JOB PURPOSE:

Oversees the financial management and reporting activities of the company and is responsible for budget planning as well as supporting executive management team in offering insights and financial advice that will allow them to make the best business decisions for the company.


JOB CONTENT

  1. Primary responsibility.
  2. Responsible for the Singapore Operations accounting processes and documentation and all entries thereto including posting General Journals; ensuring the Trial Balance is balanced and all ledgers, GL, AR, AP, PA, Assets, Inventories and Liabilities are reviewed regularly, updated, and properly reconciled.
  3. Monthly Management / Flash Reporting.
  4. Quarterly Board Meeting preparations and related Quarterly Reporting documentation submissions as required.
  5. Coordinate financial operating budgets and interim financial forecasts. Establish a system to compare actual results to budget/forecast.Prepare monthly, quarter, and annual variance reports.
    Review quarterly order book for the Group.
  6. Provide timely and accurate operational results and interpret the results to all levels of management. This includes the preparation of financial statements for management, operating data, and ad-hoc reports as required.
  7. Review/approval of payment and journal vouchers for Singapore Operations.
  8. Review petty cash claims.
  9. Review and reconcile monthly intercompany balances with other operations.
  10. Assist to formulate and implement corporate financial policies.
  11. Interface with Operations dept to ensure effective internal control throughout the organization.
  12. Prepare Cashflow reports and forecasts.
  13. Review major active projects within Singapore Operations for accuracy of valuation, as well as potential risks and opportunities. Work with Operations and Project managers to complete these reviews and evaluations.
  14. Ensure the business provides positive cash flow. Coordinate collections meetings and follow-up. Work with Purchasing and Project managers to establish reasonable vendor terms.
  15. Ensure that all tax, license, and other statutory compliance obligations are met.
  16. Review quarterly GST returns.
  17. Reconcile, file supporting documents for withholding tax and double tax deductions.
  18. Liaise with bankers and manage bank resolutions, banker’s guarantees, etc..Update monthly finance & audit schedules and liaise with auditors, tax agents, to provide schedules, etc., for the annual financial audit.
  19. Review and preparation of Annual Report with Notes to Accounts at year end.
  20. Ensure timely ACRA, XBRL and all statutory compliance filings.
  21. Responsible for Accpac accounting system – troubleshoot Accpac problems and assist in support throughout the organization.
  22. Complete various surveys received from the Dept of Statistics, BCA, etc..
  23. Direct supervision of Associate Accountant and Finance dept workflow processes to ensure timeliness, accuracy, and reconciliation of all accounts.
  24. Develop and foster a motivated team atmosphere within the finance and accounting staff.

Secondary responsibility:

  1. Assist the CFO on Board matters such as resolutions for guarantees, and ad-hoc reports as required, etc.
  2. Assist CFO with Investments – due diligence, feasibilities, legal reviews, M&A, JV, etc.
  3. Assist with other associated operational units accounts - Asophir / OSCG accounts.

EXPERIENCE

  1. More than 10 years in similar capacity.
  2. Experience in managing financial budgets of multiple projects.

QUALIFICATION

  1. Degree in Finance / Accounting or CPA.
