented.
• Analytical, meticulous, detail oriented and adept at working with data and metrics.
• Good knowledge of Singapore employment laws and payroll regulations, market practices and general business environment.
• Strong team-player, self-starter with ability/drive to initiate things and get it going, able to handle ambiguity and agile.
• Excellent interpersonal and communication skills.
• Good MS Office skills and experience in BIPO HRMS will be a plus.
