Responsibilities
· To administer yard’s occupational health and safety programmes and safety promotion.
· To be responsible to all levels of management to implement accident prevention activities.
· To conduct occupational health and safety instruction courses for new employees, contractors and owners.
· To conduct audits and inspections of the yard to identify unsafe acts, equipment and potential hazards and report such findings and forward recommendations to the yard manager and superintendent.
· To emphasise and enforce the use of PPE and determine the type of equipment to be purchased and used.
· To conduct annual internal audit on the integrated shipyard management system with a focus on occupational health and safety and environment.
· To investigate all serious accidents and assist supervisors in carrying out accident and injury investigation.
· To maintain adequate safety records, accident statistics and reports.
· To advise on legal requirements affecting safety, maintain legal records for the required periods.
· To liaise with external entities (together with HR and Admin Department) involved in medical treatment, safety training, insurance and statutory bodies such as MOM and SCDF in the event of industrial accidents.
· To propagate safety through leaflets, memos, reports, posters, notices, etc.
· To submit monthly report on various safety activities and highlight actions that are required to be taken by the company.
· To keep abreast of new developments in the field of safety profession, accident prevention, personal protective and first aid equipment and procedures and provide guidance and advice to personnel involved with safety programme.
· To provide information and recommendations on safety training and participate in such training to cultivate safety consciousness at all levels in the company.
· To submit notice of accident to Chief Commissioner of Workplace Safety and Health, Workmen’s Compensation Department and insurance company.
· To certify and issue Hot-Work permit and Operation permits.
· To coordinate with SCDF to organise emergency drills and rescue.
· To ensure effective HSE manpower deployments to projects.
· Perform any other tasks as may be assigned by the supervisor.
· Ensure compliance to relevant government regulations and company’s quality, safety, health and environmental (QSHE) policies, practices and procedures at all times.
Requirements
· Registered Workplace Health and Safety Officer certified by MOM with a valid registration.
· Specialist Diploma in WSH or other degrees as mandated by Ministry of Manpower.
· At least 5 years of experience implementing a workplace health, safety and environment (HSE) management system in a marine shipyard or related industry
· Good knowledge of WSH Act and other statutory requirements and codes of practices.
· Familiar with OHSAS 18001 and ISO 45001 standards.
· Well versed with emergency response and fire protection systems including testing and inspection.
· Registered Fire Safety Manager with SCDF preferred.
· Possess Shipyard Safety Assessor (Hotwork, Confined Space Certification) preferred.
· Good communication skills, meticulous, resourceful, able to multi-task. A team player with the ability to work independently as well as in a team.
