The Role

The incumbent will lead and establish development strategy and requisite operational and capabilities building plan. He/she will be responsible for embedding robust technical development, project management, people capabilities, policies and procedures, key controls, and governance to support delivery of System Integration & Network (SI&NW) department’s agenda. The incumbent will provide consultation and solution to SMBC IT as Head of System Development teams, discussing with PIC in SMBC IT Dept, he/she will craft a high-level IT strategy and relevant IT project plan as an IT business partner.

Job Responsibilities

  • Define mid to long-term strategy and implement roadmap of development capabilities for JRI Singapore (JRIS) in supporting SMBC’s digitalization agenda.
  • Translate strategy into actionable goals for performance and growth to achieve JRIS set goals, performance management and meet annual operating plan.
  • Optimize and develop internal and external resources to maximize outcome.
  • Oversee department-wide initiatives, identify challenges and root cause of issues, propose solutions to resolve issues.
  • Oversee the transformation agenda; continuously improve its efficiency and alignment to SMBC Group’s values.
  • Provide strategic leadership and manage the development teams, establish and drive execution with strong operational plans; ensure BAU deliverables, financial management, people capabilities, policies and procedures, key controls and governance are in place.
  • Provide support to management in setting strategic direction, leadership and management of operational activities and ensuring development requirements of SMBC are met.
  • Lead negotiations with external vendors and suppliers to ensure expected service deliverables are met at optimal cost.
  • Align and forge collaboration across SI&NW teams through established performance management routines, measures and operating rhythm.
  • Accountable for driving cost savings and digitalization strategy.
  • Build a high-performance values-driven culture amongst the development teams to support SI&NW department’s agenda.
  • Lead the leadership team towards development and delivery of strategic priorities for SI&NW department.
  • Provide leadership to Team Heads, ensuring team heads/leads are motivated and equipped with skills and resources to manage their teams respectively.
  • Oversee hiring, training and coaching of mid-junior level managers.

Job Requirements

  • Bachelor’s degree in computer science, with good command of English both verbal and written.
  • Min. 10 years’ experience in managing IT departments in financial institutions.
  • Experience in managing large scale IT projects, experience in implementing IT strategies a plus.
  • Possess knowledge and experience in managing software development life cycle, change management, service delivery management and vendor management.
  • Experience in development/supporting remittance and/or payment system is a plus.
  • Proven track record of successful deliveries and record of career growing through the ranks.
  • Familiar with industry best practices, experience in managing and supervising a sizable workforce (multiple teams with total staff strength of 50 and above)
  • Technical background with a good understanding of SDLC cycle.
  • PMP/Agile Certified preferred
  • Strong leadership, planning and organizational skills.
  • Effective communication with strong negotiation and presentation skills.
  • Strong problem and conflict management skills.
  • Strong stakeholders’ management skills across diverse workforce segments and Asia markets.
  • Ability to work in a fast-moving work environment.
  • A detailed oriented manager who can think out of the box.
