Assistant Manager (Operations Management and Engagement Department)

What the role is

Operations Management and Engagement Department (OMED) oversees the day-to-day operations of NEA-managed hawker centres and works with stakeholders such as Town Councils and Hawkers Associations to ensure that the centres are clean and well-maintained.

What you will be working on

The job responsibilities include the following:


1.Tenancy Management

  • End-to-end management of stall tenancies, from ensuring stalls are in tenantable condition, onboarding of new stallholders to processing applications of transfers, assignments, joint operators and termination etc.
  • Conducting tenancy inspections and enforcements to ensure compliance to relevant statutory and tenancy requirements.
  • Managing arrears such as stall visits, serving of NTQs, executing WSS/WOP etc.
  • Operationalising new policies e.g. ensuring compliance of stallholders to PHC measures, management of ISP, SRHZ, apprentices etc.

2.Cleaning & Facilities Management

  • Ensuring high cleanliness standard, good maintenance and safe operation of the centres.
  • Managing the facilities in MSE-owned Hawker Centres through centre level checks, covering facilities maintenance (preventive and routine maintenance), cyclical repairs and redecorations, ad-hoc improvement works to enhance patrons’ experience, incident management, general and toilet cleaning, table-cleaning management, and pest control.
  • Conducting centre surveillance in HDB-owned Hawker Centres to flesh out areas of concerns to stakeholders such as Regional Offices, Town Councils and Hawkers Associations.
  • Appointed by Designated Person (DP) as the Environmental Control Coordinator (ECC) for each hawker centre / wet market, to develop the ES programme in accordance with the ES standards and monitor its implementation on-site.

3.Feedback/Appeals Management & Stakeholders’ Engagement

  • Managing feedback providers professionally to ensure that their feedbacks are being addressed or resolved promptly in accordance to NEA’s service standard.
  • Regular engagement with stakeholders including stallholders, Merchants/Hawkers Association (MA/HA), Town Councils, other Agencies etc to implement initiatives and resolve operational issues related to Hawker Centres.
  • Planning and implementing activities and programmes in Hawker Centres, such as fire drills & safety training and spring cleaning, and liaise closely with relevant authorities and stakeholders.

4. Any other tasks as assigned.

  • Independent, resourceful, meticulous and able to multi-task.
  • Proficient in Microsoft programmes.
  • Team player with possession of leadership qualities.
  • Able to work after office hours and on weekends when required.
  • As part of the shortlisting process for this role, you may be required to complete a medical declaration and/or undergo further assessment.
