Assistant Manager (Resource Personnel), SRTT-CIA

A*star Research Entities

A*STAR is spearheading a series of Strategic Research & Translational Thrust (SRTT) that harnesses its multidisciplinary expertise to undertake a focused research mission. Operating as a cross-A*STAR initiative, SRTTs are geared at delivering impact and outcomes in specific thematic areas. Led by the A*STAR Research Office (RO), SRTTs will be actively managed where the SRTT Programme Directors and research team members will be provided dedicated central support.

Under the newly established Central Initiative Administration (CIA), A*STAR is recruiting a Senior Manger/Assistant Director for SRTT Programme Resource Management.

  • Be a strategic partner and support the key stakeholders on management of budgets and grants.
  • Manage fund requisitions, audits, and reconciliations of expenses.
  • Provide timely reporting, projections and tracking of budget and expenses
  • Prepare annual and ad-hoc budget projections

Roles and Responsibilities:

Reporting to the CIA DCS Corporate Services (DCS) to support the SRTTs, the roles include:

  • Manage and review project budget expenditure (OOE, EQPT) monthly.
  • Provide EOM & FTE Headcount Projections monthly.
  • Update staff allocation in SAP after checking the budget and headcount terms specified in LOA.
  • Prepare & submit Fund Requisitions (both manual and digital e.g. iGrants, IGMS, etc) & ensure that the financial accounts are reconciled with the fund requisitions.
  • Manage the audit processes (e.g. sighting of necessary documents & attending to auditor’s queries).
  • Re-fractionation of AWS, PB and bonuses where applicable. Provide EOM advice whenever applicable (e.g. query from the PIs).
  • Perform re-classification when needed on monthly or ad hoc basis (e.g. Non fundable items, NSA etc).
  • Rectify Payroll Errors where applicable.
  • Assist on Ad Hoc requests (e.g. queries/reports) for Projection, Headcounts, EOM estimates.

Requirements

  • BA with at least 2 years of experience in Finance and/or Human Resource (EOM management).
  • Proficient in MS excel skills and presentation of information in a logical approach.
  • Able to leverage on digital dashboards for monitoring and tracking (Power BI, tableau etc.)
  • Good interpersonal and communication skills
  • Ability to thrive within a fast-paced environment.
  • Able to work independently and as a team.
