We are seeking a highly skilled Technology Strategy and Plans Manager to join our client's Technology Division. In this role, you will manage strategic initiatives that align with our client’s key projects supporting the Smart Nation and Digital Economy initiatives. You will serve as the critical link between senior management and executive agencies, ensuring that high-level strategies and policies are effectively translated into ground-level deliverables.
Key Responsibilities:
Strategic Planning & Policy Development: Develop a deep understanding of emerging digital technology areas and formulate policies, strategies, and funding plans that support the digital agenda.
Portfolio Oversight: Maintain oversight of a portfolio of funded projects, ensuring they align with strategic goals and deliver intended outcomes.
Programme Assessment: Develop and implement qualitative and quantitative assessments to measure the progress of R&D programmes, ensuring continuous improvement and alignment with strategic objectives.
Stakeholder Engagement: Collaborate closely with government agencies, academia, and industry partners within the R&D ecosystem to enhance local capabilities and develop effective translation strategies.
Decision Support: Provide key decision-makers with insights and recommendations concerning strategic direction, progress tracking, and budget utilization.
Required Skills & Experience:
- Bachelor’s or Master’s degree in IT, Strategy, Policy, or a related field.
- 3-10 years of experience in policy development, strategic planning, or sector development roles.
- Experience in digital technology sectors such as AI, Cybersecurity, Infocomm, or Quantum technologies.
- Strong ability to identify opportunities and risks associated with emerging technologies.
- Exceptional networking skills with the ability to work effectively with both technical experts and non-technical stakeholders.
- Excellent communication skills, with the ability to convey complex technical concepts clearly and effectively to senior management.
