Glencore Singapore Pte Ltd is a wholly owned subsidiary of Glencore International Plc. and engages in commodity trading. The Singapore office employs approximately 220 staff working from a single site.
The Compliance Officer role will focus primarily on the Compliance program relevant to the Marketing business.
KEY RESPONSIBILITIES
- Support the implementation of the Corporate Compliance Programme for the Marketing division, Regional Compliance Office (RCO) and the Group Compliance Team
- Perform periodic risk assessments for compliance related matters relating to the Marketing operations within Singapore
- Comment on and, where relevant, adapt and draft compliance policies, procedures and guidelines, liaising with the Group Compliance Subject Matter Experts (SMEs), Compliance team in Singapore, London and New York
- Provide support to the KYC and due diligence team for onboarding counterparties
- Support with preparing written reports/ presentations for Senior Management and status of the Compliance Programme and roll out within the Singapore Office
- Provide compliance advice to the business units within Singapore regarding day-to-day compliance related matters such as anti-bribery, sanctions / embargoes, anti-money laundering, anti-boycott, conflicts of interest etc.
- Provide advice and support to the Operations and Trading teams relating to compliance relevant contractual clauses as applicable to physical and derivatives trading
- Provide training (both classroom training and via video-conferencing) as required by the Compliance Program and raise awareness regarding compliance related matters
- Work closely with the RCO (and other members of the Singapore compliance team) in developing annual training plans
- Interact with Compliance staff, other control function personnel, and employees and management in all lines of the business
- Keep abreast of regulatory developments as well as evolving best practices in compliance topics and management.
KEY COMPETENCIES/ SKILL SETS
- Language Proficiency: Fluency in English, with Chinese languages beneficial.
- Commodities Industry Knowledge: Prior experience in a similar function in an international corporation or commodity trading/ production firm, desirable.
- Compliance Expertise: Good knowledge of compliance issues, particularly sanctions, anti-corruption and financial crime.
- People Management and Training Skills: Self-motivated, enthusiastic, pro-active and a team player.
- Personal Attributes: Analytical, methodical and exhibit attention to detail in all tasks. Possess a problem-solving mind-set. An independent and flexible work attitude and able to work well under pressure..
- Communication Skills: Excellent written and oral communication skills.
- IT Skills: Good know-how in using IT applications (MS Office)
EDUCATION AND EXPERIENCE REQUIREMENTS
- Educational Background: Educated to degree level as a minimum requirement
- Professional Experience: Background in Compliance, Legal, Audit/Risk, or similar, within commodities industry. Legal qualified (2-6 years) with a litigation, white-collar defence, commodity background or with experience in advising companies developing or enhancing their compliance programmes.
