The RMF/DFS Professional is responsible, but not limited to, the following:
- To facilitate the hazard identification and risk management sessions for the preparations of the Safety Submissions.
- The appointed person in charge of the preparation and submission of the Safety Submissions.
- To manage the hazard registers which are live documents and shall add new hazards identified, monitor and update the dangers in the register to ensure all risks are mitigated and closed.
- Shall attend the Engineer’s Project Safety Committee Meetings and any other risk management meetings directed by the Engineer.
- To successfully manage the Preparation of Civil Construction Safety Submission (CNSS), Civil Design Safety Submission (CDSS), and Project Safety Review (PSR).
- Present at LTA’s project Safety Committee Meeting (PSCM) for review of CNSS.
- Perform risk analysis, risk monitoring, and reporting.
- Preparation and submission of Civil Design safety, Construction Safety, and Project Safety review documentation to LTA.
- Conduct presentations and Risk Management meetings with LTA
- Identify risks and ensure all requirements during the design & construction stage are addressed with suitable protection and mitigation measures.
- Lead Risk Management team and coordinate Risk Management implementation.
- Coordinate with QPD and Internal Design team to prepare the documentation for Civil design safety and CNSS submission to LTA.
- Prepare and deliver all necessary Method Statement & Risk Assessments for the projects
- Facilitate the hazard identification and Risk assessments for preparation of safety submission.
- Liaise with the external RMFs on hazard management.
- Liaise with various government authorities and external agencies to get the necessary approval.
- Evaluate the subcontractor's risk assessment, safe work procedures, and method statements.
- Reports directly to the Design Manager and supports the Design team.
Minimum Qualifications/ Job Experience:
- Attended the DFS for Professional Course and passed the assessment, or equivalent, and either - Be a registered PE or Architect with a Practicing Certificate
- Have 10 years relevant experience in design (at least 5 years in design which includes contributions to designs, writing specifications) and the supervision of the construction of structures; and
- Have a degree accepted by the Professional Engineers Board (PEB) or Board of Architects and construction-related degree accepted by the Singapore Institute of Surveyors and Valuers (SISV) and Society of Project Managers (SPM).
- Reasonable exposure in safety and health for construction especially on transportation infrastructure projects of a similar nature to this contract
- Working knowledge of general construction knowledge, especially in Civil Projects.
- Good verbal and written communication skills.
- Strong organizational and interpersonal skills.
- Strong time management skills with exceptional attention to detail and the ability to manage multiple tasks/projects at one time
- Ability to analyze and synthesize complex issues quickly.
- Able to work overtime and be on standby when required
