Strategy
• Set and implement the vision, strategy, direction and leadership for the High-Risk Client Unit (HRCU), consistent with the vision and strategy for CFCC and in support of the Group’s strategic direction and growth aspirations.

Business
• Analyse comprehensive impact of financial crime related regulatory matters on the relevant business area and its operations.
• Support relevant stakeholders to make decisions based on current and future policies, practices and trends.
• Keep track of and provide advice to relevant stakeholders on the interpretation and application of regulatory expectations, laws, best practice and policies related to CFCC.
• Support resolution of competing requirements between regulations, for example between AML regulations and data privacy/ bank secrecy or information security regulations.
• Support senior business and regional stakeholders to ensure that processes related to sensitive clients are managed efficiently and effectively and that escalations are of high quality. Troubleshoot any issues arising at a regional level with a view to local resolution.
• Represent the HRCU at business-led Client Committees to provide advice on decisions on High-Risk Clients, or other aspects of HRCU casework.

Processes
• Develop and keep up to date appropriate policies/ processes/ DOIs/ Standards to facilitate effective governance over HRCU operations.
• Provide subject matter expertise on Financial Crime Intelligence, drawing on law enforcement and other professional networks, professional qualifications and experience.
• Provide governance, oversight and advice on the implementation of CFCC-related policies and procedures in HRCU to ensure compliance with such policies and procedures.
• Drive and develop outreach capabilities, including establishing and maintaining contacts with LEAs, regulators, not-for-profit organisations, industry bodies and other financial institutions to assist the bank to proactively mitigate financial crime risks and to demonstrate the Bank is at the forefront and partnering in the fight against financial crime.
• Participate and play a leading role in external industry forums, working groups and PPP events as a representative of the bank in respect of financial crime.
• Manage and/or resolve HRCU casework.

People & Talent
• Provide leadership, management and coaching to direct reports to ensure they are highly engaged and performing to their potential

• Collaborate with training teams to input to training curriculum to support closing of capability gaps.
• Ensure HRCU is adequately resourced and staffed by an appropriate number of competent staff sufficiently independent to perform duties objectively, to support sustainable business growth and address financial crime risks
• Ensure HRCU staff have clearly articulated and well-understood roles and responsibilities through meaningful and accurate job descriptions.
• Build a clear, coherent shared agenda across the team and foster a collaborative working style to ensure the Unit functions as a high performing team.
• Ensure that the PSCU acts collaboratively and openly with teams across the business and FCC.
• Act as a core member of the HRCU leadership team, ensuring that the function overall is professionally managed and contribute to function-wide priorities and initiatives as required

Risk Management
• Provide subject matter expertise on Financial Crime investigations and intelligence, drawing on financial intelligence and law enforcement networks, professional qualifications, and experience.
• Deliver HRCU casework so that it fully explains the causes of the financial crime risk event, articulating any control failures, directing recommendations to appropriate process and risk owners and providing intelligence material to inform the financial crime strategic priorities for HRCU.
• Ensure that all Sensitive Clients that are identified and escalated are subject to a thorough assessment of financial crime risk, that clear and well-reasoned recommendations are made on mitigating the risk posed, and that all appropriate stakeholders are informed/ consulted as appropriate. Once a client has been designated as a sensitive client and controls agreed, ensure that controls or exit strategies are followed through by appropriate business teams.
• Provide advice to CFCC stakeholders on financial crime risk events
• Inform senior CFCC management and relevant regulators, via HRCU reports, of serious regulatory breaches (or where risk tolerances have been breached) and support action to remediate and/or ceased the activities as appropriate.
• Ensure the suitability and quality of case data maintained on enterprise case management systems.
• Understand technical aspects of systems relevant to Case Management.
• Apply Group and FCC policies and processes to manage risks.
• Identify financial crime risk indicators through various internal/ external sources and the media; map and assess those risks, quantify the potential impact and escalate where necessary.
• Partner with internal legal counsel for advice on technical matters
• Provide investigative expertise to support management of Key and Significant regulatory/legal cases
• Manage end-to-end financial crime client reviews initiated by external sources (regulators, agencies, authorities or other external organisations), and internal events as applicable.
• Ensure remedial actions (for example, Regulatory reporting, client exits, additions to watchlists etc) are recommended, approved, implemented and tracked.

Governance
• Attend relevant leadership meetings
• Support senior oversight of HRCU.
• Ensure tracking and remediation of HRCU and investigations related regulatory findings.
• Prepare and cascade lessons learned from HRCU casework.
• Propose control improvements, enhancements and simplifications where appropriate.

• Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. Our Ideal Candidate

· Experience managing significant regulatory-driven projects and group-significant investigative projects.

· 10+ years of experience in financial crime risk management and the banking industry.

· Knowledge of financial crime investigative techniques and risk management techniques and frameworks.

· Sound judgement on business practices, regulatory relationship management and reputational risk.

· Ability to collaborate and work dynamically across a broad range of stakeholders.

· Exemplary integrity, ethics, independent and resilience.

· Experience of managing teams and projects under regulatory scrutiny.
