Working Hours: Monday - Thursday (8.30AM - 6.00PM), Friday (8.30AM - 5.30PM)


This organisation has been an early mover in engaging and partnering the community. Emerging driving forces affecting Singapore require that this organisation reframes their approach to engage and partner the community.


To this end, the Community Partnership and Communications Group (CPCG) is leading in efforts to sustain and grow centric communities which would support this organisation in our work.


The team will be instrumental in shaping the Partnership and Engagement (PE) culture and capabilities. This will involve developing essential frameworks and structures to bolster our PE capabilities, while also nurturing the PE workforce.


The team will offer engagement frameworks, techniques, tools, and resources aimed at facilitating partnerships and fostering engagement with citizens and the communities we serve; and work with the departments to grow the efforts to engage and partner the wider citizenry.

The team is also responsible for managing Justices of the Peace (JP).


Responsibilities:


1. Review the effectiveness of the organizationa; Partnership and Engagement (PE) capabilities using a WOG Framework; and identify areas of improvement for the HT. These areas of improvement are to be centred around four factors:

a) People. This factor refers to how agencies should ensure officers are sufficiently equipped and motivated to do PE well;

b) Architecture. This factor refers to how agencies are structured and how it supports PE work;

c) Routines. This factor refers to how agencies embed PE into its work processes as they drive behaviour and motivate people; and

d) Culture. This last factor looks at how culture effect changes and affects behaviours in agencies. E.g., an agency that places emphasis on training officers in PE signals that PE is an important competency.

2. Develop and implement policies and strategies to track and build up the organisation PE capabilities and PE workforce. These overarching policies would also need to be tailored, where needed, to cater to the needs and operating environments of the different departments;

3. Guide and work with individual the headquarters divisions and departments to develop and implement their plans and proposals to enhance their respective department/divisions’ PE capacity. The job-holder is the Secretariat to a whole of working group to manage this workstream.

4. Curate and develop communications materials (to be shared with the respective departments) to promote and build up the PE capabilities and knowledge;

5. Guide and manage the ongoing efforts to engage citizens more widely, to co-create and co-deliver solutions to enhance the safety and security of Singapore;

6. Work with various stakeholder groups to plan and coordinate the Justices of the Peace appointment and retirement ceremonies;

7. Manage ongoing engagement of specific stakeholder groups such as volunteers and Justices of the Peace; and

8. Perform any other duties as assigned.


Job Requirements:

  • We are looking for applicants who are energised working on processes and systems.
  • Applicants should have a recognised degree, possess good interpersonal skills and have good written and communication skills.
  • Proficiency in visual layout and design would be an advantage.
